COMMISSION SPECIAL MEETING MINUTES 1949 FLORID' Town Hall / Commission Chambers Date: September 02, 2021 3614 South Ocean Boulevard Time: 1:30 P.M. Highland Beach, Florida 33487 1. CALL TO ORDER Mayor Hillman called the meeting to order at 1:30 P.M. 2. PRESENT UPON ROLL CALL Commissioner Evalyn David Commissioner Peggy Gossett-Seidman Vice Mayor Natasha Moore Mayor Douglas Hillman Town Manager Marshall Labadie Town Attorney Glen Torcivia Town Clerk Lanelda Gaskins ABSENT Commissioner John Shoemaker 3. PLEDGE OF ALLEGIANCE The Town Commission led the Pledge of Allegiance. 4. PUBLIC COMMENTS Mayor Hillman called for public comments. Town Clerk Gaskins mentioned that there were no preregistered public comments. 5. INSURANCE POLICY A. Discussion of the Insurance Policy Renewal/Change. Town Manager Labadie introduced this item. Michelle Martin, Senior Vice President with Public Risk Insurance Advisors (PRIA), Kurt Haman, and Welton Caldwell with Preferred Governmental Insurance Trust attended the meeting. Commission Special Meeting Minutes Date: September 02, 2021 Page 2 of 3 Ms. Martin presented a PowerPoint presentation and an overview of the Public Risk Insurance Advisors (PRIA) background information, its approach, why preferred, program advantages: the Town's current program versus PRIA and Preferred program, the line of coverage including the limit, deductible, and annual premium. Following the presentation, Town Commission discussed the various insurance policies, including coverage. Mr. Kurt Haman provided additional comments about blanket coverage. MOTION: David/Moore - To accept the proposal with Public Risk Insurance Advisors (PRIA) and authorize the Town Manager to sign the documents. Upon roll call, the motion passed unanimously on a 4 to 0 vote. 6. DISCUSSION OF TOWN MANAGER'S EVALUATION FOR FY 2021-2022 Mayor Hillman presented this item. He commented about Town Manager Labadie's excellent performance and suggested he receive the maximum ten percent raise. Mayor Hillman explained that during the Town Manager's evaluation last year, the Fire Department was not a part of his duties. Creating a new fire department within the Town is an expansion to Mr. Labadie's duties, and he should be compensated. Mayor Hillman then proposed that in addition to Town Manager Labadie's performance percentage increase (ten percent), the Town Commission should also raise his salary by $10,000, which would be a one-time raise to his base pay. Commissioners David, Gossett-Seidman, and Vice Mayor Moore commented about the excellent performance of Town Manager Labadie. They agreed with the mayor's proposal to increase Mr. Labadie's salary to include a $10,000 base increase and a ten percent performance percentage increase. MOTION: David/Moore - To accept the mayor's proposal of a $10,000 one-time raise to the base and the ten percent increase based on performance. The motion passed unanimously on a 4 to 0 vote. 7. TOWN COMMISSION COMMENTS Commissioner Evalyn David had no comments. Commissioner Peggy Gossett-Seidman had no comments. Vice Mayor Natasha Moore commented about the boating accident that occurred on the Intracoastal waterways. Mayor Hillman explained that he received an email from Dr. Greenwald about the boating accident and is aware that there had been two significant accidents in the Intracoastal over the last two to three months. He suggested that it might be time for the Town of Highland Beach to look at a Marine Patrol Division to the Police Department. Town Manager Labadie stated that he would ensure that each Commissioner receives a copy of the email from Dr. Greenwald. He also explained that he and Chief of Police Hartmann have been working with the Florida Fish and Wildlife Conservation Commission (FWC). An item will be placed on the September 21, 2021, Commission meeting agenda. 8. ADJOURNMENT The meeting was adjourned at 3:04 P.M. APPROVED at the September 21, 2021, Town Commission Meeting.
