CALL TO ORDER Mayor Hillman called the meeting to order at 5:01 P.M. 2. PRESENT UPON ROLL CALL Commissioner John Shoemaker Commissioner Evalyn David Commissioner Peggy Gossett-Seidman Vice Mayor Natasha Moore Mayor Douglas Hillman Town Manager Marshall Labadie Town Clerk Lanelda Gaskins 3. PLEDGE OF ALLEGIANCE The Town Commission led the Pledge of Allegiance. The Town Commission spoke about the positive feedback that they received from the residents regarding the Food Truck event held at Town Hall on September 9, 2021. The next Food Truck event is slated for September 23, 2021. 4. APPROVAL OF THE AGENDA MOTION: David/Moore - To approve the agenda as presented. The motion passed unanimously on a 5 to 0 vote. 5. PRESENTATIONS A. Proposed Operating Budget FY 2022 Town Manager Labadie presented this item and provided an update on the changes to the proposed operating budget, which included savings from the healthcare premium reduction and improvements in the property insurance cost reductions that were then used to create the administrative position recognized in the fire study. He explained that Town Commission Special First Public Hearing Budget Meeting Minutes Date: September 13, 2021 Page 2 of 4 $15,000 was added to the budget in the general fund for equipment enhancements to the library community room. Assistant to Town Manager Terisha Cuebas spoke about the upgrades to the communication equipment for the library community room. Finance Director Matthew Lalla presented a PowerPoint presentation highlighting the updates to the Proposed FY 2022 Operating Budget. 6. FIRST READINGS / PUBLIC HEARINGS: A. Resolution No. 2021-027 A Resolution of the Town Commission of the Town of Highland Beach, Florida, adopting a Final Millage Rate of 3.2294 Mils for the Town's General Operating Funds for the fiscal year beginning October 1, 2021, and ending September 30, 2022; providing that the Final Millage Rate of 3.2294 Mils is 3.46 percent greater than the computed rolled back rate of 3.1215 Mils; providing for severability, conflicts, and an effective date. Mayor Hillman read the title of Resolution No. 2021-027 into the record and presented this item. Mayor opened the public hearing for comments from the public. Hearing none, he closed the public hearing. MOTION: David/Gossett-Seidman - To accept Resolution No. 2021-027. Upon roll call, Resolution No. 2021-027 was approved unanimously on a 5 to 0 vote. B. Resolution No. 2021-028 A Resolution of the Town Commission of the Town of Highland Beach, Florida, adopting a Final Budget for the Fiscal Year beginning October 1, 2021, and ending September 30, 2022; determining and fixing the amounts necessary to carry on the government of the Town for the ensuing year; providing for severability, conflicts, and an effective date. Mayor Hillman read the title of Resolution No. 2021-028 into the record. Mayor opened the public hearing for comments from the public. Hearing none, he closed the public hearing. MOTION: David/Shoemaker - To accept Resolution No. 2021-028. Upon roll call, Resolution No. 2021-028 was approved unanimously on a 5 to 0 vote. August 09, 2021, Commission Special Meeting Minutes August 24, 2021, Commission Special Meeting Minutes Mayor Hillman read Item 7.A. title into the record. MOTION: David/Moore - To approve August 09, 2021, and August 24, 2021, Town Commission Special Meeting Minutes with the proposed corrections. The Meeting Minutes passed unanimously on a 5 to 0 vote. 8. TOWN MANAGER REPORTS Town Manager Labadie provided an update as follows: • The Town's budget is solid. • The Food Truck event will be held on September 23. • Next Tuesday will be very busy with two Town Commission meetings. There will be several agenda items such as the boards and committee appointments, the Intracoastal waterway, the building recertification ordinance, and the architect agreement for the fire station. Town staff will coordinate food/refreshment for the meeting. Mayor Hillman requested to add the Fire Rescue Insignia to next week's agenda. Town Manager Labadie continued with the update as follows: • Staff is focusing on the end of the year and closing out the books for the fiscal year. • He owes the Town Commission reports on the Water & Sewer billing. He will be turning this matter over to Raftelis Financial Consultants, Inc. for an update to recognize the influx of dollars from the American Rescue Plan. Discussion about Town Commission interviewing the applicants for reappointment to the advisory boards and committees. There were discussions about whether the Town Commission should conduct interviews for applicants for reappointment to the advisory boards and committees. The majority of the Town Commission agreed that all applicants for reappointment no longer needed to be interviewed by the Town Commission. Town Clerk Gaskins mentioned that the Clerk's Office would inform applicants for reappointment that they are not required to attend the meeting next week, neither in-person nor virtually. Commissioner David mentioned that the only time there would be an objection would be if the committee's chairperson did not want the person on their committee. Mayor Hillman suggested asking the board's chairperson, and if the chairperson says it is not necessary, then the Town Commission would back them. Town Manager Labadie explained that the ordinance was written to give the Town Commission some level of flexibility. He briefly explained the background process for board applicants and the policy guidance related to appointments. He will email that information to the Town Commission. Town Manager Labadie reported that he wrapped up the Charter Review Board Report today, and the Charter Review Board members are currently reviewing it for one last time. He will present the report to the Town Commission in October. Also, he will email the report to the Town Commission soon. 9. COMMISSION MEETINGS September 21, 2021 - 1:30 P.M.
