Mayor Hillman called the meeting to order at 2:00 P.M.

4. APPROVAL OF THE AGENDA
MOTION: David/Shoemaker - To approve the agenda as presented.
The motion passed unanimously on a 4 to 0 vote.

Mayor Hillman called for public comments. Town Clerk Gaskins mentioned that there
were no preregistered public comments.

Mayor Hillman read the announcements as follows:

10. UNFINISHED BUSINESS
A. Continued discussion on research towards adopting a Town of Highland
Beach Building Recertification Program.
Building Official Jeffrey Remas presented a PowerPoint presentation highlighting the
Building Recertification Program process. He explained that the proposed recertification
program would require threshold buildings to undergo appropriate structural and electrical
inspections by Florida licensed engineers after the building is 25 years old to ensure
building safety and every seven years after that. These inspections would help identify

structural and electrical deficiencies and require that these deficiencies be addressed
within 180 days. He also explained that the Building Official would administer the
program, with the Town Commission handling all appeals specific to the administration of
the recertification process.
The Town Commission discussed the possible intrusion on property owners' rights and
the liability implications of the proposed recertification program.
B. Continued discussion on the Town of Highland Beach Fire Rescue Insignia
Mayor Hillman presented this item along with a PowerPoint presentation of various
designs for the Fire Rescue insignias. The Town Commission liked the proposed fire
rescue insignia; however, they wanted to see additional color options.
11. NEW BUSINESS
A. Consideration of referendum ballot language for the November 2, 2021, special
election related to the funding and operation of the Town of Highland Beach Fire
Rescue Department.
Town Manager Labadie presented this item. There were comprehensive discussions
about option one and option two of the proposed ballot language. Town Manager asked
that the meeting be recessed in order to redraft the two ballot questions.
Mayor Hillman called for a recess at 3:38 p.m. The meeting reconvened at 4:03 p.m. and
the Town Commission proceeded with their discussion on following two ballot questions:
Question 1:
Establishment and Funding of the Highland Beach Fire and Rescue Department
Shall the Town Commission of Highland Beach be authorized to expend up to 10 million
dollars to establish our own Fire and Rescue Department by expanding the existing Fire
Station and acquiring the necessary fire and rescue apparatus and equipment to protect
the health, safety, and property of the Town's residents while providing enhanced services
at reduced costs with Town control?
Question 2:
Operation and Funding of the Town of Highland Beach Fire and Rescue Department
Shall the Town Commission of Highland Beach be authorized to expend the necessary
funds to operate the Highland Beach Fire and Rescue Department in amounts determined
by the Town Commission at public meetings without further referendum that will provide
enhanced services at reduced costs with town control?
MOTION: David/Shoemaker - To accept the language for questions one and two to be
placed on the ballot in November.

The motion passed unanimously on a 4 to 0 vote.
B. Proposed Resolution 2021-022
A Resolution of the Town Commission of the Town of Highland Beach, Florida,
adopting the Fiscal Year 2021-2022 Schedule of Fees which establishes reasonable
fees for Town services and other charges; updating the Building and Land
Development fees; providing for conflicts; and providing an effective date.
Mayor Hillman read Resolution No. 2021-022 title into the records.
Town Manager Labadie explained briefly explained the changes presented in the
proposed resolution. Finance Director Matthew Lalla presented this item and provided a
breakdown of some of the fees.
MOTION: David/Gossett-Seidman - To accept (approve) Resolution No. 2021-022.
Resolution No. 2021-022 passed unanimously on a 4 to 0 vote.
C. Approve and authorize Town Staff to move forward with the proposals from
Aquifer Maintenance and Performance Systems, Inc. (AMPS) to perform
rehabilitation maintenance on Shallow Injection Wells 1 and 2 in the amount
of $118,000.
Town Manager Labadie presented this item.
MOTION: David/Shoemaker - To approve Item 11. C.
Upon roll call, Item 11.C. passed unanimously on a 4 to 0 vote.
Commissioner David left the meeting at 4:30 p.m.
D. Approval to cancel the September 7th and November 2, 2021, Town
Commission Meetings.
Town Clerk Gaskins presented this item.
The Town Commission discussed canceling the September 7, 2021, Town Commission
meeting and possibly scheduling the meeting on Monday, September 13, 2021, at 1:30
P.M. or Monday, September 21 , 2021, as an alternate meeting date.
MOTION: Hillman/Gossett-Seidman - To cancel the September 7, 2021, Town
Commission Meeting.
The motion passed unanimously on a 3 to 0 vote.
There was further discussion to cancel the November 2, 2021, Town Commission
Meeting due to the Town's Special Election scheduled on the same date.

MOTION: Gossett-Seidman/Shoemaker - Move the Town Commission meeting on
November 2, 2021, to November 9, 2021.
The motion passed unanimously on a 3 to 0 vote.
E. Discussion on Changing Highland Beach General Election Qualifying Period
Dates
Town Clerk Gaskins presented this item. She explained that Palm Beach County
Supervisor Wendy Sartory Link was suggesting all municipalities change their qualifying
period to begin 95 days before election day. Currently town's qualifying period begin the
last Tuesday in November and ends on the second Tuesday in December. Town Clerk
Gaskins recommendations was to change the town's qualifying period to begin on the
second Tuesday in November and end on the fourth Tuesday in November.
The Town Commission agreed to change the qualifying period to begin on the second
Tuesday in November and end on the fourth Tuesday in November.
F. Approval of Commission Meeting Minutes
June 01, 2021, Commission Meeting Minutes
MOTION: Gossett-Seidman/Shoemaker - To approve the June 01, 2021 Meeting
Minutes as amended.
The Meeting Minutes passed unanimously on a 3 to 0 vote.
12. TOWN COMMISSION COMMENTS
Commissioner John Shoemaker spoke about the forensic audit and the surfside collapse.
Commissioner Peggy Gossett-Seidman spoke about the Town's previous history with the
City of Delray Beach and obtaining records related to the true-up.
Mayor Douglas Hillman spoke about the recertification process.
13. TOWN ATTORNEY'S REPORT
Town Attorney Torcivia has nothing to report.
14. TOWN MANAGER'S REPORT
Town Manager provided a report on the following:
• The City of Delray Beach's revised budget regarding the three fire lieutenants. He
mentioned that Town Attorney Torcivia would be working on this matter.
• Town staff is moving forward on the forensic audit.
• The Preliminary Report of Water & Sewer Rate Increase.

Finance Director Lalla spoke about the Preliminary Report of Water & Sewer Rate
Increase.
Town Manager Labadie also spoke about financing options for the Fire and Rescue
Station related to bank loans. He mentioned that the next budget meeting is on Monday,
August 9, 2021, at 1:30 p.m.

The meeting was adjourned at 5:13 p.m.
