'0'W Chairman Boscove called the Public Hearing to order at 7:15 p.m., advising this was a continuation of the Public Hearing, with due public notice, called for March 6, 1978, and recessed from March 13, 1978. The agenda is attachment "A", the recording secretary called the roll. Present: J. A. Boscove, Adele Allen, N. M. Johnson, J. M. Farrin, R. B. Myers and O. Edlund, Alternate. Dr. Richard Orman presented the Third Draft of the Proposed Zoning Ordin- ance Revisions, Town of Highland Beach, dated March 20, 1978. The general discussion included recommendations from the audience and members of the Planning Commission to change Section 4.3 (e), (11) Maximum Building Width. It was the consensus of the members of the Planning Commission that a re- commendation be made for maximum building width of 110 feet, with an ad- ditional two (2) feet setback for each side. The total maximum building frontage width not to exceed 140 feet. Admiral Farrin presented a revised Sec. 5.3 (e) to read "No dolphins or free standing moorings shall be permitted unless specifically approved by the Planning Commission. These will only be approved in canals eighty feet (80') or more in width, of approved type, and only where they will not create a hazardous interference with navigation, endanger life or property or deny the public reasonable visual access to public waterways. Prior to such ap- proval, written notice must be given by certified mail by the petitioner to owners of property abutting the canal and located within one thousand feet (10001) of the property in question. Additional recommended revisions are shown in Attachment "B" At the conclusion of the examination of the 3rd Draft, motion was made by Mr. Myers, seconded by Mr. Johnson, to approve the document as submitted by Dr. Orman, with changes as noted March 20, 1978. Mrs. Allen voted aye, Mr. Johnson, aye, Adm. Farrin, aye, Mr. Myers, aye and Mr. Boscove, aye. The approved document is to be submitted, with a letter of transmittal, to the Mayor and Town Commission members. Residents in audience at the Public' Hearing expressed their appreciation of action taken by the Planning Com- mission.
