1998.12.31_CAB_Minutes_Regular TOWN OF HIGHLAND BEACH P'` COMMUNITY APPEARANCE BOARD REGULAR MEETING MINUTES Thursday, December 31 , 1998 9 : 30 A.M. Chairperson Theresa M. Colarullo called the Regular Meeting to order in Town Hall at 9 : 30 A.M. Deputy Town Clerk Jane Dillon called the roll . Present were Chair Colarullo, Members Miriam Zwick, Abraham Futernick, Beverly Barr, Judith Lee Browner, Frank Savino and Neil W. Burd. Building Official Robert Dawson was present as well as members of the general public . APPROVAL OF MINUTES Upon MOTION by MRS . ZWICK/MRS . BARR, the minutes of the November 19, 1998 Regular Meeting were unanimously approved. NEW BUSINESS PRELIMINARY REVIEW FOR 6 FT. WOOD FENCE TO ACCOMMODATE OCEAN GRAND BEACH EASEMENT, FOR PROPERTY LOCATED AT 3621 S. OCEAN BLVD. , JOHN WYNNE, OWNER. Peter Ince presented plans to the Board explaining that the fence will run east to west (ocean side to AlA) bordering Mr. Wynne' s property and the 8 foot easement to the beach for the Ocean Grand property. This will offer the Wynne' s privacy from the walkway. After view of plans, the following MOTION was made by MRS. ZWICK/MRS . BARR: THE COMMUNITY APPEARANCE BOARD GIVES FINAL APPROVAL FOR A 6 FOOT WOOD FENCE TO ACCOMMODATE OCEAN GRAND BEACH EASEMENT, FOR PROPERTY LOCATED AT 3621 S . OCEAN BLVD . , JOHN WYNNE, OWNER. MOTION met with unanimous vote . PRELIMINARY REVIEW FOR TREE REMOVAL/RELANDSCAPING OF FRONT ENTRANCE FOR PROPERTY LOCATED AT 4740 S.00EAN BLVD. ; BRAEMAR ISLE . There was lengthy discussion regarding this project, with many residents in attendance who either support the plan or reject the landscaping project . Many residents complained that with the loss of many large schefflera trees, they will experience loss of privacy to the parking lot and front entrance, headlights will shine in their apartments, and the view from their units will become unsightly. Others felt it would be a major improvement over the overgrown landscaping currently there . Chairperson Colarullo reminded the residents that the purpose of the Board was to only Community Appearance Board fl December 31, 1998 Page 2 of 3 approve what new landscaping is planned, not to make a decision as to whether the project should go forth or not . After review of the � c plans, it was noted that the plans are not -eomgYate 'as to exactly what will be replanted, and it was decided to table the application until more precise plans can be submitted. Chairperson Colarullo also suggested the Board of Directors and the residents meet and have a vote to determine if the project should go forth. The following MOTION was made by MR. SURD/MR. FUTERNICK THE COMMUNITY APPEARANCE BOARD RECOMMENDS THIS HEARING BE POSTPONED TO A FUTURE DATE SO THAT THE BOARD CAN BE PRESENTED WITH MORE INFORMATION AS TO THE REPLACEMENT HORTICULTURE. 1 ' Vtu Lei �L- lice-� MOTION met with ttari �e.
