COMMUNITY APPEARANCE BOARD
REGULAR MEETING - MINUTES
Thursday , February 24 , 1994 9 : 30 A . M .
Chairman Guy J . Galizia called the Regular Meeting to order in Com-
mission Chambers at 9 : 30 A . M.
Deputy Town Clerk Doris Trinley called the roll . Present were the
Chairman , Vice Chair Elvine Gordon and Regular Members John W .
Littlejohn , Paul Heetmann , Frank Arenella and Eugene I . Behrman .
Regular Member Doris Perrone was absent .
Also present were Building Official Lee Leffingwell and members of the
general public .
At this time Chairman Galizia thanked his fellow Board Members , the
Town Commission and members of Town Hall Staff for their thoughtful -
ness and support during his recent illness .
The Chairman then announced the agenda would be amended to include
review of plans for the following :
1 ) a wall to be installed in front of townhouse unit
#103 ( Ocean Terrace North ) , 3115 S . Ocean Blvd . , and
2 ) a deck to be installed at 1114 Bel Air Dr .
Upon MOTION by MR. LITTLEJOHN/MRS . GORDON , the Minutes of the Regular
Meeting held January 27 were unanimously approved .
It was the consensus to defer Old Business until after New Business
had been addressed .
NEW BUSINESS
Preliminary Review for Single Family Residence at 4206 Intracoastal
Dr . , Block 4 , Lot 25 Bel Lido . Submitted by Peter Ince (Owner ) .
Mr . Ince advised the proposed residence would be 2- story with approxi -
mately 4800 sq . ft . of living space ; Spanish S-style tile would be used
for the roof . It was determined that Corps of Engineers approval had
not yet been received for the dock ; however , Ms . Leffingwell stated
that conceptual approval could be given at this time . Mr . Ince also
noted that the plans did not include floodlighting of the trees to be
planted near the front door .

Concluding discussion , during which Ms . Leffingwell stated the project
met all Code requirements and could be given final approval , MOTION
was made by MR. BEHRMAN/MR. ARENELLA as follows :

Roll call met with unanimous favorable vote .
Final Review for Pool Area Gates at 4600 S . Ocean Blvd . , Lot 13W.
( Carron House Condominium) . Submitted by Robert Irwin , Manager .
Mr . Irwin represented the project , explaining the installation of the
gates was mandated by the insurance carrier . The members had no ob-
jection to the project due to its insurance requirements , but did
express concern regarding the gates being fit into existing shubbery .
It was requested that the gates be installed in such a way that there
was no gap between them and the shrubs to ensure there was no room for
anyone , including small children , to slip through . Mr . Irwin said he
appreciated such concern and would instruct the fence company to
install the gates as the members suggested .
The following MOTION was then made by MR. ARENELLA/ MR . LITTLEJOHN and
met with unanimous roll call vote :

Amended Site Plan Review for Single Family Residence at 2444 S . Ocean
Blvd . , Lot 129W ( South ) . Submitted by H . Frank LaHage for Gardner
( Owner) .
John Conway , architect for the project , explained the changes to be
made , i . e . , exterior color and trim , design and shape of the pool ( but
not location ) ; removal of a second floor balcony which faced an
interior courtyard , and roofing material to be copper rather than
tile .
After discussion of the changes , the issue of planting trees in front
of the property , in keeping with the continuum of the Greening Com-
mittee ' s work , was raised . Guy Flora , Project Manager , assured the
r panel he would cooperate in this regard .

Roll call met with unanimous favorable vote .
Preliminary Review for Single Family Residence at 4200 Tranquility Dr .
Block 5 , Lot 10 , Bel Lido . Submitted by Frankel (Owner) .
Mr . Frankel spoke for the project and noted some particulars , i . e . ,
the residence would be 2- story , with approximately 4200 sq . ft . under
air ; roof material selected was S-type barrel tile and interlocking
pavers were planned for the driveway and walkway areas . It was also
noted that the seawall and dock were already in place .
The Building Official stated the plans were in accordance with Town
Code and could be given final approval at this time should the Board
so decide .

