Galizia called the Regular Meeting to order in Com- mission Chambers at 9 : 30 A . M . Deputy Town Clerk Doris Trinley called the roll . Present were the Chairman , Vice Chair Elvine Gordon and Members John W. Littlejohn , Paul Heetmann , Frank Arenella and Eugene I . Behrman . Also present were Building Official Lee Leffingwell and members of the general public . MINUTES The Minutes of the March 31 , 1994 Regular Meeting were unanimously appproved upon MOTION by MR . LITTLEJOHN/MR . ARENELLA . OLD BUSINESS None . NEW BUSINESS Plans for Installation of Satellite Dish at 2809 S . Ocean Blvd . , Lots 114-115 East (Holiday Inn . Submitted by Polaris Comm . & Eng . for Ocean Properties , Inc . (Holiday Inn/ Owner ) . Ms . Leffingwell gave background information on the application , ex- plaining the Planning Board had given approval to the plans at their April 13 Regular Meeting , after all parties concerned (Holiday Inn , Polaris , Villa Magna Condo Assn . , members of the Board ) , had agreed to move the dish out of the setback and adjacent to the Holiday Inn ' s north wall , which is 6 ' in height . She noted the plans were initialled to this effect . Mike Bredlau of Polaris advised the dish would be 4 ' in diameter and 4 ' high , and would be installed as part of the Holiday Inn ' s nation- wide " Holidex" system , which is used for making reservations . He stressed the point that the dish would not be used for any other purpose except communications data as it applied to Inn reservations . Mr . Bredlau also assured that landscaping to shield the dish from view would be adequate . Concluding discussion , MR . LITTLEJOHN/MR . BEHRMAN made the following MOTION : THE COMMUNITY APPEARANCE BOARD GIVES APPROVAL TO PLANS FOR THE INSTALLATION OF A SATELLITE DISH AT 2809 S . OCEAN BLVD . , LOTS 114- 115 EAST (HOLIDAY INN) AS APPROVED AT THE THE APRIL 13 PLANNING BOARD MEETING AFTER REVISION AGREED TO BY ALL CONCERNED PARTIES . SUBMITTED BY POLARIS COMM. & ENG . FOR OCEAN PROPERTIES , INC . ( OWNER/ HOLIDAY INN ) . Roll call met with unanimous favorable vote . Bill Polyi , the property owner , addressed the members , saying he wanted to enclose an existing cement balcony off the master bedroom for use as an exercise room . Ms . Leffingwell advised Mr . Polyi had received approval from his association ' s Architectural Review Committee for the project , which did not violate any section of Town Code . After some further discussion , MR. ARENELLA/ MR. BEHRMAN MOVED as follows , with roll call resulting in all favorable votes : THE COMMUNITY APPEARANCE BOARD APPROVES PLANS FOR A PORCH SLIDING DOOR ENCLOSURE AT 1042 RUSSELL DRIVE , LOT 15 N . SUBMITTED BY POLYI ( OWNER) . Preliminary Review of Plans for a Single Family Residence at 3615 S . Ocean Blvd . , Lot 74 East . Submitted by Miklos & Assoc . for Doppelt (Owner) . Gregory Miklos , architect for the project , presented an artist ' s rendition of the residence , saying it would comprise about 8500 sq . ft . of living space . Members then convened to the table for discussion and review and where questions were answered to their satisfaction . Concluding review , it was the consensus that final approval could be given and MR. ARENELLA/MR. LITTLEJOHN made the following MOTION : THE COMMUNITY APPEARANCE BOARD GIVES FINAL APPROVAL TO PLANS FOR A SINGLE FAMILY RESIDENCE AT 3615 S . OCEAN BLVD . , LOT 74 EAST . SUBMITTED BY MIKLOS & ASSOC . FOR DOPPELT ( OWNER) ; JOB NO . 24993 , DATED MARCH 10 , 1994 Roll call met with unanimous favorable vote . Before proceeding with the agenda , Chairman Galizia acknowledged Theresa M . Colarullo ' s presence in the audience , noting she is a Talent Bank Applicant who is interested in serving on the CAB . GREENING COMMITTEE : Chairman Galizia read into the record the Town Manager ' s response to a CAB memo requesting she contact condominium managers to ask that they consider trimming trees on their properties for aesthetics and safety . Community Appearance Board Regular Meeting - Minutes April 28 , 1994 Page 3 of 4 He also read into the record the memorandum she had transmitted to the managers asking for their cooperation in this regard . Mr . Behrman offered to speak with the Town Manager to request that the tree planted this year to commemorate Arbor Day be planted in a place where it can be seen and appreciated . Regarding the planting of additional trees , it was agreed that Mr . Behrman and Mr . Galizia would inspect the Town in the near future to determine what areas might accommodate or need more plantings . Vice Chair Gordon advised she had finished the first draft of com- puterized sheets detailing pertinent facts about every Town-owned and/ or donated tree . The sheets were placed in a ledger- type binder and will be available at the front office desk in Town Hall for reference . She did note that complete plaque information was still outstanding for some sections and asked the members assigned to get this data to her as soon as possible so the computerized list could be put in final form in the near future . She also requested that address information be listed according to the type of residence , i . e . , condo , triplex , townhouse , single family , etc . , and not accord- ing to any individual ' s name . Returning to the topic of addtional tree planting , a lengthy discus- sion took place regarding the replacement of trees designated "Town of Highland Beach" when such tree ( s) is lost due to disease , accident , etc . The conclusion of such discussion resulted in a MOTION by MR. BEHRMAN/MR. ARENELLA as follows : IF A TREE BEARING A PLAQUE " TOWN OF HIGHLAND BEACH" IS LOST OR DESTROYED , THEN THE COMMITTEE WILL DECIDE IF IT IS AESTHETICALLY CORRECT TO PLANT ANOTHER , AND IF THE MONIES TO DO SO ARE AVAILABLE . HOWEVER , IF A TREE IS LOST OR DESTROYED THAT HAS BEEN PURCHASED AND DONATED , BY AN INDIVIDUAL ( S) , THEN THE COMMITTEE MUST REPLACE IT . REGARDING THE PLANTING OF ADDITIONAL TREES ON PROPERTIES THROUGHOUT THE TOWN , THE COMMITTEE MUST AGREE THAT IT IS AESTHETICALLY NECESSARY TO DO SO . Roll call met with unanimous favorable vote . OTHER Mr . Galizia announced the next meeting to be May 26 , with the agenda closing on May 14 . Mr . Heetmann was named Inspector for May . GALIZIA CHAIRMAN, COMMUNITY APPEARANCE BOARD FROM: MARY ANN MARIANO TOWN MANAGER DATE: APRIL 5 , 1994 SUBJECT: TREE TRIMMING I am in receipt of your memorandum dated March 31 , 1994 regarding tree trimming. I have attached a copy of a memorandum which is simultaneously being forwarded to all condominium managers as a first step. Also, the Town is in the process of compiling a hurricane pre- paredness guide for distribution to all residents which will address the trimming of trees for safety reasons . I thank you for your input and am happy to assist in our mutual goal of keeping Highland Beach both beautiful and safe. rThaf/AATh MARY ANN MARIANO TOWN MANAGER /cs cc:Clipboard CAB Members MEMORANDUM: TO: ALL CONDOMINIUM MANAGERS FROM: MARY ANN MARIANO TOWN MANAGER DATE: APRIL 5 , 1994 SUBJECT: TREE TRIMMING AT the March 31 , 1994 Meeting of the Town' s Greening Committee, the topic of tree trimming was addressed. It was noted that many of the trees in Town, on private property, are severely overgrown. Not only does this cause property to become unsightly, but as we approach hurricane season, this can also be dangerous! We are therefore asking that you please have your landscape person- nel make an inspection of your trees to alleviate potential prob- lems and to brighten your property. Thank you in advance for your anticipated courtesy and cooperation. Established; membership; duties. a + , diga0 -4, (a) A community appearance board is hereby established by L the town commission. The board shall consist of seven (7) regular members appointed by the town commission. Prior to appoint- ment, all applicants must complete the town's application form and must be residents of the town. The members shall serve stag- gered terms commencing with the date of their appointments.All regular appointments shall be made for a term of three(3)years. • No member shall serve for more than six (6) consecutive years. Members may miss no more than three (3) consecutive regular meetings unexcused. Absence from three (3) consecutive regular meetings will be considered a resignation subject to automatic acceptance. Excused absences may be given in the discretion of ' the chairman and must be noted in the minutes of the missed ' 4 meeting or the meeting immediately thereafter. .' Prior to such submittal,all plans shall be signed by the members, with their voting noted, and dated. (c) The community appearance board shall process plans in the manner described in Chapter 30 of this Code. See also in Chapter 30 provisions regarding application for a building permit and • regarding certificates of occupancy. Any project must be in har- mony with the general area of the town and must conform to the criteria and procedures of the community appearance board in- corporated herein by reference as if same were fully set out herein. (d) The community appearance board shall keep minutes of all meetings. The minutes shall be signed by all members of the board, and retained in the building department of the town. A • chairman and other officers deemed necessary to the operation of the board shall be elected yearly for one-year terms by the com- munity appearance board members. The community appearance board shall elect a chairman and vice-chairman to preside at its meetings, and shall formulate its• rules and regulations for the conduct of its business.Each member must be a resident of the town.
