n COMMUNITY APPEARANCE BOARD
REGULAR MEETING - MINUTES
Thursday , May 27 , 1993 9 : 30 A . M.
Chairman Guy J . Galizia called the Regular Meeting to order in Com-
mission Chambers at 9 : 30 A . M.
Deputy Town Clerk Doris Trinley called the roll . Present were the
Chairman , Vice Chair Elvine Gordon and Members John W . Littlejohn ,
Paul Heetmann , Doris Perrone , Frank Arenella and Eugene I . Behrman .
Also present were Building Official Lee Leffingwell and members of the
general public .
Chairman Galizia noted Doris Perrone ' s recent reappointment to the
Board and extended congratulations on behalf of all the members .
MINUTES
Upon MOTION by MR. BEHRMAN/MR. LITTLEJOHN , the Minutes of the
April 29 , 1993 Regular Meeting were unanimously approved .
OLD BUSINESS

NEW BUSINESS
Preliminary Review of Plans for Single Family Residence at 2358 South
Ocean Boulevard , Lot 134W . Submitted by Miklos & Associates ,
Architects ( Robert Eisen , Trustee) .
Ms . Carmen Canejo , an architect in Mr . Miklos ' firm , represented the
project . The members immediately convened to the table where sub-
stantial review and discussion took place and the members ' questions
were answered to their satisfaction . To give the members a visual
idea of the location and type of architecture to be employed , Ms .
Canejo presented pictures of the Balsam residence for which her firm
had also been the architects ; it ' s located on Lot 135W , just north of
the project .
The Building Official assured the project met all Code requirements
and could be given final approval at this time should the Board so
decide .

Concluding discussion and review , MR. BEHRMAN/MRS . GORDON made the
following MOTION :
THE COMMUNITY APPEARANCE BOARD GIVES FINAL APPROVAL TO
PLANS FOR A SINGLE FAMILY RESIDENCE AT 2358 SOUTH OCEAN
BOULEVARD , LOT 134W . SUBMITTED BY MIKLOS & ASSOCIATES ,
ARCHITECTS ( ROBERT EISEN , TRUSTEE ) ; JOB NO . 11893 DATED
APRIL 5 , 1993 , SHEETS Al THROUGH A5 AND LI , L2 .
Roll call met with unanimous favorable vote .
Preliminary Review for Remodeling and Additions to Existing Single
Family Residence at 4416 Tranquility Drive . , Block 3 , Lot 12 , Bel
Lido . Submitted by Steve Patrick (Owner) .
Neither Mr . Patrick nor any other representative of the project was in
attendance .
Ms . Leffingwell gave the members background information , saying that
the multiple subcontracting jobs Mr . Patrick proposed to do on the
residence finally required her to advise him he must pull them all
together as a " project" and make application to the Board for review.
She noted that paving and window permits had been issued before she
had known the project would continue to grow.
Mr . Galizia advised that he and Mr . Heetmann had inspected the site
and noted the lack of landscaping on the property ; he then detailed
what was existing and noted that on Mr . Patrick ' s "Application for
Project Review" all sections having to do with landscaping were marked
" N/A . " He also noted what appeared to be safety hazards regarding
lack of steps connected to certain doorways , which Mrs . Gordon cor-
roborated .
During discussion , Mrs . Leffingwell advised that Mr . Patrick intended
to fence in his property and would add attendant landscaping after
this was done . However , it was the consensus of the Board that the
plans as submitted were insufficient for them to make any kind of
decision at this time . Concluding discussion , MRS . GORDON/MR. HEETMANN
made the following MOTION :
THE COMMUNITY APPEARANCE BOARD TABLES ANY DECISION ON
THIS PROJECT UNTIL SUCH TIME AS COMPLETE PLANS , INCLUDING
LANDSCAPING , ARE SUBMITTED . THE OWNER OF THE RESIDENCE
IS ALSO REQUESTED TO BE IN ATTENDANCE WHEN THE BOARD REVIEWS
THE PLANS .

OTHER
Chairman Galizia read a recent memo from Town Manager Mariano into
the record . It had to do with the Board Chairmen having discretion
over "excused" versus " unexcused" absences of members from meetings .
After substantial discussion , it was the consensus of the members that
it would be appropriate for the Chair to make such decisions ; a memo
to this effect will be transmitted to Ms . Mariano .
GREENING COMMITTEE
Regarding removal of australian pine trees fronting Regency Highland
Condominium ( 3912 S . Ocean Blvd . ) by the Department of Transportation ,
Mr . Behrman reported DOT had given the Committee the opportunity to
move a Town- owned and plagued royal palm tree ( dedicated to the memory
of Louise Johnson ) which was located in the the project "clear zone . "
He advised that through Mr . Arenella , who is a resident of Regency , it
had been arranged that the condominium association would move the tree
onto their property at a cost of $200 . Following discussion , a MOTION
by MR. LITTLEJOHN/MR. ARENELLA that the Greening Committee accept this
offer and bear the $200 cost met with unanimous approval .

Regarding the purchase of additional trees and needed replacement of
others , Mr . Behrman said he would pursue this project after the start
of the rainy season .
Mr . Behrman also presented a sample of a thicker , stronger grav-o- play
material which would hopefully eliminate the constant need to replace
outdoor tree plaques . The members agreed to place an initial order
of 100 pieces .
Mr . Arenella suggested that next year' s Arbor Day tree planting cere-
mony , which traditionally takes place in the spring of the year during
a recessed Town Commission meeting , be expanded and more carefully
planned as a special and memorable occasion . The members agreed , and
the idea will be transmitted to the Town Commission .
Mr . Galizia announced the next meeting is scheduled for June 24 , with
the agenda closing on June 10 ; Mr . Arenella was named inspector for
June .
There being no further business to come before the Board at this time ,
the meeting was adjourned upon MOTION by MR. BEHRMAN/MR. ARENELLA at
10 : 30 A. M.
