1994.04.20_CEB_Minutes_Regular TOWN OF HIGHLAND BEACH CODE ENFORCEMENT BOARD REGULAR MEETING - MINUTES Wednesday, April 20, 1994 9:30 A.M. Chairman Victor P. Hadeed called the Regular Meeting to order in Com- mission Chambers at 9:30 A.M. Deputy Town Clerk Doris Trinley called the roll. Present were the Chairman, Vice Chair Ellen B. Gerber and Members Merton Rubin, Arthur Hamerman, Joseph A. Sarubbi and Leonard D. Bell. Member Russell Richardson was absent. Also present were Code Enforcement Officer Lee Leffingwell, Town Attorney Larry Corman and members of the general public. MINUTES The Minutes of the February 16, 1994 Regular Meeting were unanimously approved upon MOTION by MR. HAMERMANIMR. SARUBBI. OLD BUSINESS None. NEW BUSINESS Citation 2350-94. Roy & Mary Lemon, 4201 Intracoastal Dr., Block 4, Lo 27, Be Lido. Chapter 17, Section 2 [Nuisances]; Chapter 28, Section 1(d)(h)(i) [Xeriscape]; Chapter 23 [Housing]; Sections 1-4 of Standard Housin Code Administration . Code Enforcement Officer Lee Leffingwell presented photos of the property to the Board, advising that all violations had come into com- pliance. She also referred the members to a checklist submitted by Dr. Lemon, which noted completed projects, as well as proposed projects. Ms. Leffingwell further stated she had physically inspected the property and could attest that violations cited no longer existed. Some discussion ensued regarding the nature and longevity of violations of Code concerning Dr. Lemon's property, included in which was the possibility of noting at this meeting that a fine would be imposed if there were a recurrence of violation(s) of the same Section(s) of Code. In this regard, Attorney Corman advised a continuing pattern of such violation(s) would necessitate a 'finding' being noted on the record. Having been sworn in, Dr. Lemon addressed the panel and explained why the work done so far had taken a good deal of time, advising that each project had been approached step-by-step so one would not interfere with the other.
