1994.03.31_CAB_Minutes_Regular TOWN OF HIGHLAND BEACH COMMUNITY APPEARANCE BOARD REGULAR MEETING - MINUTES Thursday , March 31 9 : 30 A .M. Chairman Guy J . Galizia called the Regular Meeting to order in Com- mission Chambers at 9 : 30 A .M . Deputy Town Clerk Doris Trinley called the roll . Present were the Chairman , Vice Chair Elvine Gordon , and Regular members John W . Littlejohn , Paul Heetmann , Frank Arenella and Eugene I . Behrman . At this time , Chairman Galizia regretfully advised that Regular Member Doris Perrone had passed away during the week and requested a moment of silence in honor of her memory . MINUTES The Minutes of the February 24 , 1994 Regular Meeting were unanimously approved upon MOTION by MR. LITTLEJOHN/MR. BEHRMAN . OLD BUSINESS None . NEW BUSINESS Preliminary Review of Plans for Single Family Residence at 2525 S . Ocean Blvd . , Lot 126E . Submitted by Mark Timothy , Inc . for Cherry ( Owner) . Mr . Cherry identified himself to the Board , as did the general con- tractor , architect and landscape architect . Everyone then immediately convened to the table , where substantial eao discussion took place and questions were answered to the members satisfaction . Of particular note were discussions regarding the size and height of the front gate and what existing trees were to be saved . In conclusion , MOTION was made by MRS . GORDON/MR. ARENELLA as follows : THE COMMUNITY APPEARANCE BOARD GIVES FINAL APPROVAL TO PLANS FOR A SINGLE FAMILY RESIDENCE AT 2525 S . OCEAN BLVD . , LOT 126E . SUBMITTED BY MARK TIMOTHY , INC . Community Appearance Board Regular Meeting - Minutes March 31 , 1994 Page 2 of 4 Review of Plans for Replacement of Permanent Sign at 2809 S . Ocean Blvd . , Lots 114-115 East (Holiday Inn ) . Submitted by Sign Craft , Inc . for Ocean Properties , Ltd . (Owner) . Sumner Gotlib of Sign Craft , Inc . represented the project . He advised the proposed sign was in keeping with the Holiday Inn ' s new image , and was the smallest design presented in the Inn ' s Standards Manual , a copy of which he provided the members . As the members reviewed the plans , Mr . Gotlib noted the proposed sign was actually smaller than the existing sign ; it would be approximately 13 ' high and 5 ' x8 ' . In addition to the plans , which included a trans- parent overlay of the proposed sign over the existing sign , Mr . Gotlib also provided an artist ' s rendition of the proposed sign , done in color , as well as color samples . He also noted that the proposed sign would be lit from within fluorescently , thereby reducing lighting output by about 40% . Appropriate landscaping would also be added . At this point , Ms . Leffingwell referred the members to the last sheet of the plans , and advised that Mr . Gotlib was also requesting at this time approval of two ( 2 ) entrance signs as depicted thereon . Acknow- n, ledging this additional request , Mr . Gotlib advised the signs were needed for safety ' s sake , as the large permanent sign is positioned approximately 82 ' from the center line of AlA and is often not spotted soon enough by motoring tourists trying to locate it . The proposed " Entrance" signs , he said , would be l ' x3 ' from the ground and would not employ a logo ; only " Holiday Inn " would appear above the "Entrance" line . After some discussion , the members agreed that in this case unique circumstances would warrant the proposed "Entrance" signs to hopefully prevent traffic accidents . Continuing discussion , it was noted that the sign on the west side of the Inn property , which is used for overflow parking , was not aesthetically pleasing . Mr . Gotlib was asked if consideration could be given to replacing the existing sign with one ( 1 ) only sign , the same size and type as the proposed " Entrance" signs (with no logo ) reading HOLIDAY INN PARKING In this regard , Mr . Gotlib consulted with the Holiday Inn Manager , Ms . Kathy Tilton , who was in attendance , and she agreed to the replacement of the sign on the west side parking area as discussed . HEETMANN made the following MOTION , which met with unanimous favorable roll call vote : THE COMMUNITY APPEARANCE BOARD GIVES FINAL APPROVAL TO PLANS FOR REPLACEMENT OF PERMANENT SIGN AND TWO ( 2 ) " ENTRANCE" SIGNS ON THE EAST SIDE OF THE HOLIDAY INN PROPERTY AT 2809 S . OCEAN BLVD . , LOTS 114- 115 EAST , AND ONE ( 1 ) "PARKING" SIGN ON THE WEST SIDE OF THE PROPERTY ( OVERFLOW PARKING AREA) TO REPLACE THE EXISTING SIGN AND TO BE THE SAME SIZE AND TYPE AS THE " ENTRANCE" SIGNS . " SUBMITTED BY SIGN CRAFT , INC . FOR OCEAN PROPERTIES , LTD . ( OWNER) ; DRAWING NO . 3280 , SHEET A ( DATED MARCH 9 , 1994 ) AND SHEET B ( DATED MARCH 10 , 1994 ) . Recommendation for Certificate of Occupancy for Single Family Residence at 2445 S . Ocean Blvd . , Lot 129E ( North ) . Requested by Highland Beach Associates , Inc . (Owner) . Guy Flora represented the owner and assured the Board that any land- scapingwhich had not flourished because of recent inclement weather would be replaced . Noting that as Inspector for the month , he had visited the site along with other members of the Board , MR. LITTLEJOHN complimented the project and MOVED that a Certificate of Occupancy be recommended ; MR. ARENELLA SECONDED , followed by unanimous favorable roll call vote . GREENING COMMITTEE Discussion took place regarding : . ongoing suspected vandalism regarding tree plaques . . possibility of buying additional trees . . need for trimming of a considerable number of trees regarding storm danger , as well as aesthetics . ( It was the consensus of the members to transmit a memorandum to the Town Manager asking for her help in this regard ; copy attached to and made part of these Minutes ) . Mrs . Gordon noted she has almost completed the computerized informa- tion regarding all Town trees ; when the project is concluded , she will present the front office in Town Hall with this material , in ledger form , for their records . GALIZIA CHAIRMAN , COMMUNITY APPEARANCE BOARD DATE : MARCH 31 , 1994 SUBJECT : TREE TRIMMING At our Regular Meeting today , under Greening Committee reports , dis- cussion took place regarding the number of trees in the Town which are in need of trimming . Although the subject has come up before , at this time it was the consensus of the members that the condition of a con- siderable number of trees is not only unsightly , but particularly dangerous in the event of a heavy storm or hurricane in that the winds would not easily pass through them . Therefore , this memo is being transmitted to request if you might consider addressing this situation , i . e . , send a letter , under your signature , to all condominium association presidents , and single family residences , asking that they request their landscapers to trim the trees on their property to a " safe" condition , as well as a more aesthetic appearance , following appropriate guidelines to prevent " hatracking . " It is the consensus of the Board that this approach might be amenable to most condominiums and single family residences , particularly as the damage done by Hurricane Andrew is still relatively fresh in everyone ' s minds , and the next hurricane season starts June 1 .
