COMMUNITY APPEARANCE BOARD
REGULAR MEETING - MINUTES
Thursday , June 24 , 1993 9 : 30 A.M.
Chairman Guy J . Galizia called the Regular Meeting to order in Com-
mission Chambers at 9 : 30 A . M.
Deputy Town Clerk Doris Trinley called the roll . Present were the
Chairman , Vice Chair Elvine Gordon and Members John W . Littlejohn ,
Paul Heetmann , Doris Perrone , Frank Arenella and Eugene I . Behrman .
Upon MOTION by MR . ARENELLA/ MR. BEHRMAN , the following sets of Minutes
were approved unanimously approved :
May 27 , 1993 Regular Meeting

NEW BUSINESS
Amended Site Plan Review for Conversion of 10 units to a Triplex at
3525 S . Ocean Blvd . , Lot 78E . Submitted by Donald E . Bryan , Architect ,
for Antonacci (Owner) .
Mr . Bryan advised that his firm had taken over from the original arch-
tect and although substantial changes had been made , the footprint of
the building remained the same . He noted that Planning Board approval
had been granted earlier this month . Mr . Bryan also noted that the
landscape architect , Richard Tindell , would join in plan review . An
artist ' s drawing of the residence and samples of colors and materials
to be used were provided .
Substantial discussion and review took place , during which Mr . Tindell
advised he had not identified the planting of four ( 4 ) Ligustrum trees
at the entrance to the residence . He initialled the plans to this
effect .
Before Motion was called for , a side discussion took place regarding
permission being given to the Greening Committee , through the auspices
of the CAB , for the two Ligustrum trees fronting AlA to be plagued in
the future . The Greening Committee ' s work re the donation of trees
was explained to Mr . Bryan who , on behalf of the owners , Mr . & Mrs .
Guy Antonacci , agreed to grant this request .

Roll call met with unanimous favorable vote .
OLD BUSINESS
Chairman Galizia read into the record his reply to Town Manager
Mariano ' s memo of May 26 regarding the " three-absence rule" re
members ' attendance at Board meetings [Chair should have discretion re
excused versus unexcused absences] .
For the recordMr . Arenella commended Building Official Lee
her for exceptional cooperation and helpfulness to the
Board ; he also complimented the thoroughness and professionalism ex-
hibited regarding her handling of inspections . All members were in
agreement with Mr . Arenella ' s remarks and in turn extended thanks to
Ms . Leffingwell .
Ms . Leffingwell gave the members an update regarding concerns ex-
pressed regarding the extreme length of time being taken by Highland
Beach Real Estate Holdings , Inc . ( Milani /Owner) to complete work on
Lots 9 and 10 West , which the CAB had approved on December 17 , 1992 .
Ms . Leffingwell said she shared the members ' concerns and had issued
Code Enforcement notices , which she was hopeful would prod the owner
into completing the project in the near future .
GREENING COMMITTEE
Lengthy discussion took place regarding the movement of a royal palm
tree (dedicated to Louise Johnson ) in front of Regency Highland Condo-
minium on the DOT right of way . ( See Minutes of May 27 , 1993 ) . It was
the consensus of the members that although Mr . Arenella ( a Regency
resident) had been previously asked to convey the Board ' s acceptance
of the Regency ' s offer to move the tree onto their property for a
nominal fee , it was now the opinion of the majority of the members
that because of its age and size , it was doubtful the palm would
survive the move . Mr . Arenella and Mr . Littlejohn agreed to convey
this revised thinking to the Regency ' s Association president .

Mr . Behrman advised he had responded to Town Manager Mariano ' s memo-
randum regarding the Greening Committee ' s anticipated use of existing
funds and read same into the record for information purposes .
Mrs . Gordon advised that she and Mr . Behrman will make site
inspections throughout the Town to appropriately mark a Town Map to
denote where trees are planted and to gather information that she will
apply to the computer program , i . e , species , diameter , height , canopy ,
etc .
Chairman Galizia noted the next meeting is scheduled for July 29 with
the agenda closing on July 15 ; Mr . Behrman was named Inspector for
July .
There being no further business to come before the Board at this time ,
the meeting was adjourned upon MOTION by MR . ARENELLA/ MRS . PERRONE at
10 : 55 A. M .
