COMMUNITY APPEARANCE BOARD
REGULAR MEETING
MINUTES
Thursday, November 30, 1995 9 : 30 A.M.
Chair Elvine Gordon called the Regular Meeting to order at 9 : 30 AM.
Deputy Town Clerk Jane Dillon called the roll . Present were Chair
Gordon, Vice Chair Behrman, Members Frank Arenella, Miriam Zwick,
Theresa Colarullo, Norman Stevens and Abraham Futernick.
Building Official Ed Hardy was present along with members of the
general public .
APPROVAL OF MINUTES
Upon MOTION by MR. BEHRMAN/MRS . ZWICK the minutes of the November
9, 1995 Special Meeting were unanimously approved.
The Minutes of October 26 and November 2 meetings, which were
agenda items, will be approved at the next Regular Board Meeting.
NEW BUSINESS
Review Amended Site Plan for enclosing back porch at 1105 & 1107
Highland Beach Drive, Models B & C, Block 2 , Lots 17 & 18, Bel Lido
Dominick Conte (Applicant/Owner . )
Mr. Hardy and Mr. Conte presented to the board how the porches
would be enclosed with glass sliders rather than screening, and
that there would be no structural changes from the original plans .
The Board reviewed the plans and after discussion, the following
MOTION was made by MRS. ZWICK/MR. FUTERNICK.

Roll call met with unanimous favorable vote .
Preliminary Review of single family residence at 3907 So. Ocean
Blvd. , Lot 57 East, (South half of lot) , John D. Conway
(Architect) , (Deganahl Estate/Owner. ]
Building Official Ed Hardy informed the Board that all the required
codes have been met . The Board was asked to look at the plans and
Mr Conway would answer questions . After discussion and questions,
a MOTION was made by MR. FUTERNICK/MRS . COLARULLO

Roll call met with unanimous favorable vote .
GREENING COMMITTEE
Town Manager Mary Ann Mariano joined the Greening Committee
discussion, of which the following items were addressed:
1) Purchase of Trees - Mr. Stevens discussed a situation where a
mahogany tree was removed from the Doppelt residence during
construction and the purchasers of the tree would like their plaque
placed in front of one of the existing royal palms which are there
now. The DOT did not want the original tree replaced, although the
tree is currently being maintained in a nursery.
He also discussed a situation with Villa Magna where a resident
would like to buy a royal palm out front, but Villa Magna is
resisting this, even though it is DOT property.
There was lengthy discussion on changing the purchase price of
trees for existing and new plantings . It was recommended that a
set price be kept for existing trees ($300) and a market price at
time of purchase for new plantings be established. Royal Palms
would be set at $500 for existing and market price for new.
Replacement of existing trees due to wind, etc . would be at current
market price . The Board will readdress this at the next CAB
meeting.
2) Town Signs - It was presented to Ms . Mariano the possibility
of replacing the two town signs at the north and south end of town.
Ms . Mariano stated that it could not go into this year' s budget,
but could be addressed in April ' 96 for possible 96/97 budget . In
the meantime, the signs have been cleaned and repainted which have
given them a fresher look . She suggested the signs be inspected
for wood rot, which could expedite their replacement for next
year' s budget .
3) Holiday Decorations - Ms. Mariano was asked if the red plastic
bows were going to be placed on town trees again this year, and the
fact that they become shoddy looking. Ms . Mariano replied that new
bows were purchased and would be put up later than usual in order
that they might look fresher through the holiday season.
4) Drainage Problems on AlA at New Construction - Mr . Futernick
suggested the possibility of running drainage pipes from AlA to the
ocean to alleviate the flooding on AlA. Ms . Mariano stated, that
this type of system cannot be installed on DOT property, and to

keep in mind that if a "red" flag is raised with DOT, they could
choose to install a third lane while at it . She also mentioned
that the Town is working with Seagate to correct it' s flooding
problem.
With no other items to be addressed, Ms . Mariano was thanked for
her attendance at the meeting. Mrs. Colarullo and Mrs. Zwick will
be the inspectors for December, and the next CAB meeting is
scheduled for December 28, 1995 .
There being no further business to come before the board at this
time, the meeting was adjourned upon MOTION by MR.BEHRMAN/
MR.STEVENS at 10 : 50 A.M.
