WORKSHOP - MINUTES
Wednesda March 17, 1993
9:30 A.M.
Chairman Victor P. Hadeed called the Workshop Meeting to order in Com-
mision Chambers at 9:30 A.M.
Deputy Town Clerk Doris Trinley called the roll. Present were the
Vice Chair Ellen B. Gerber and Members Merton Rubin and
Chairman
,
Arthur Hamerman. Members Joseph A. Sarubbi a nd Leonard D. Bell were
absent.
Building Official/Code Enforcement Officer Lee Leffingwell, Town
Attorney Carol Sullivan and members of the general public were also
present.
The Chairman acknowledged Mr. Bell's recent appointment to the Board,
but advised he would be unable to attend today's meetings. Horace
Leng was also acknowledged for his past servi ce to the Board.
Citation 2338-92. Ken Sharp/Highland Beach Dr. Associates re 1119
and 1123 Highland Beach Dr.; Chap. 13, Sec. 1 and 3; Chap. 25, Sec. 1;
Chap. 17, Sec. 3.

Ms. Leffingwell advised that about 75% of the violations had been
satisfied. She noted Mr. Sharp had been coop erative and felt he would
satisfy the remaining violations in the very near future.
Citation 2339-92. Richard Mendelson, 1224 Highland Beach Dr., Blk.
2,Lot 8, Bel Lido; Chap. 17-2 and 6-30(b) [Nuisances and Buildings &
Structures].
Noting Mr. Mendelson's architect, Skip Jackman, had appeared before
the Board at the February meeting and promised that applications to go
before the necessary Boards would be made within 10 days of that
meeting, Ms. Leffingwell advised that she had not heard from either
Mr. Jackman or Mr. Mendelson since that time. She reminded the mem-
bers that Mr. Mendelson's roof had been uncovered (tiles not in place)
for about 1-1/2 years, and his remodeling project had been stalled for
all that time.
Citation 2340-B-92. Royal Cove Joint Venture, Tony Magri, Managing
Partner, re 1005 and 1016 Royal Cove Dr ., Lot 2A N, Dev. Lots 5 and
16; Chap. 13, Sec 1 thru 3A, 4, 5, 6, [Land Clearance].
Ms. Leffingwell said she had been advised by Christine Beams, Real
Estate Department of Boca Bank, that there was as yet no hearing date
regarding foreclosure on these properties.

Since these lots were included in the total Royal Cove B & C site
property under Citation, the Board chose to discuss the following
simultaneously with 1005 and 1016 Royal Cove Drive:
NEW BUSINESS
Royal Cove Joint Venture, Richard Knowlton, General Partner re All
Vacant Lots on Royal Cove Drive, except Lot 15; Chap. 13, Sec. 1 thru
3A, 4, 5, 6 [Land Clearance].
The General Partner had been identified at the February meeting by
Frank Stack, who said he was a limited partner in Royal Cove Joint
Venture. Based on this information, Mr. Knowlton had been issued a
Citation.
Discussion centered on the feasibility of the Town's seeking Mr.
Knowlton's permission to clean up .the property. In this regard, Ms.
Leffingwell said it was her understanding that Boca Bank would be
agreeable to paying their portion of a clean-up bill regarding lots 5
and 16.
• There being no further business to come before the Board at this time,
the meeting was adjourned upon MOTION by MR. RUBIN/MR. HAMERMAN at
9:45 A.M.
