SPECIAL MEETING MINUTES

FRIDAY, JANUARY 12, 2007 11:00 A.M.
Mayor Harold R. Hagelmann called the Special Meeting to order in Commission
Chambers at 11:00 A.M.
Acting Town Clerk Jane Dillon called the roll. The Mayor, Vice Mayor Joseph J. Asselta
and Commissioners Jim Newill, Rachael Scala-Pistone and Miriam S. Zwick were
present.
Town Attorney Thomas E. Sliney and Town Manager Dale Sugerman were also present,
as were members of the general public.
Mayor Hagelmann noted that the Commission was meeting for the purpose of selecting
a Police Chief, and that the inhouse candidates were Carlo Angelillo, Martin Finklestein
and Mitchell Rieger. Mayor asked if there were any additional nomination.
Commissioner Newill proposed that the Town Manager conduct an outside talent search
'and produce an additional three candidates for a total of six candidates from which the
Commission may choose. Commissioner Zwick agreed with the suggestion, and
MOTION was made by COMMISSIONER NEWILL/COMMISSIONER ZWICK to discuss.
Commissioner Zwick noted that she was under the impression that the Commission
would look at internal candidates first, then go to the outside to produce a larger list of
candidates. Mayor Hagelmann understood the Commission to want to look inside, and
if a suitable candidate was not found, then recruit externally.
Vice Mayor Asselta stated that the last two "go arounds for a Police Chief' went to
external candidates, and neither remained in the position. Commissioner Scala-Pistone,
Mayor Hagelmann and Vice Mayor Asselta wished to stay with the internal candidates
only. The following rollcall vote was taken to obtain outside candidates:

The following nominations were made:
Vice Mayor Asselta nominated Carlo Angelillo
Commissioner Zwick nominated Martin Finkelstein
Nominations closed, and discussion followed.

Vice Mayor Asselta liked the fact that Carlo had many years of service to the Town.
Commissioner Scala-Pistone felt Carlo has leadership skills along with service to the
Town. Mayor noted that he was impres~nrith all three candidates, but felt Carlo has
"street smarts" and the ability to handle Town issues. Commissioner Zwick commented
that the concept of seniority is not necessarily the best, and felt the selection should
come from the rankings presented, and Martin Finkelstein came out at the top.
Commissioner Newill supported Mr. Finkelstein because he feels the conditions and
problems in Highland Beach require someone who has more independence from the
other police officers.
Mayor Hagelmann asked for a rollcall vote for the nomination of Martin Finkelstein:

Mayor Hagelmann asked for a rollcall vote for the nomination of Carlo Angelillo:

Mayor Hagelmann yes
Town Attorney will work with Town Manager to negotiate a salary. It was noted that the
pay grade is 9 with a minimum salary of $58,552, mid range $78,070 and max of
$97,588. Negotiations may run concurrently while waiting for the requirements to be
completed.
MOTION was made by VICE-MAYOR ASSELTA/COMMISSIONER SCALA-PISTONE
that the Town Manager and Town Attorney be authorized to meet with Carlo Angellilo
to draw up terms of engagement for the position of Chief of Police of Highland Beach,
with the starting date to commence the day after the completion of Police Chief Goss'
term and that the pay range be negotiated within the framework of the position
advertised.
MOTION carried unanimously.
With no further business to come before the Board, MOTION to adjourn was made at
12:00 p.m. by COMMISSIONER ASSELTA/COMMISSIONER SCALA-PISTONE.
