1993.02.25_CAB_Minutes_Regular TOWN OF HIGHLAND BEACH n COMMUJNITY APPEARANCE BOARD REGULAR MEETING - MINUTES Thursday , February 25 , 1993 9 : 30 A.M. Chairman Guy J . Galizia called the Regular Meeting to order in Commis- sion Chambers at 9 : 30 A . M . He advised the agenda would be amended to include approval of Minutes of the Special Meeting of February 19 and a review of permanent sign application for 3401 S . Ocean Boulevard . Deputy Town Clerk Doris Trinley called the roll . Present were the Chairman , Vice Chair Elvine Gordon and Members John W . Littlejohn , Paul Heetmann , Frank Arenella and Eugene I . Behrman . Member Doris Perrone was absent . Building Official Lee Leffingwell and members of the general public were also in attendance . Upon MOTION by MR. LITTLEJOHN/MR . BEHRMAN , the following sets of Minutes were unanimously approved : December 17 , 1992 Regular Meeting February 2 , 1993 Special Meeting February 19 , 1993 Special Meeting NEW BUSINESS Replacement of Existing Pool and Landscaping at 1011 -1015 Russell Dr . , Lots 21 & 22 , Highland Beach Isles . Submitted by Vince Collins , Presi- dent Shamrock I Condominium. Lawrence Ripich , a unit owner , represented the project and explained that the original pool had been improperly installed and had started to sink and crack . He advised the landscaping would be a combination of new and existing plantings . After review of the plans , MR. ARENELLA/MR . BEHRMAN made by the fol - lowing MOTION : THE COMMUNITY APPEARANCE BOARD APPROVES PLANS FOR REPLACEMENT OF EXISTING POOL AND LANDSCAPING AT 1001 - 1015 RUSSELL DRIVE , LOTS 21 & 22 , HIGHLAND BEACH ISLES . SUBMITTED BY VINCE COLLINS , PRESIDENT , SHAMROCK I CONDOMINIUM ; JOB 92-300 , DATED 2 /10/93 , SHEETS 1 , 2 , 3 . Roll call met with unanimous favorable vote . Community Appearance Board Regular Meeting - Minutes February 25 , 1993 Page 2 of 3 Permanent Sign Review for 3401 S. Ocean Blvd . , Lot 95E (The Ridge ) . Submitted by Delray Signs . Mark Gregory of Delray Signs explained the sign would be 3 ' overall in height , with the panel measuring 2 sq . ft . ; colors used would be bronze for the background and ivory for the lettering . Mr . Gregory advised the sign would be placed in a landscaped area on the north side of the property . After discussion and review , MR. BEHRMAN/MRS . GORDON made the following MOTION : THE COMMUNITY APPEARANCE BOARD APPROVES PLANS FOR A PERMANENT SIGN AT 3401 S . OCEAN BLVD . , LOT 95E AS SUBMITTED BY DELRAY SIGNS . Roll met with all favorable votes . OLD BUSINESS : Discussion took place regarding a letter received from Lloret Del Mar Condo Association in which issue was taken with the lack of landscaping related to some parking spaces on Bel Air Drive . Ms . Leffingwell ad- vised that she had responded to the letter , and noted therein that she had also inspected Russell and Highland Beach Drives and would soon be sending letters to all properties needing corrections . Having asked Ms . Leffingwell to provide them with copies of Town Code regarding parking for review, it was the CONSENSUS of the members to table any action or recommendation at this time and address the issue at a future meeting . ( Copy of both letters attached hereto and made part of these Minutes . ) GREENING COMMITTEE Ms . Gordon advised she was in the process of researching a more durable type of tree plaque and would get samples and prices . Finance Director Michael Seaman was asked to join this portion of the meeting and explained to the members ' satisfaction how the Greening Committee account was handled by the Town . It was announced that the next meeting would be held on March 25 , with the agenda closing on March 11 . John Littlejohn was named Inspector for March . There being no further business to come before the Board , and upon MOTION by MR. BEHRMAN/MRS . GORDON , the meeting was adjourned at 10 : 40 A. Rishel : We received your letter of January 1 , 1993 regarding the lack of , and poor landscaping on Bel-Air Drive . We also inspected both Russell Drive and Highland Beach Drive . We will be sending letters to all the affected parties that we noted as needing corrections. I 'm sure this will be accomplished within a reasonable amount of time. Thank you for your patience. Ocean Blvd. "4,-"c. c , /etc_ Highland Beach, FL 33487 Dear Mr. Galizia, For some time now, many of the home owners on Belair Drive have discussed the terrible appearance of the properties along our street that have parking lots in front of them. No other street has this eyesore. But recently, we were informed that Highland Beach, does in fact, require that all parking be at least broken up with some landscaping. Therefore, if this information is accurate we respectfully request that you insist on compliance by all of the property owners on Belair Drive immediately. This would not only improve the appearance of our street; but also the appearance of the entire town of Highland Beach; as there are many people who drive up and down our streets just to admire our lovely town, and many are of the opinion that Belair Drive is only a street of "rental apartments"! Considering this, we feel that those who need to make the improvements must surely realize that they can only profit from a better image and appearance of their property.
