1. CALL TO ORDER
Mayor Hillman called the meeting to order at 11:00 A.M.

3. PLEDGE OF ALLEGIANCE
The Town Commission led the Pledge of Allegiance.
4. APPROVAL OF THE AGENDA
MOTION: David/Moore - To approve the agenda as presented.
The motion passed unanimously on a 4 to 0 vote.
5. PUBLIC COMMENTS
Mayor Hillman called for public comments. Town Clerk Gaskins mentioned that there
were no public comments.

6. ORDINANCES
A. Ordinance No. 2021-019 / Special Events
An Ordinance of the Town Commission of the Town of Highland Beach, Florida,
amending the Code of Ordinances, with the adoption of a new Chapter 36 "Special
Events" providing for definitions, a Special Event Application Process,
revocations, exemptions, and for other purposes, providing for the repeal of all
ordinances in conflict; providing for codification and severability; and providing an
effective date.
Mayor Hillman read the title of Ordinance No. 2021-019.
Town Manager Labadie presented this item and explained the purpose of the Ordinance.
MOTION: David/Moore - To approve Ordinance No. 2021-019.
Ordinance No. 2021-019 passed on a 4 to 0 vote.
7. TOWN COMMISSION COMMENTS
Commissioner John Shoemaker had no comments.
Commissioner Evalyn David had no comments.
Vice Mayor Natasha Moore had no comments.
Mayor Douglas Hillman spoke about the Mingle and Jingle Holiday flyer. He suggested
that the flyer include the number food trucks that will be at the event. Commissioner David
suggested emailing the food menus to the residents before the event.
Mayor Hillman mentioned that at the next meeting Town Commission will be discussing
the five referendum ballot questions. The referendum ballot question concerning the
increase to the Town Commission salaries should include additional language such as a
qualifier (no greater than five percent a year). He encouraged the Town Commission to
think about this matter for the upcoming meeting.
