COMMUNITY APPEARANCE BOARD
REGULAR MEETING - MINUTES
Thursday, March 30, 1995 9:30 A.M.
Chair Elvine called the Regular Meeting to order at 9:30 A.M.
Deputy Town Clerk Gretchen Dayton called the roll. Present were Chair Gordon and
Members Paul Heetman, Frank Arenella, Miriam Zwick, Theresa Colarullo and Norman
Stevens. Vice Chair Eugene Behrman was absent.
Building Official Lee Leffingwell was also present.
APPROVAL OF MINUTES
Upon MOTION by MRS. ZWICK/MR. ARENELLA the Minutes of the February 23, 1995
Regular Meeting were unanimously approved.
reiN NEW BUSINESS
Review of Plans for Single Family Residence, 4314 Tranquility Drive, Block 3, Lot 6 Bel
Lido. Submitted by Gordon Family Homes Applicant/Owner.
Chair Gordon signed a Memorandum of Voting Conflict form as the agenda item is
associated with family business.
Building Official Lee Leffingwell stated the plans are in order.
Owner Gary Gordon was present to represent the project and presented plans to the Board.
The plans are for a two story single family residence with a circular driveway, three car
garage, six bedrooms and six / bathrooms. A new seventy foot dock and seawall will be
installed. The landscape plans meet with xeriscape requirements to include salt tolerant
plants.
After review of the plans, the following MOTION was made by MR. ARENELLA/MRS.
ZWICK as follows:

Roll call met with unanimous favorable vote, with Chair Gordon abstaining.

OLD BUSINESS
The "dead man" method to support trees was discussed. It was the consensus of the Board
not to use "dead man" supports as these trees are on the Department of Transportation's
property and there may be a safety problem for pedestrians as well as the easement area is
for drainage therefore standing water would loosen this type of tree support.
GREENING COMMITTEE
As Vice Chair Behrman was absent there was no discussion regarding the Greening
Committee.
Theresa Colarullo will be the inspector for the month of April.
The next Community Appearance Board meeting will be held on April 27 at 9:30 A.M., with
the agenda closing on April 13.
ADIOURNMENT
There being no further business to come before the Board at this time, the meeting was

A person holding elective county, municipal. or other local public office MUST ABSTAIN from voting on a measure which inures
to his special private gain. Each local officer also is prohibited from knowingly voting on a measure which inures to the special
gain of a principal (other than a government agency) by whom he is retained.
In either case, you should disclose the conflict:
PRIOR TO THE VOTE BEING TAKEN by publicly stating to the assembly the nature of your interest in the measure on
which you are abstaining from voting; and
WITHIN 15 DAYS AFTER THE VOTE OCCURS by completing and filing this form with the person responsible for recording
the minutes of the meeting, who should incorporate the form in the minutes.
APPOINTED OFFICERS:
A person holding appointive county, municipal, or other local public office MUST ABSTAIN from voting on a measure which
inures to his special private gain. Each local officer also is prohibited from knowingly voting on a measure which inures to the
special gain of a principal (other than a government agency) by whom he is retained.
A person holding an appointive local office otherwise may participate in a matter in which he has a conflict of interest, but must
disclose the nature of the conflict before making an) attempt to influence the decision by oral or written communication, whether
made by the officer or at his direction.
