TOWN OF HIGHLAND BEACH
MINUTES OF THE
PLANNING BOARD
WORKSHOP MEETING
Wednesday, Apri18, 2009 9:30 A.M.
Members Present: Chair Louis P. Stern, Vice Chair Ken Tapman, Board Member
Patricia A. Pembroke, Board Member Dennis Sheridan and Board Member Joseph S.
Yucht. Members Absent: Board Member Max Angel (unexcused) and Board Member
Marie Marchesani (unexcused). Also Attending: Town Manager Dale Sugerman, Town
Attorney Thomas Sliney, Building Official Geoffrey Vanore, Deputy Town Clerk Valerie
Oakes and members of the general public.
CALL TO ORDER:
Chair Stern called the Workshop Meeting to order at 9:30 a.m.
Chair Stern briefed the board and the general public regarding the intent of the workshop.
A Special Task Force consisting of local residents wanted to identify potential zoning
changes to Chapter 30 of the Town of Highland Beach Code of Ordinances. The Town
• Commission did not appoint the Special Task Force; therefore, the Special Task Force
was expired. The Town Commission then approved the Planning Board to review
Section 30 of the Town of Highland Beach Code of Ordinances.
Roll call was taken by Deputy Town Clerk Oakes. The Pledge of Allegiance followed.
OLD BUSINESS:
None.
NEW BUSINESS:
Discussion of Potential Zoning Changes to Section 30 of the Town of Highland
Beach Code of Ordinance for Presentation to the Town Commission at a Future
Date
The Board discussed potential zoning changes to Section 30 -Supplemental District
Regulations and Section 23 -Permitted Signs. The Town Manager, the Town Attorney
and the Building Official made recommendations to the board regarding the various code
changes. Chair Stern explained that this would be one of many workshops, and this is the
time to consider changes.
The Town Staff will provide language and recommendations to the Board at the next
workshop meeting.

Chair Stern and Board Member Sheridan are concerned with the speed limit restrictions,
and they would like to have the speed limit lowered to a minimum of 15. •
Since no wake zones were an issue in the past, Town Attorney Sliney suggested speaking
with the Town Manager and viewing the Town's files.
Building Official Vanore would like to consider the following changes:
• Turtle Program Section -needs to be more specific as to how it affects light
remittance for the turtle population. The code does not include the updates that
from the Florida Statues in terms of requirements.
Preventative Nuisance - add a noise nuisance code under emergency generator
installations, which is currently not in the code.
Local Registration -site the ordinance on local registration for contractors on the
website.
By consensus, the board agreed to meet on May 21, 2009, at 9:30 AM for a workshop
meeting to continue the discussion about Section 30 zoning changes.
Chair Stern reported that next year is the 2010 census. The State has asked every
municipality to appoint a committee to ensure that the citizens return the census cards.
Mayor Newill has asked Mr. Stern to Chair the Complete Count Committee, and the
Mayor is requesting that five (5) volunteers assist the Chairman. If any Planning Board
Member would like to express an interest, then contact Mayor Newill directly.

The scheduled Regular Planning Board meeting is on May 13, 2009 at 9:00 AM.
The scheduled Planning Board Workshop meeting is on May 21, 2009 at 9:30 AM.

Board Member Yucht moved to adjourn the meeting at 11:05 a.m. Board Member
Sheridan seconded the motion, which passed unanimously.
