TOWN COMMISSION
SPECIAL MEETING MINUTES

TUESDAY, JANUARY 30, 2007
IMMEDIATELY FOLLOWING THE 1:30 P.M. WORKSHOP MEETING
Mayor Harold R. Hagelmann called the Special Meeting to order in Commission
Chambers at 3:55 P.M.
Acting Town Clerk Jane Dillon called the roll. The Mayor, Vice Mayor Joseph J. Asselta
and Commissioners Miriam S. Zwick, Jim Newill, CPA and Rachael Scala-Pistone were
present.
Town Attorney Thomas E. Sliney and Town Manager Dale Sugerman were also present,
as were members of the general public.
Mayor Hagelmann noted that the Commission was meeting for the following purpose:
A RESOLUTION OF THE TOWN COMMISSION OF THE TOWN OF HIGHLAND
BEACH APPOINTING CARLO ANGELILLO AS CHIEF OF POLICE OF HIGHLAND
BEACH, FLORIDA, IN CONFORMANCE WITH SECTION 4.03 OF THE CHARTER OF
THE TOWN OF HIGHLAND BEACH.
Town Manager noted the following:
As the completion of the FDLE background check is not complete and is part of the
requirement to appointment a Police Chief, the actual appointment cannot be made at
this time.
As Chief Goss is leaving at the close of business on January 31, it would be appropriate
to name an acting Police Chief. Carlo is out of Town for one week, 2/4 - 2/11. Senior
Officer on a shift can act in that roll if the Commission prefers.
Official swearing in will take place sometime after February 11.
The following MOTION was made by COMMISSIONER ZWICK/COMMISSIONER
NEWILL to appointment Carlo Angelillo as interim Chief as of the close of business
January 31, 207. The following rollcall vote was taken:

Town Attorney and Town Manager worked with Mr. Angelillo on ironing out a pay range,
which was presented to the Commission. There was discussion re a car allowance, but
it was determined that the base salary would be $84,000 with a car allowance of
$500/month or $6,000 a year, bring the salary up to $90,000 -with this arrangement,
$84,000 would be recognized by the Pension Plan, while a flat $90,000 salary (no car
allowance) would be recognized and more beneficial to Carlo. -The Commission elected
to maintain the $90,000 base salary effective at close of business on January 31.
MOTION was made by COMMISSIONER NEWILLNICE MAYOR ASSELTA that Carlo
Angelillo be paid $90,000 a year effective at close of Business on January 31, 2007.

Carlo Angelillo noted that the police department has one application holding, and asked
• the Commission to release the hold on hiring. as this applicant would have been hired
five weeks ago. The Commission agreed to do so.
With no further business to come before the Board, MOTION to adjourn was made at
4:20 p.m. by COMMISSIONER ZWICK/MAYOR HAGELMANN.
