At its November 9, 2016 Planning Board Meeting, Member Svenstrup moved to approve the
application subject to the following corrections: 1) the application to be corrected by the
Building Department to remove the language requiring the Planning Board advance direction; 2)
Board of Adjustment and Appeals Petition be modified by the Board of Adjustment and Appeals
to determining whether it has found or has not found; 3) a Memorandum to be attached to the
application providing the date the application was signed by Mr. DeSocio; 4) on the second
application indicate the application was approved on October 13, 2016 by the Building Official;
and 5) in the memorandum indicate that Rodica Hallagan was the initial applicant and David
Nutter was representing her at the time in connection with the DEP Self Certification form. The
motion was seconded by Member Mart. The motion carried 5 to 0.

Recommendation:
The Building Department has reviewed the submitted construction documents for the proposed
installation of a 40,000 lb., 10 post platform boatlift, inside of an existing boat basin at subject
property. The installation meets requirements of Highland Beach Code of Ordinances, Section 30-
68(h). The Board of Adjustment granted a variance for the proposed boatlift on September 28, 2016.
Providing the Planning Board approves the application, the Building Department has no objection to
the installation of the requested boat lift.

To whom it may concern,
I have been retained by Boatlifts and Docks of South Florida to review the plans and construction for the
above referenced project, with regard to the installation of the boatlift and associated pilings. The plan
called for the installation of a no -profile style boatlift and ten new wood pilings.
The lift was constructed according to the manufacturer's typical plans for a boatlift and the lift and the
pilings were installed per the approved permitted plans. I have reviewed the installation of the lift, for
compliance to the permit and plans, with consideration to:
• lift construction
• piling integrity and capacity,
• FBC 2014
Upon review of the plans and permit and inspection of the work, I find that the work is in compliance with
the approved plans and the Florida Building Code 2014.

Before any Development Order shall be issued the Board shall make written findings certifying compliance
with the specific rules governing individual Development Orders, and that satisfactory provisions and
arrangements have been made concerning the following, where applicable: Information you provide will assist
the Planning Board to determine whether your application meets the minimum criteria for obtaining a
Development Order as described in Chapter 30 Zoning Code, Article 3 Development Review of the Code of
Ordinances. Use additional pages if necessary. The Planning Board will not consider reference to a
development order a complete response to the issue.

A. Building orientation: Buildings shall be oriented to enhance the appearance of the streetscape.
1. Building orientation shall ensure that service areas are placed out of view from public rights -of -way, parking areas, and
adjacent properties. Where, because of site constraints service areas can not be so located, such areas shall be screened from
view by vegetative or structural means: Any structural screening shall be architecturally compatible with the principal
building in terms of style, colors, construction materials, and .finish.
2. Mass, bulk, and scale of all structures shall be compatible with other structures and uses both in the same zoning district and

the primary structure on the site. The gate to the enclosure shall have a similar appearance as the fagade of the building. The
enclosure shall be the same color as the primary structure.
3. Enclosures shall be large enough and located in a manner that service vehicles can access the dumpster while it is in the