The members convened to the table where questions were answered to
their satisfaction . Concluding review , MR. ARENELLA/ MRS . GORDON made

Final Review for Wall to be Installed in Front of Townhouse ( # 103 ) at
3115 S . Ocean Blvd . , Lot 103E . (Ocean Terrace North Condominium) .
Submitted by Gewant (Owner) .
Mrs . Gewant addressed the members , explaining the wall was needed to
help correct a "wind tunnel " effect in front of the townhouse . It
would be approximately 8 ' high and built of concrete with a stucco
finish to match the building exterior . Noted for the record was that
written permission for the wall had been received from the Ocean
Terrace North Condominium Association , a copy of which was provided to
the members .

Final Review for a deck to be installed at 1114 Bel Air Dr . , Lot 9
Highland Beach Isles ( 4-plex) . Submitted by Rodeffer (Owner ) .
The owner , Winfred Rodeffer , Jr . , presented photos of the area and
explained the deck would be built where a screen enclosure now exists ;
it would take the place of the enclosure ' s roof and , in general ,
modernize the back area of the unit .
After review of the plans and the pictures , MOTION was made by
MRS . GORDON/MR. ARENELLA , followed by unanimous roll call vote :

OLD BUSINESS
A year- end report submitted by Ms . Leffingwell , which covered Building
Department activity for 1993 , was read into the record by Chairman
Galizia . A copy is attached to and made part of these Minutes .
Ms . Leffingwell advised that response to her letter sent to several
property owners on Russell , Bel Air and Highland Beach Drives regard-
ing the possible need to add and/or upgrade landscaping in parking
areas had been quite favorable . She invited members to offer sug-
gestions as the project proceeded ; in this regard it was noted that
Mr . Arenella had already taken photos of some of the areas , which were
on file with CAB records in Town Hall . A copy of Ms . Leffingwell ' s
letter is attached to and made part of these Minutes .
Responding to a request by Mr . Arenella for clarification regarding
the propriety of members physically inspecting agenda item properties ,
Town Manager Mariano had supplied copies of that section of the
" Government in the Sunshine" Manual pertaining to such trips . Fol -
lowing discussion , Mr . Arenella read the section into the record . It
stated that inspection trips were not prohibited and set forth the
criteria under which they are to take place . A copy is attached to
and made part of these Minutes .

GREENING COMMITTEE
General discussion took place , with Mr . Behrman reporting that an
existing tree on the east side of AlA, in front of the Clarendon
Condominium , had recently been sold ; also numerous broken plaques had
been recently replaced by Committee members .
Mrs . Gordon requested assistance from Messrs . Littlejohn and Arenella
regarding information they had submitted to her for inclusion in the
computer program relative to locations and species of trees in their
section .
OTHER
Chairman Galizia advised Mr . Littlejohn would be Inspector for March .
The next meeting was announced to be March 31 , with the agenda closing
on March 24 .
There being no further business to come before the Board at this time ,
the meetin was ajourned upon MOTION by MR. ARENELLA/MR. LITTLEJOHN at
10 : 30 A. M .

RE: YEAR END BUILDING DEPARTMENT ACTIVITY REPORT FOR 1993
The past year 1993 , the Building Department issued 595 permits.
The total fees received for these permits totaled $89 , 833 . 53 .
Highland Ocean Associates for Lots 20 - 28 East did not pay for their
permits as per Settlement Agreement. If they had, their fees would
have totaled an additional $1 ,335 .48 .
During this year , we issued permits for five (5) new single family
residences.
We issued 521 Business Registrations which totaled $14 ,482 .70 in
fees.

Dear Property Owner:
For some time we have noticed very little green
area, flowers, plantings, etc. at your parking
areas. Probably, over some period of years,
plants have died and not been replaced. Our
office has received several complaints regard-
ing these items or lack thereof.
We would like to suggest that all units affected
submit to the Building Department a plan regard-
ing the replanting of these areas, along with a
time frame for completion.
We will be happy to work with you and be as help-
ful as we can. You might contact Mr. Guy Galizia
who is Chairman of the Greening Committee, at
276-9702. This Greening Committee is responsible
for the wonderful tree plantings that grace your
town and help to make it a beautiful place to
live.
