COMMUNITY APPEARANCE BOARD
REGULAR MEETING - MINUTES
Thursday , December 17 , 1992 9 : 30 A . M .
Chairman Guy J . Galizia called the Regular Meeting to order in Commis-
sion Chambers at 9 : 30 A. M .
Deputy Town Clerk Doris Trinley called the roll . Present were the
Chairman , Vice Chair Elvine Gordon and Members John W. Littlejohn , Paul
Heetmann , Frank Arenella and Eugene I . Behrman . Member Doris Perrone
was absent .
Also present were Building Official Lee Leffingwell and members of the
general public . Town Manager Mary Ann Mariano was in the audience .
Upon MOTION by MR . BEHRMAN/MR. HEETMANN , the Minutes of the Regular
Meeting of November 19 were unanimously approved .
NEW BUSINESS
Final Review for Clearing and Filling of Lots 9 and 10 West , to Include
Landscaping Plans re Perimeter of Property . Submitted by Richard G .
Orman for Highland Beach Real Estate Holdings , Inc . (Owner) .
Mr . Orman spoke for the project , advising that Lucia Milani , owner of
the property , was in attendance should the Board have questions of
her . As members reviewed landscaping plans , Mr . Orman said it was
their intention to use Royal Palms rather then Coconut Palms in con-
junction with scaevola hedge to shield the lot from view on the east
and south sides . However , he asked the members ' indulgence in
considering either tree , noting many nursersies had been damaged by
Hurricane Andrew which might affect the availability of the Royal
Palms , as well as perhaps prohibitive cost of same . He also noted the
trees and hedging would meet Code size requirements when planted , the
hedging being 4 ' -5 ' in height and the trees a minimum of 10 ' . It was
advised that Mrs . Milani ' s regular gardner would care for the lot .
After further review and discussion , the following MOTION was made by
MR. ARENELLA/MRS . GORDON :
THE COMMUNITY APPEARANCE BOARD GIVES FINAL APPROVAL TO
THE CLEARING AND FILLING OF LOTS 9 AND 10 WEST , INCLUDING
LANDSCAPING PLANS PREPARED BY CHARLES PUTNAM AND ASSOCIATES ,
DATED 18/08/92 , WHICH CALL FOR 18 ROYAL OR COCONUT PALM
TREES TO BE PLANTED ON THE SOUTH AND EAST SIDES OF THE LOTS ,
INTERSPERSED WITH SCAEVOLA HEDGING .
Roll Call met with unanimous favorable vote .

Application for Temporary Sign . Submitted by Highland Park Associates
(Owner) for 3425 S . Ocean Blvd . , Lot 90E .
Mark Rothenberg represented Highland Park Associates and explained to
the members that he was seeking a temporary sign for the project under
construction at 3425 S . Ocean Blvd . The sign would be non- illuminated
and double- sided and would show an artist ' s rendition of the building
and a telephone number .
Substantial discussion took place regarding size and height of the
sign . Mr . Rothenberg said the sign , which would not exceed 16 sq . ft .
as per Code , would be supported by posts around which lattice-work
would be placed ; low plant material would be placed at the bottom of
the lattice-work . Members expressed concern regarding the size of the
support area , which Mr . Rothenberg said would be the same as the sign ,
in that it would bring the total signage to a height of 8 ' . It was
noted that while Code did not specifically state a maximum height for
temporary signs , the 8 ' height might be too high . At this point , Town
Manager Mariano suggested that since Code did not prohibit the 8 '
height , the members might consider that a sign of this height would be
more helpful to passing motorists in bringing attention to the project
in that the phone number would be seen above the windshield .

Concluding discussion , MR. ARENELLA/MR . BEHRMAN made the following
MOTION :
THE COMMUNITY APPEARANCE BOARD APPROVES THE APPLICATION
FOR A TEMPORARY SIGN FOR 3425 S . OCEAN BLVD . , LOT 90E .
SUBMITTED BY HIGHLAND PARK ASSOCIATES (OWNER) AS PER
DRAWING BY BRIGHT IMAGE SIGN CO .
Roll call resulted in unanimous favorable vote .
GREENING COMMITTEE
General discussion took place regarding ongoing survey and the inves-
tigation into a more durable substance to be used as tree plaques .
Mr . Galizia presented information whereby it was stated that carrotwood
trees should not be planted , as their characteristics were much like
those of the melaleuca .
Mr . Galizia also read into the record a letter from the Villa Nova Con-
dominium Association regarding exposed mechanicals on the St . Lucy
Rectory roof and asking if they could not be hidden from view by
some means . ( Copy of letter attached to and made part of these
Minutes . )

It was announced the next meeting would be January 28 , 1993 , with the
agenda closing January 14 . Doris Perrone will be Inspector for
January .
There being no further business to come before the Board , the meeting
was adjourned upon MOTION by MR. ARENELLA/MR. LITTLEJOHN at 10 : 25 AM.

Dear Board Members:
Our Association appreciated the revision by the Appearance Board in the
Building Plan of the Sanctuare Condominium (just north of our building) which
required the developers to cover the roof top mechanicals so that our members
would not have to look down upon an unsightly roof full of air conditioning
mechanicals.
On the other hand, the Rectory at St Lucy does not appear to have such a
restriction. There are 10 separate pieces of mechanicals which make it like
-- looking down on the roof of a factory.
The building itself is attractive, but we urge the Board to look into the unsightly
condition of the roof.
A simple lattice work could cover all 10 pieces of equipment and still allow for
service.
We look forward to hearing from you on our complaint
