2006.02.08_PB_Minutes_WorkshopTOWN OF HIGHLAND BEACH • PLANNING BOARD WORKSHOP MEETING MINUTES Wednesday, February 8, 2006 9:30 a.m. Chairman Neil W. Burd called the Workshop Meeting to order in Commission Chambers at 10:10 a.m. Present were Chair Neil Burd, Vice Chair Theresa Colarullo, Louis P. Stern, Leonard O. Townsend and Victor Hadeed. Leonard D. Bell and Patricia Pembroke were absent. Also present was Town Attorney Thomas E. Sliney, Building Official Robert Dawson and members of the general public. Chairman Burd noted that this was a workshop meeting to discuss potential ordinance changes. Mr. Dawson noted that the last meeting was discussion on general issues, and today to hopefully make some recommendations. The following items were discussed: 1) Pilings for zoning issues and notification of same. Mr. Sugerman's memo suggested that instead of just notifying managers in a condo, that all residents be notified. Currently 300 from corner is measured, Mr. Sugerman's suggested 300 feet from center of property. It was also recommended to just to certificate of mailing,with no return card. • The following was suggested: . let applicant do the work of mailing out . send to all property owners in condos . review list prior to mailing . measure 350 feet from center of lot -list of residents can be obtained from the property appraisers office.2) Pools-Deck setback -consensus to strike out "not less than 5 feet from"... Consensus of the Board to notify all residents, with burden on the applicant to do the notifications. 3) Marine Facility -Question was, can residents who have less than a 50 ft property line install a dock right to the property line. It was noted that four properties in Bel Lido have existing docks which can be replaced after seawall is repaired. The Board made recommendation that the four properties cannot build a longer dock, but perhaps a boat lift would be allowed. It was the consensus of the board to put the language back to its original format in 2003. 4) Roof Overhangs/chimneys/balconies -there was discussion re allowing balconies in front and back, but not the side of a house. It was recommended to put change in and see how it reflects in a public hearing. n 1`J Planning Board February 8. 2006 Page 2 of 2 At the next public hearing scheduled for March 8, the following will be addressed: . signs -allowing bases and logos . vacant lots - should a fence be put up .containers/ sales trailers on lots.
