Highland Beach, Florida 33487 1. CALL TO ORDER Chairperson Parks called the meeting to order at 1 00 P.M. 2. PRESENT UPON ROLL CALL Member Margarita Chappelear Member Virginia Egan -Eastwood Member Diane Matthewman Vice Chairperson Nievecita Maraj Chairperson Steven Parks Administrative Support Specialist Ganelle Thompson ADDITIONAL STAFF PRESENT Town Planner Ingrid Allen ABSENT Member Leonard Brenner 3. PLEDGE OF ALLEGIANCE The Board members led the Pledge of Allegiance. 4. APPROVAL OF THE AGENDA MOTION: Matthewman/Egan-Eastwood — Moved to approve the agenda as presented. The motion passed unanimously on a 5 to 0 vote. 5. PUBLIC COMMENT There were no preregistered public comments. February 03, 2021, Meeting Minutes MOTION: Matthewman/Chappelear — Moved to approve the February 03, 2021, Meeting Minutes as presented. The motion passed unanimously on a 5 to 0 vote. 8. UNFINISHED BUSINESS A. Update on the February 03, 2021, Board recommendations to the Town Commission Town Planner Allen provided an update on the February 03, 2021, Board recommendations to the Town Commission as follows: • Town Manager Labadie wrote a letter to Mr. Jason Andreotta of the Florida Department of Environmental Protection (DEP) requesting a compliance assessment of current beach raking permits as well as the ability of the beach rakers to transverse above the high-water mark and included the concerns of the residents on the burying of debris by the beach rakers. • Town Planner Allen passed out an email written by Mr. Jason Spanier in response to the letter he received from Town Manager Labadie. • Town Commission approved the Boards wording of "Take Pride in Your Beach." for the education initiative • The Town Commission directed Town Manager Labadie to decide on how to proceed with the hiring of a qualified horticulturist to identify invasive species: Town staff contacted Florida Power and Light (FPL) whose contract arborist indicated that the trees are not currently affecting FPL facilities. The Board had continued discussion on the Beach rakers and the trash on the beach. MOTION: Parks/Matthewman — Moved to request that the Town Commission authorize additional bucket trees so long as the associations are willing to accept them. The motion passed unanimously on a 5 to 0 vote. MOTION: Parks/Eastwood Egan — Moved that the Town Commission advise the citizens to provide information regarding their concerns on the beach, facilitate pictures and documents that would indicate what the current beach raking situation is on the beach. Update on the Beach Bucket Tree project Town Planner Allen provided an update on the beach bucket tree project. The Board stated that there should be additional pegs on the bucket tree that are placed lower and meet the compliance of the Americans with Disabilities Act. 9. NEW BUSINESS A. Nomination of Chairperson Chairperson Parks announced that the nomination was open for a Chairperson. MOTION: Matthewman/Mara] — Moved to nominate Steven Parks as Chairperson to serve a one-year term, ending July 11, 2022. The motion passed unanimously on a 5 to 0 vote. B. Nomination of a Vice Chairperson Chairperson Parks announced that the nomination was open for a Vice Chairperson. MOTION: Parks/Matthewman — Moved to nominate Nievecita Maraj as Vice Chairperson to serve a one-year term, ending July 11, 2022. The motion passed unanimously on a 5 to 0 vote. C. Discussion on relevant "natural resources" in Highland Beach that need the Boards attention and consideration - Chairperson Parks Chairperson Parks opened the discussion. The Board considered the following topics: issues with the safety of the manatees, wildlife, mangroves, creation of a no wake zone, vegetation, water, and iguanas. Member Matthewman inquired about the status of the palm trees on State Road A1A being fertilized. Town Planner Allen stated that she would find out if the palm trees were being fertilized by the Town. MOTION: Parks/Matthewman — Moved that the Town Commission hire an arborist to facilitate a report to the board to evaluate the condition of the vegetation on property in highland beach. The motion passed unanimously on a 5 to 0 vote. MOTION: Parks/Chappelear— Moved that the Town Commission allow a statement in the managers minutes to facilitate more information to the public regarding Natural Resources Preservation Advisory Board Organizational Meeting Minutes Date: August 11, 2021 Page 4 of 5 the use of water and the use of chemicals that may affect the water quality in Highland Beach. The motion passed unanimously on a 5 to 0 vote. D. Discussion on Identifying Board Members skillset - Chairperson Parks Chairperson Parks introduced this item. Following Chairperson Parks introduction, Member Chappelear, Chairperson Parks and Vice Chairperson Maraj spoke about their skillsets as well as prior and current professional work experience. Vice Chairperson Maraj left the meeting at 3:09 P.M. E. Discussion on how to become a more effective body in regard to protecting the Town's resources - Chairperson Parks Chairperson Parks introduced this item. Board discussion followed with Member Eastwood -Egan agreeing to bring information back to the Board regarding pollution. Town Planner Allen discussed the Coastal Resiliency study and named the twelve harmful threats that were evaluated in the Coastal Resiliency Partnership Climate Change Vulnerability Assessment. Member Matthewman stated that she would review the Code of Ordinances to see if there are any restrictions against chemical use. 10.
