2008.01.09_PB_Minutes_Regular• TOWN OF ffiGHLAND BEACH PLANNING BOARD REGULAR MEETING MINUTES • U JANUARY 9 2008 9:34 A.M. Chairman Louis P. Stern called the Regular meeting to order at 9:30 a.m. In attendance were Chairman Stem, Vice Chair Joseph Yucht, Members Patricia Pembroke, Ken Tapman, Marie Mazchesani and Kurt Kalberer. Max Angel was absent. Also in attendance was Town Attorney Thomas E. Sliney, Building Official Bob Dawson and members of the general public. Chairman Stern/Mr. Tapman made a MOTION to amend the agenda to hold Election of Officers for 2008 first. Also, a fourth application was added to New Business, with Ms. Mazchesani/ Mr. Tapman making the Motion to approve. Recording Secretary took nominations for Chairman: Pat Pembroke/Ken Tapman nominated Lou Stem as Chair. Mr. Yucht/Mr. Tapman made a Motion to close nominations. With no other nominations, Motion carried with MR. LOU STERN remaining as Cf1t~D~tMAN for 2008. Recording Secretary took nominations for Vice Chairman: Marie Mazchesani/Kurt Kalaber nominated Pat Pembroke. Pat Pembroke/Lou Stern nominated Ken Tapman. Mr. SternlMr. Kalaber made Motion that nominations be closed. The following rollcall vote was taken on the two nominations: Mr. Kalberer Ms. Mazchesani Mr. Tapman Ms. Pembroke Mr. Yucht Mr. Stern - Pat Pembroke - Pat Pembroke - Pat Pembroke - Ken Tapman - Ken Tapman - Ken Tapman Mrs. Pembroke declined her nomination. Ms. Mazchesani changed her vote to Mr. Tapman. Therefore, Mr. Tapman was approved as Vice Chairman. Aauroval of Minutes Upon MOTION by MR. TAPMAN/MS. MARCHESANI, the minutes of the November 14 2007 Regulaz/Public Hearing were unanimously approved. New Business FINAL REVIEW FOR A CONSTRUCTION SIGN FOR PROPERTY LOCATED AT 3801 SOUTH OCEAN BLVD. APLICANT: ARI ALBINDER /OWNER: ROSENBLUM REALTY, CIO 11~IIZNER GRAND REALTY. • Planning Board January 9, 2008 Page 2 of 3 Mr. Dawson presented the application to the Board, noting that the logo needs to be removed and the red lettering changed to black, in order that it meet Town code. With the understanding that these two items will be changed, MOTION was made by MR. STERN /MS. MARCHESANI to approve sign with adjustments. MOTION carried unanimously. FINAL FREVIEW FOR A TEMPORARY CONSTRUCTION TRAILER FOR PROPERTY LOCATED AT 2366 SOUTH OCEAN BLVD. APPLICANT/OWNER: WILLIAM & CAROLINE WIETSMA. Michael Geneva (sp), an employee of the Wietsma Company was present for discussion, noting that this is a trailer for a new home and will be placed behind the privacy wall and will be somewhat obscured from Al A. Mr. Dawson stated that plans meet Town code. MOTION was made by MRS. PEMBROKE/MR. YUCHT to approve placement of trailer at 2366 S. Ocean Blvd. Motion carried unanimously. FINAL REVIEW FOR CONSTRUCTION OF NEW DUNE/BEACH ACCESS STAIRS TO REPLACE EXISTING STAIRS DAMAGED BY HURRICANE WILMA, FOR PROPERTY AT 4201 OCEAN BLVD. APPLICANT/OWNER: AUGUST A. DiRENZO. • Representative for the applicant presented application to the boazd, noting that the stairs will be a wood structure to the beach, and that DEP approved the plans, recognizing that the stairs were pre-existing and the new stairway will be placed in the same position as the old one. Mr. Dawson confirmed that the plans meet Town code. MOTION was made by MR. KALABER/MS. MARCHESANI to approve construction of the new stairway for property located at 4201 S. Ocean Blvd. DRIVEWAY CHANGE FOR PROPERTY LOCATED AT 4108 S. OCEAN BLVD., Highland Beach Drive and AlA. Owner Mr. Tozzi noted that he would like to change the shape of the driveway to allow easier ingress/egress to AIA, allowing better maneuver for the cars. After view of the plans, the following MOTION was made by MRS. PEMBROKE/MS. MARCHESANI to approve driveway changes for property located at 4108 S. Ocean Blvd. Motion carried unanimously. Other Business C7 • Planning Boazd Januazv 9, 2008 Pale 3 of 3 Chairman Stern noted that former Chairman Leonard Townsend formed an Ad Hoc committee to investigate marine issues, and noted that because the formation of the committee was not approved by the Town Commissioq the committee is not authorized to conduct their investigative work. Chairman Stern distributed the minutes of Subsequent meetings held prior the committee being disengaged. Chairman Stern did note that the Board may address these issues as a full Boazd in Workshop meetings, and asked the members if they choose to conduct such meetings. Mr. Sliney noted that as a result of these Workshop meetings, any recommended changes to existing ordinances will be sent to the Town Commission for their consideration. Mr. Sliney recommended Workshops be added to the agenda for the Regular monthly meeting. These meetings should also include other issues Mr. Dawson may want to address, and a complete package of recommended changes could then be presented to the Town Commission. Mr. Dawson noted that many of the issues to be addressed aze "housecleaning" items, not major revisions to the code. There was also discussion re the Malani property being presented to the Boazd by the Town's "experts" who have been looking into particulaz issues with the property. i.e., historic burial mounds, traffic issues, etc. Mr. Sugerman confirmed that the staff will be • presenting to the Boazd, the Malani Park applicatioq to include "experts" that the Town has hired, at its February meeting. MOTION was made by MRS. PEMBROKE/MR. TAPMAN to schedule a Workshop meeting to deal with building zoning ordinances of Highland Beach, to be held after the regular scheduled meeting of the Planning Boazd, and if necessary, schedule further Workshops other than Regulaz Meetings.
