TOWN OF HIGHLAND BEACH
COMMUNITY APPEARANCE BOARD
REGULAR MEETING
Thursday, August 28, 1997 9 : 30 A.M.
Vice Chair Eugene I . Behrman called the Regular Meeting to order in
Town Hall at 9 : 30 A.M.
Deputy Town Clerk Jane Dillon called the roll . Present were Vice
Chair Eugene I . Behrman and Members Frank Arenella, Abraham
Futernick, Miriam S . Zwick, Theresa M. Colarullo and Frank Savino.
Norman Stevens was absent .
Also present were Town Manager Mary Ann Mariano, Building Official
Bob Dawson and members of the general public .
APPROVAL OF MINUTES
Upon MOTION by MR. FUTERNICK/MRS . ZWICK, the minutes of the July
31, 1997 Regular Meeting were unanimously approved.
NEW BUSINESS
PRELIMINARY REVIEW FOR FRONT ENTRY REMODEL, WITH CHANGE IN
ELEVATION, FOR PROPERTY LOCATED AT 4416 TRANQUILITY DRIVE, BEL
LIDO; LOT 12 , BLOCK 3 .
JOAN KASSEN (OWNER) ; CHARLES KRAMER (BOCA ARCHITECTS, INCL)
Mr. Kassen was available to discuss his plans . After viewing the
plans and the Board' s questions were answered satisfactorily, the
following MOTION was made by MRS. ZWICK/MRS . COLARULLO:
THE COMMUNITY APPEARANCE BOARD GIVES FINAL APPROVAL FOR
FRONT ENTRY REMODEL, WITH CHANGE IN ELEVATION, FOR
PROPERTY LOCATED AT 4416 TRANQUILITY DRIVE, BEL LIDO, LOT
12 ; BLOCK 3 . JOAN KASSEN (OWNER) ; CHARLES KRAMER (BOCA
ARCHITECTS, INC. )
Rollcall met with unanimous vote .
PRELIMINARY REVIEW FOR LANDSCAPING PLANS ONLY AT FRONT ENTRY ALONG
SOUTH OCEAN BLVD. , FOR PROPERTY LOCATED AT 1132 RUSSELL DRIVE, BOCA
COVE CONDO ASSOCIATION; LOT 15N, BLOCK 5 . DANIEL H. CARTER
(LANDSCAPE ARCHITECT. )
Mr . Cater presented the landscape plans, and discussion revolved
around the pending waterfall being filled in and a sign installed
in its place . The Board felt that because the landscaping work
surrounds the waterfall , and in order for landscaping to begin the

would need to go before the Planning Board prior to the CAB' s
approval . Therefore, the Board felt the issue should be deferred
until the Planning Board reviews the waterfall/sign issue first .
The following MOTION was made by MRS. ZWICK/MR. ARENELLA:
THE COMMUNITY APPEARANCE BOARD DEFERS REVIEW OF
LANDSCAPING PLANS AT FRONT ENTRY ALONG SOUTH OCEAN BLVD. ,
FOR PROPERTY LOCATED AT 1132 RUSSELL DRIVE, BOCA COVE
CONDO ASSOCIATION; LOT 15N, BLOCK 5, UNTIL PLANS GO
BEFORE THE PLANNING BOARD FOR SIGN APPROVAL. DANIEL H.
CARTER (LANDSCAPE ARCHITECT. )
Rollcall met with unanimous vote.
OLD BUSINESS
Mr. Behrman presented former Chairwoman Elvine Gordon with a
Certificate of Appreciation from the Board Members, for her six
year tenure on the Community Appearance Board.
Election of Officers (deferred from the July 31 Meeting)
a Upon MOTION by MRS . COLARULLO/MR. ARENELLA, EUGENE I. BEHRMAN was
unanimously elected as CHAIRMAN of the Board.
Upon MOTION by MR. ARENELLA/MR. BEHRMAN, THERESA M. COLARULLO was
unanimously elected as VICE-CHAIR of the Board.
With no other business to come before the board, MOTION to adjourn
was made by MR. ARENELLA/MRS. COLARULLO at 10 : 05 a.m.
