1998.08.27_CAB_Minutes_Regular TOWN OF HIGHLAND BEACH COMMUNITY APPEARANCE BOARD REGULAR MEETING MINUTES Thursday, August 27, 1998 9 : 30 A.M. Chairperson Theresa M. Colarullo called the Regular Meeting to order in Town Hall at 9 : 30 A.M. Deputy Town Clerk Jane Dillon called the roll . Present were Chair Colarullo, Members Miriam Zwick, Frank Savino, Beverly Barr, Judith Lee Browner and Abraham Futernick. Jack Lanthier was absent . Also present were Building Official Bob Dawson and members of the general public . APPROVAL OF MINUTES Upon MOTION by MR. FUTERNICK/MRS . BARR, the minutes of the July 30, 1998 Regular Meeting were unanimously approved. NEW BUSINESS PRELIMINARY REVIEW FOR DEMOLITION OF EXISTING HOME/NEW CONSTRUCTION OF A SINGLE FAMILY, 2-STORY HOME WITH BASEMENT, FOR PROPERTY LOCATED AT 4011 S . OCEAN BLVD. , LOT 50 . JAIME M. PLANA (ARCHITECT) / JAMES A. AND ROSEMARIE BARRY (OWNER. ) After viewing the subject plans, and all questions were answered, the following MOTION was made by MRS. ZWICK/MR. FUTERNICK: THE COMMUNITY APPEARANCE BOARD GIVES FINAL APPROVAL FOR DEMOLITION OF EXISTING HOME/NEW CONSTRUCTION OF A SINGLE FAMILY, 2-STORY HOME WITH BASEMENT, FOR PROPERTY LOCATED AT 4011 S . OCEAN BLVD. , LOT 50, STATE ROAD AlA. JAIME M. PLANA (ARCHITECT) / JAMES A. AND ROSEMARIE BARRY (OWNER. ) Rollcall met with unanimous vote : PRELIMINARY REVIEW FOR CONSTRUCTION OF A SINGLE FAMILY HOME FOR PROPERTY LOCATED AT 2362 S . OCEAN BLVD. , LOT 133 . PETER INCE, (APPLICANT/OWNER. ) Mr . Ince presented the plans to the Board and answered all questions satisfactorily. He noted for the record that a site wall will enclose property. The wall is shown on the site plans, but not on the landscaping plans . The following MOTION was made by MR. FUTERNICK/MRS . Community Appearance Board August 27, 1998 Page 2 of 3 CERTIFICATE OF OCCUPANCY FOR PROPERTY LOCATED AT 4325 INTRACOASTAL DRIVE, AND FENCE INSTALLATION. JOE JACK (OWNER. ) Mrs . Colarullo and Mrs . Barr inspected the property and asked that shrubs be placed to conceal the chainlink fence, of which was in place when Mrs . Colarullo reinspected. The following MOTION was made by MRS . ZWICK/MRS . BARR: THE COMMUNITY APPEARANCE BOARD GIVE APPROVAL FOR ISSUANCE OF CERTIFICATE OF OCCUPANCY FOR PROPERTY LOCATED AT 4325 INTRACOASTAL DRIVE AND APPROVAL OF FENCE INSTALLATION. JOE JACK, OWNER. Rollcall met with unanimous vote . PRELIMINARY REVIEW FOR AMENDED PLANS FOR CONSTRUCTION OF A MULTI- FAMILY CONDOMINIUM, AND SIGNS, FOR PROPERTY LOCATED AT 3200 S. OCEAN BLVD. , LOT 102 . RAMSES CASTLE CORP. / FRIMET DESIGN ASSOCIATES (ARCHITECT. ) Mr. Frimet presented the amended rooftop landscaping plans for the project, along with signs for the sales trailer. Jonothan Sonoberg, landscaper presented in depth presentation of subject landscaping to the Board. The Board had a concern with the anchoring of the rooftop trees, and keeping them from blowing off the roof in a high windstorm. After lengthy discussion, Mr. Sonoberg agreed to placing smaller growing trees in tub containers to retard the growth of the tree, therefore keeping it smaller and less resistant to toppling. Mr. Frimet stated that directional signs will be placed, and showed a rendition of the sales trailer with the project' s name . With all concerns answered satisfactorily, the following MOTION was made by MRS. ZWICK/MR. BROWNER: THE COMMUNITY APPEARANCE BOARD GIVES FINAL APPROVAL TO AMENDED ROOFTOP LANDSCAPING PLANS AND REQUESTED SIGNS, WITH THE STIPULATION THAT THE TREES WILL BE PLACED IN TUB CONTAINERS TO RETARD THEIR GROWTH. Motion met with unanimous vote . OTHER BUSINESS Resident Jim Kelly expressed his concern regarding the adherence of height restrictions on rooftop additions, i . e . chimneys, and feels that the Town code is not specific regarding same . He would like the Board to address the codes, and regard same when approving n plans for a home/building. Chair Colarullo stated that site plans are not in the scope of the Community Appearance Board' s approval process . Community Appearance Board August 27, 1998 Page 3 of 3 There was discussion on the continued absence of Board Member Jack Lanthier, who in April asked for a 4-5 month leave due to a family issue . The majority of the Board felt his continued absence is not acceptable any longer, and stated his need to be at the September meeting, or his board position will be dismissed. Chair Colarullo will send Mr. Lanthier a letter stating same. Inspectors for the month of September are Miriam Zwick and Judy Browner.
