1996.01.25_CAB_Minutes_Regular n TOWN OF HIGHLAND BEACH COMMUNITY APPEARANCE BOARD REGULAR MEETING MINUTES Thursday, January 25, 1996 9 : 30 A.M. Chair Gordon called the Regular Meeting to order at 9 : 30 AM. Deputy Town Clerk Jane Dillon called the roll . Present were Chair Gordon, Vice Chair Behrman, Members Frank Arenella, Miriam Zwick, Theresa Colarullo, Norman Stevens and Abraham Futernick. Building Official Ed Hardy was present along with members of the general public . ELECTION OF OFFICERS Upon Motion by Mr . Behrman/Mr. Arenella, ELVINE GORDON was unanimously re-elected CHAIRMAN. Upon Motion by Mr. Stevens/Mr. Arenella, EUGENE I . BEHRMAN was unanimously re-elected VICE CHAIRMAN. APPROVAL OF MINUTES Upon Motion by MR. STEVENS/MRS . COLARULLO, the minutes of the December 28 , 1995 regular meeting was unanimously approved. NEW BUSINESS REVIEW FOR SATELLITE DISH AT 2525 SOUTH OCEAN BLVD. , LOT 126E, MASTER MARKETING, INC. (APPLICANT) / CHERRY (OWNER. ) Mr. Cherry explained the planned installation of the dish, its location and appearance, and stated that it will look like an outdoor table with an umbrella. Mr. Hardy also stated that the dish is half the size of the Town Ordinance, and that it will be disguised to look like an outdoor umbrella . He showed pictures to the Board for their understanding of its appearance . Chair Gordon asked about the endurance of the umbrella material , and was told by a representative of Master Marketing, that it would need to be replaced every 5 years or so. The dish is anti-corrosive material to withstand the salt-air elements . Upon MOTION by MR. ARENELLA/MRS. COLARULLO the Community Appearance Board approves the installation of a satellite dish at 2525 South Ocean Blvd. , Lot 126E, Master marketing, Inc . (Applicant) , Cherry (Owner) , on condition that when the umbrella needs replacement , it will be replaced with the same material or an upgraded material if �`• available . MOTION passed with unanimous roll call vote . Community Appearance Board January 25, 1996 Page 2 of 3 PUBLIC COMMENTS Mr. and Mrs . Reinstein of Boca Highlands, presented a concern about a neighboring lot next to their condominium which is very unsightly due to the stripping of barrier trees in order that construction vehicles could pass onto homebuilding sites, and that the removed trees were never replanted after construction was completed. Chair Gordon, along with other members of the board, reminded the Reinsteins that this is county property and the Town has no say as to how it is used or looks . It was suggested they take their concerns to the county, or an easier solution would be to have their association pay for, and plant several trees on the property which would not be very costly, and it would help conceal the view of the empty lot . The Reinsteins appeared satisfied and departed the meeting . GREENING COMMITTEE Mr. Stevens mentioned a situation where a resident , Mr. Goldberg, would like to plant a tree in memory of his father, next to an existing tree he has for his mother. The space is very limited, and discussion followed as to whether there is room for a small tree or not . It was decided to let a tree be planted, but the town would not be responsible for damage to it in case a car should hit it because of the narrow swale . Chair Gordon presented to the Board the fact that the Town would like to take over the responsibility of maintaining the Greening Committee, now that the purchase and availability of trees is very few. After discussion, the board agreed to transfer the Committee to the Town. Mr. Stevens and Mr. Behrman will put some guidelines in place and present to Town Manager Mary Ann Mariano to use accordingly. UPON MOTION BY MR. STEVENS/MR. BEHRMAN, THE COMMUNITY APPEARANCE BOARD AGREES TO TURN OVER THE RESPONSIBILITIES OF THE GREENING COMMITTEE TO THE TOWN OF HIGHLAND BEACH. Roll call met with unanimous vote . Inspectors for the month of February will be Mr. Behrman and Mr. Stevens . With no further business to come before the board, MOTION to adjourn was made by MR. BEHRMAN/MRS. ZWICK at 10 : 25 A.M.
