COMMUNITY APPEARANCE BOARD
REGULAR MEETING - MINUTES
Thursday , October 28 , 1993 9 : 30 A. M .
Before he formally opened the meeting , Chairman Guy J . Galizia noted
for the record that Terry Colarullo , a Talent Bank Applicant , was in
attendance .
The meeting was then called to order at 9 : 30 A . M . in Commission
Chambers . Present were the Chairman , Vice Chair Elvine Gordon and
Regular Members John W . Littlejohn , Paul Heetmann , Doris Perrone ,
Frank Arenella and Eugene I . Behrman .
Building Official Lee Leffingwell and members of the general public
were also present .

Upon MOTION by MR. ARENELLA/ MR . BEHRMAN , the following Minutes were
unanimously approved :

NEW BUSINESS
Preliminary Review for Addition of Second Floor to Existing Single
Family Residence at 4121 S . Ocean Blvd . , Lot 36E . Submitted by Carl
Brisson for Goltz (Owner) .
Mr . Brisson addressed the Board and explained that this would actually
be an extension to an already existing second floor , which would not
interfere with the existing roof line , setbacks , or footprint ; it was
also determined that there would be no change to the present
landscaping .
Ms . Leffingwell advised that the project met all provisions of Town
Code and could be given final approval at this time should be members
so decide .
The members convened to the table for plan review . Concluding same , a
brief discussion took place regarding the removal of an outside stair-
case not being reflected on the plans . Acknowledging that the stair-
case would be removed , the architect' s representative , Mark Vigneault ,
'-• initialled the plans to the effect that a revised drawing in this
regard would be submitted to the Building Department .

Concluding discussion , MRS . GORDON/MR. ARENELLA made the following

Roll call met with unanimous favorable vote .
Recommendation for Certificate of Occupancy re Triplex at 3525 S . Ocean
Blvd . , Lot 78E . Requested by Francisco Solis , General Contractor for
Antonacci (Owner) .
Frank Savino represented the contractor ; brief discussion took place
regarding the project , with the members complimenting a job well done .
r. It was noted that while the landscaping did not meet plans , it had been
excellently upgraded . MOTION was then made by MR.ARENELLA/MR.HEETMANN
to recommend a C . 0 be issued , which met with unanimous approval .
Mr . Antonacci , owner of the triplex , then addressed the members , ex-
pressing appreciation to them and to the other Boards involved for
their patience and professionalism in their dealings with the project
as it evolved to its finished state . He also noted Lee Leffingwell ' s
pleasant , professional and efficient approach in the performance of her
duties as Building Official .
Review of Proposed Amendment of Sign Ordinance (Chapter 23 ) .
A review of the proposed amendment brought the members to a consensus
regarding real estate signs as follows :
. in answer to a question posed by the Town Attorney when
he transmitted the proposed amendment , all real estate signs
are considered temporary so there is no need to include the
word ' temporary ' in the ordinance .
. the general language of the amendment was acceptable ; however ,
the following changes were requested :

under b) ( 2 ) the size of the sign shall read :
9" in height x 12 " in width
under b) ( 3 ) all references to the size of black
angle iron to be used shall read :
1 "x1 "x1 /8 "
. an inclusion relative to a time certain for the the removal
of signs after sale or rent was requested , i . e . five ( 5 )
working days .
. ultimate language changes to other sections of Chapter 23
having to be made to conform to the changes reflected in this
proposed amendment will be made at the discretion of the
Town Attorney .
This information will be transmitted to Town Manager Mary Ann Mariano ,
who in turn will contact Attorney Sliney .
NOTE: A copy of the proposed amendment is attached hereto .
GREENING COMMITTEE
It was suggested that the parking spaces in front of Town Hall are in
need of restriping and the bumpers need to be repainted white .
Regarding properties on Bel Air Drive , Russell Drive and Highland Beach
Drive that might need additional landscaping , after a some discussion
it was agreed that the members would reinspect to determine if parking
needs would preclude more landscaping .
OTHER
It was announced that the next meeting would have to be held on
November 18 due to Thanksgiving falling on the last Thursday of the
month ; agenda will close November 4 . Chairman Galizia will be
Inspector for November , substituting for Mr . Heetmann , who will be out
of Town .
Upon MOTION by MR. LITTLEJOHN/MRS . PERRONE ,the meeting was adjourned

RE: REVISED SIGN ORDINANCE
Per your letter of October 6 , 1993 , I have drafted an
ordinance amending the Town's current sign ordinance regarding real
estate signs. As the Minutes of the September 30 , 1993 Community
Appearance Board and the yellow lined portions of the code attached
related to real estate signs, this amendment relates only to real
estate signs. If further revisions are desired please advise.
In doing this ordinance I also note the following:
1) There is no definition of temporary real
estate sign in §23-1. Do we assume all real
estate signs are temporary?
2) Depending on the ultimate language for §23-
7 (d) (1) (b) changes will have to be made in
§23-7 (b) 5 and 23-7 (c) to conform and perhaps
other sections will have to be changed. This
ordinance draft is designed to be a "working
ordinance" to stimulate discussion. After the

AN ORDINANCE OF THE TOWN OF HIGHLAND BEACH, FLORIDA
AMENDING S 23-7 (d) (1) (b) relating to temporary real
estate signs of Chapter 23 "Signs and Advertising" of the
Code of Ordinances of the TOWN OF HIGHLAND BEACH,
FLORIDA.
NOW THEREFORE be it ordained that S 23-7 (d) (1) (b) of the Code
of Ordinances of the TOWN OF HIGHLAND BEACH, FLORIDA is amended to
read:
b) No temporary real estate signs shall be
permitted except those erected by property
owners, or the owner's agent, and such signs
shall be subject to the following conditions:
1) Not more than one sign shall be
erected for each property;
2) The size of each sign shall be
limited to an area of not more than
two hundred sixteen (216) square
inches (12" x 18") per side,
althouh
constructed to

3) Signs are to be two-sided "swinging
type with posts to be one (1) inch
black angle-iron, six (6) feet in

phrase "inquire within" , or "see
your broker" .
