The Town of Highland Beach is committed to serving the needs of the public.
The following information is guidance for preregistration for Zoom or telephone participation, and
for viewing and providing public comments at the meeting:
ZOOM PARTICIPATION:
Online or Telephone Access – Access to the meeting will begin on the date and time of the meeting.
To Join Meeting: All interested persons must preregister to participate by contacting Town Clerk
Lanelda Gaskins at publiccomments@highlandbeach.us or by calling (561) 278-4548 no later than
one (1) business day prior to the meeting date (e.g. by 4:30 P.M. on a Monday if the meeting
is scheduled for that Tuesday; and by 4:30 P.M.).
Meeting access information and instructions will be provided to those persons two hours prior to
the meeting.
The video camera display feature will only be enabled for Public Hearing Quasi-Judicial matters
and during public comments only. The video camera display feature will be disabled for public
use.

Persons desiring to provide public comments must do so by one of the methods listed below. Public
comments will be limited to five minutes (three minutes for special Commission meeting items only)
per person during the designated section of the agenda. If an interested person desires to provide
written public comment, all comments must be directed to Lanelda Gaskins, Town Clerk as follows:

Consideration and Approval of the 2023 Proposed Code Enforcement Board Meeting
Schedule, under new business.
MOTION: Murray/Perlow - Moved to approve the agenda as amended, which

accurately represented the violation observed during the onsite inspections, and
paper postings at the property address and at Town Hall.
Code Compliance Officer Adam Osowsky mentioned that the violation remains.
Therefore, the Town recommends that the Respondents be found in violation of
the Town Code as alleged in the Notice of Violation, the violator be fined $250.00
per day for each day the violation remains after the date set for compliance and

SUBJECT: Nomination of Chairperson and Vice-Chairperson
SUMMARY:
On December 01, 2021, Mr. Myles Schlam was nominated as the Chairperson to the Code
Enforcement Board and has served in the position for the allotted one-year term. On
December 01,2021, Mrs. Jane Perlow was nominated as the Vice-Chairperson to the Code
Enforcement Board and has served in the position for the allotted one-year term. Therefore,
the matter is being brought before the Board for discussion and nomination to fill the vacant
positions for a one-year term, ending February 14, 2023.
According to Resolution No. 19-029 R, - Advisory Board and Committees Appointment
Process Policy, Section 9, it should be common practice that no member shall serve as chair
and vice chair until he or she have served for one full year on the a dvisory board unless no
existing member is willing to serve as chairperson or vice chairperson.

12-4 Temporary construction fences.
A temporary construction fence is required on all construction sites undergoing land disturbing construction or
land development activities. All construction/demolition activities as well as all dumpsters, portable toilets,
storage facilities, materials and any other item related to the construction must be located inside the temporary
construction fence area. Before the temporary construction fence may be erected, a site plan depicting the
materials, location and access gates must be approved as part of the fence permit issuance. At a minimum, the
construction site must be completely enclosed, on all sides, by temporary construction fencing to prevent public
access.

Correction: Must have dumpster screened to town code by Janurary 1, 2023.

FBC 110.5 Inspection requests.
It shall be the duty of the holder of the building permit or their duly authorized agent to notify the building official
when work is ready for inspection. It shall be the duty of the permit holder to provide access to and means for
inspections of such work that are required by this code.
FBC 110.6 Approval required.
Work shall not be done beyond the point indicated in each successive inspection without first obtaining the
approval of the building official. The building official, upon notification, shall make the requested inspections and
shall either indicate the portion of the construction that is satisfactory as completed, or notify the permit holder or
his or her agent wherein the same fails to comply with this code. Any portions that do not comply shall be
corrected and such portion shall not be covered or concealed until authorized by the building official.
The contractor failed to request inspections for reinforcing steel, the work that was completed is not compliant
per approved plans(photos indicate no reinforcement in areas where windows are attached), windows/doors are
installed in openings which are not prepared for the proper sizing, bucks are non compliant per manufacturer
installation instructions. Submitted drawings indicate 2 windows in rear (facing A1A) however photos indicate
doors were removed and openings blocked without inspection. The worker on site was not an employee of the
contractor and no site supervision was present.
Violation of FBC [A]110.5 Inspection requests & [A]110.6 Approval required.
This job has been Red Tag with a Stop Work Order on 12/14/2022.
All violations are to be corrected by 12/28/2022 to prevent further action.
