MINUTES OF TOWN COMMISSION MEETING
SPECIAL BUDGET WORKSHOP
Tuesday, August 14, 2007 2:00 P.M__
Vice Mayor Joseph J. Asselta called the Special Budget Workshop to order in
Commission Chambers at 2:00 P.M.

Director Jack Lee; Finance Director Stan Novak; Librarian Mari Suarez; and members of
the public. Absent ? Mayor Harold R. Hagelmann.

1. Town Manager Sugerman
The theme for this year?s budget is ?Doing more with less.? The budget process has been
trying due to new legislation that is not complete. Would like to thank Commissioner
Newill and Stan Novak for combing through all the figures. Would also like to thank all
the department heads for their work in creating this budget. The draft submitted is a
balance budget and includes the 9% reduction in ad valorem taxes. There are no lay offs
and have not requested any additional staff. It does include a 3.3% cost of living increase
for all employees, this figure is per US Bureau of Labor Statistics, and does not create
any major cut back in services. There are cut backs in books, cd?s and magazines at the
library. Travel and training and capital purchases are also reduced. The contract with
Delray Beach Fire and Rescue calls for a 8.2% increase. Per the directive of the
Commission, the budget does not include any subsidy for the water plant. In addition,
project a $2.7 million end of year fund balance. The Town is healthy.
We will publish a revised budget prior to the final public hearing.

Increase line item #563.000 - $400,000 for the Phase II Tree Planting Project
Page 20 ? Police ? reduce item #541.000 Communications - $20,000; item #552.000
Operating Supplies - $14,200; item #554.000 Books $1,200; total budget
Reduction of $15,000
Page 22 ? Delray Beach Fire Rescue ? 8.2% increase per contract
Page 24 ? Building Department ? reduce line item #552.400 and 554.00 to $750 each
Page 26 - Ambulance Services ? reduce line item #534.000 by $1,200
Page 27 - Garbage/Waste ? Increase of $65,000; annual increase to Waste Management
Page 28 ? Library ? increase of $10,000 with a decrease of $7,823 in books.
Vice Mayor Asselta requested that the full amount of $75,000 be budgeted for
books and library materials
Page 30 ? Interfund Transfers ? no modification
Line item #581.300 ? principal & interest on water plant
Line item #581-400 ? transfer to cover deficit. Based on direction of Town
Commission, General Fund will not be subsidizing the water plant.
Page 31 - Reserve for Contingency ? stand alone funds
Page 32 ? Library Donations ? no changes
Page 34 ? Cultural Board Fund ? did not submit a budget; revenue and expenditures are
Balanced.
Page 35 ? Law Enforcement Trust Fund ? estimate
Page 36 ? Capital Projects Fund ? no activity
Page 37 ? Expense of Water System
Vice Mayor Asselta ? Need to begin replacing the water lines. We have a
great water system but need to be able to deliver the water. Manager
Sugerman ? On page 18 General Government Non-Department - there is an
item for engineering services for replacement of water lines.
Page 40 & 41 ? Sewer System ? no modification
