1. CALL TO ORDER
Mayor Hillman called the meeting to order at 1:30 P.M.
2. PRESENT UPON ROLL CALL

3. PLEDGE OF ALLEGIANCE
The Town Commission led the Pledge of Allegiance.
4. APPROVAL OF THE AGENDA
Town Manager Labadie added the following items under New Business:
Resolution No. 2021-025 as Item 11.B.
Research related to Fund Balance Presentation by Vice Mayor Moore as Item 11.C.
MOTION: David/Gossett-Seidman - To approve the agenda as amended.
The motion passed unanimously on a 5 to 0 vote.

6. PUBLIC COMMENTS
Mayor Hillman called for public comments. Town Clerk Gaskins mentioned that there
were no public comments.
7. ANNOUNCEMENTS
Mayor Hillman read the announcements as follows:
Board Vacancies
Board of Adjustment & Appeals Board - Two vacancies for three-year terms
Code Enforcement Board - One vacancy for a three-year term
Natural Resources Preservation Advisory Board —One vacancy for a three-year term
Planning Board - One vacancy for an unexpired term ending April 30, 2022

8. ORDINANCES
A. Proposed Ordinance I Amending the Qualifying Period
An Ordinance of the Town Commission of the Town of Highland Beach, Florida,
amending the Town Charter, Section 1.06 "Town Commission Created; Election;
Terms; Town Clerk; Qualifications of Electors; General Election Law," at the
request of the Palm Beach County Supervisor of Elections, to allow for a longer
period of time between qualifying and the election; providing for severability, the
repeal of laws in conflict, codification, and an effective date.
Mayor Hillman read the Proposed Ordinance title into the records.
Town Clerk Gaskins presented this item.
MOTION: David/Moore - To approve Item 8.A. as presented.

The Proposed Ordinance passed unanimously on a 5 to 0 vote.
9. CONSENT AGENDA
None.
10. UNFINISHED BUSINESS
A. Discussion on the introduction to revised ordinance regarding right-of-way
(ROW) protection.
There were discussions about removing the language related to the "dome-shaped
buttons" from the proposed ordinance.
MOTION: Shoemaker/David - To send the Proposed Ordinance as approved with the
exception of the changes noted to the Planning Board for review.
The motion passed unanimously on a 5 to 0 vote.
B. Continued discussion on Highland Beach Building Recertification Program
after initial discussion and comment by the Town Commission.
Building Official Jeffrey Remas presented a PowerPoint presentation and an overview of
the Building Recertification Program.
There were comprehensive discussions about the type of engineers, clarification on the
three submissions process, Sec. 3110.9(a) definition of building edge, fines, explain how
the different state and county ordinances will work, the administrative method for keeping
the Town Commission informed.
It was the consensus of the Town Commission for staff to make the adjustments to the
proposed ordinance and bring it back to Town Commission as a first reading.
11. NEW BUSINESS
A. Approval of Commission Meeting Minutes
June 15, 2021, Town Commission Meeting Minutes
June 22, 2021, Town Commission Special Meeting Minutes
MOTION: David/Moore - To approve the June 15, 2021 , and June 22, 2021, Town
Commission Meeting Minutes as amended.
The Meeting Minutes passed unanimously on a 5 to 0 vote.
B. Resolution No. 2021-025 (This item was added to the agenda)

A Resolution of the Town of Highland Beach, Florida, authorizing the Town
Manager to sign documents related to the American Rescue Plan Act.
Town Manager Labadie presented this item.
MOTION: David/Moore - To approve Resolution No. 2021-025.
Resolution No. 2021-025 passed unanimously on a 5 to 0 vote.
C. Highland Beach General Fund Reserve Level - Vice Mayor Moore. (This item
was added to the agenda).
Vice Mayor Moore presented a PowerPoint presentation on the General Fund Reserve
Level.
Mayor Hillman suggested that copies of the PowerPoint presentation be distributed to the
Town Commission and place it as an item on the next Town Commission agenda for
further discussion.
Commissioner Gossett-Seidman wanted to know what the Town of Ocean Ridge and the
City of Lighthouse Point were doing with their reserves.
Vice Mayor Moore indicated that she was looking into the insurance.
Mayor Hillman also suggested placing the General Fund Reserve Level presentation on
the Financial Advisory Board meeting agenda.
Town Commission suggested that Vice Mayor Moore include more research of smaller
municipalities such as the Town of Ocean Ridge and the Town of Jupiter Island.
12. TOWN COMMISSION COMMENTS
Commissioner John Shoemaker spoke about the following:
• He attended the Florida League of Cities Annual Conference in Orlando last
week.
• Reserves and insurance: water tower toppling over during a major storm. We
asked Vice Mayor Moore to keep that in mind.
• An anonymous letter from a resident. Town Manager Labadie encouraged the
Town Commission to speak with Chief Hartmann directly about this matter.
• The situation in Afghanistan.
Commissioner Evalyn David attended the Florida League of Cities Annual Conference in
Orlando last week, and she mentioned it was a worthwhile event. She spoke about the
situation in Afghanistan.

Commissioner Peggy Gossett-Seidman spoke about the reserves as it relates to the
Town. She commented that the Florida League of Cities provides educational sessions
that help elected officials become better commissioners or council members.
Vice Mayor Natasha Moore had no comments.
Mayor Douglas Hillman asked Town Manager Labadie to update the Town Commission
on the lights. He spoke about the Fire and Rescue services costing the residents and the
Town less money.
13. TOWN ATTORNEY'S REPORT
Town Attorney Leonard Rubin had no comments.
14. TOWN MANAGER'S REPORT
Town Manager Labadie reported the following:
• The crosswalk lighting is currently in progress. He will follow up with Public Works
Director Pat Roman on this matter.
• He thanked Officer Patricia Brooke for assisting a resident whose vehicle broke
down along A1A. He also thanked Detective Dwayne Fernandez for helping an
elderly gentleman get to his family member's funeral in Boynton Beach.
15. ADJOURNMENT
The meeting was adjourned at 3:52 P.M.
