Colarullo called the Regular Meeting to order in Town Hall at 9 : 35 A.M. Deputy Town Clerk Jane Dillon called the roll . Present were Chair Colarullo, Members Frank Savino, Beverly Barr, Judith Lee Browner and Abraham Futernick. Miriam Zwick and Jack Lanthier were absent . Also present were Building Official Bob Dawson and members of the general public . APPROVAL OF MINUTES Upon MOTION by MR. FUTERNICK/MR. SAVINO, the minutes of the June 25 , 1998 Regular Meeting were unanimously approved. NEW BUSINESS PRELIMINARY REVIEW FOR REPLACEMENT OF EXISTING FENCE FOR PROPERTY LOCATED AT 3569 S . OCEAN BLVD. , (PART OF) LOT 76 , 77, 78 , 79 . A&A FENCES (APPLICANT) / MR. AND MRS . JAMES BRYAN (OWNER. ) r Mr. James Bryan presented his fence plans and answered any questions they had. The following MOTION was made by MR. FUTERNICK/MR. SAVINO: THE COMMUNITY APPEARANCE BOARD GIVES FINAL APPROVAL FOR REPLACEMENT OF EXISTING FENCE FOR PROPERTY LOCATED AT 3569 S. OCEAN BLVD. , (PART OF) LOT 76, 77 , 78, 79 . A&A FENCES (APPLICANT) / MR. AND MRS . JAMES BRYAN (OWNER. ) Motion met with unanimous approval . PRELIMINARY REVIEW FOR CONSTRUCTION OF A MULTI-FAMILY CONDOMINIUM FOR PROPERTY LOCATED AT 3200 S . OCEAN BLVD. , LOT 102 . RAMSES CASTLE CORPORATION (SOHBY G. IBRAHIM, PRESIDENT / FRIMET DESIGN ASSOCIATES, ARCHITECT. Mr. Arthur A. Frimet presented the Ramses Castle project to the Board, with explanation of the eight modifications being requested. Mr. Frimet offered several conceptual designs of the rooftop landscaping, which were prepared for the Board, and of which the Members took particular interest in discussing. Noted were landscaped patios, roof pool , seeded lawn area, trellises, plants and trees, all on the rooftop . There was concern on the anchorage of the trees, and stability of same should a high n wind storm occur . Mr. Frimet assured the Board that the plants would be anchored in via cables, preventing them from blowing off Community Appearance Board July 30 , 1998 Page 2 of 2 the roof . A Color scheme of cream, umber, tan and dark brown will paint the building. It was stated that a finalized landscaping plan would be submitted to the Building Department after approval of the project by the Town Commission. Chair Colarullo asked if anyone in the audience would like to speak . Mr. Bernard Horn, 3210 S . Ocean Blvd. , Villa Costa, received answers to his questions that the building height is 70 feet, plants will be placed against the tower rooms to disguise their appearance, the trees will be "hurricane proof" - anchored into the planters with cables; salt and wind resistant ; corrosion resistant metals will be used. Mr. Phil Phelps, president of Villa Costa, asked about the elevated garage floors, of which the finished floor will be at 7' 6 " , and their need for drainage . He stated that he was pleased with the project . With all questions answered satisfactorily, the Board gave conceptual approval of the plans and the requested 8 variances, with recommendation that the Town Commission give approval to same . CORRESPONDANCE Chair Colarullo read into the record, a letter from Board Member Jack Lanthier stating his continued absence from Board Meetings, of which he was granted said absence at the April 30, 1998 Regular Meeting. (Letter attached hereto and made a part of these minutes . ) With no further business to come before the Board at this time, MOTION to adjourn was made by MR. SAVINO/MR. BROWNER at 10 : 10 a .m. Colarullo, Chairperson Community Appearance Board Town of Highland Beach 3614 South Ocean Blvd. Highland Beach, FL 33487 Dear Theresa, I apologize for the delay in responding to your September 1st letter. I had originally expected to be back in Highland Beach for the Board's September, meeting, but as things are turning out I will not be able to make it. It is apparent now that I will also be expecting future lengthy absences from Highland Beach due to continuing business matters in Canada. Therefore I feel that it is in the best interests of the Board and only fair to other members of the Board that I tender my resignation. I do so with sadness and reluctance as I have very much enjoyed my association with the Board and its members and realize the Community Appearance Board performs a very vital role in the continued good management of the Town of Highland Beach. It is my hope that within the next year or two I will be in a position to resubmit my application to the Town's Talent Bank, as I sincerely wish to make whatever contribution I am able to the goverance of our wonderful community of Highland Beach.
