CALL TO ORDER Mayor Hillman called the meeting to order 1:30 P.M. 2. PLEDGE OF ALLEGIANCE The Town Commission led the Pledge of Allegiance. 4. APPROVAL OF THE AGENDA MOTION: David/Moore -To approve the agenda as presented. The motion passed unanimously on a 5 to 0 vote. 5. PRESENTATIONS I PROCLAMATIONS A. None. 6. PUBLIC COMMENTS Mayor Hillman called for public comments. ANNOUNCEMENTS Mayor Hillman read following annoucements: Board Vacancies Board of Adjustment & Appeals Board - Two vacancies, all for three-year terms Code Enforcement Board - One vacancy for a three-year term Financial Advisory Board - Three vacancies, all for three-year terms Natural Resources Preservation Advisory Board —One vacancy for a three-year term Planning Board - One vacancy for an unexpired term ending April 30, 2022 Meetings and Events August 3, 2021 - 1:30 P.M. Town Commission Meeting August 4, 2021 - 1:30 P.M. Town Commission Special Meeting August 5, 2021 - 9:00 A.M. Coffee with the Mayor at the Highland Beach Library Board Action Report A. None. 8. ORDINANCES A. None. 9. CONSENT AGENDA A. None. 10. UNFINISHED BUSINESS A. Fire Rescue Services Implementation Plan Update Mayor Hillman read Item 10.A. title into the record. Town Manager Labadie introduced this item and provided an update on the implementation plan. He mentioned adding color coordination to denote the risk or urgency of a task and the addition of the percentage for project completion. He also discussed adding additional information to the implementation task list that would include a monthly cost budget. He also discussed presenting the Town Commission with two questions for consideration on the ballot as follows: 1) the authorization to form the department, hire the personnel, Town Commission Meeting Minutes Date: July 20, 2021 Page 3 of 5 and finance the cost, which would allow the Town to lease the apparatus, and 2) whether or not the Town Commission would like to ask the voters to approve a bond issue for the fire state modification. The Town Commission discussed finding out what the alternatives would be related to financing. B. Quarterly update on the Strategic Priorities Plan Town Manager Labadie presented this item highlighting the progress of the projects included on the Strategic Priorities Plan. 11. NEW BUSINESS A. Resolution No. 2021-021 A Resolution of the Town Commission of the Town of Highland Beach, Florida, authorizing the Town of Highland Beach (herein referred to as this "Governmental Unit") to join with the State of Florida and Other Local Governmental Units as a Participant in the Florida Memorandum of Understanding and formal agreements implementing a Unified Plan Mayor Hillman read the title into the record. Town Attorney Torcivia presented this item. MOTION: David/Shoemaker- To accept Resolution No. 2021-021 as presented. Resolution No. 2021-021 passed unanimously on a 5 to 0 vote. B. Approve the recommendation of the Evaluation Committee and authorize town staff to conduct negotiations with the first ranked firm, PGAL, Inc., in order to establish a contract in accordance with the Request for Qualifications (RFP) 21- 001 for the Fire Station design. Mayor Hillman read the title of Item 11B into the record. Financial Services Manager Eric Marmer presented this item. He explained the process of the Evaluation Committee in the ranking and selection of the first ranked firm to establish a contract in accordance the Request for Qualifications (RFP) No. 21-001 for the Fire Station design. MOTION: David/Shoemaker - To approve PGAL Inc. contract as presented. The motion passed unanimously on a 5 to 0 vote. C. Approve and authorize the mayor to execute the Fire Rescue Consulting Services Agreement with GC Joseph & Associates, LLC to assist with the establishment of a Fire Rescue and EMS Department. Mayor Hillman read the title of Item 11.C. into the record. The motion passed unanimously on a 5 to 0 vote. D. Approval of Commission Meeting Minutes May 25, 2021, Commission Special Meeting Minutes Mayor Hillman read the title of Item 11.D. into the record. MOTION: David/Moore -To accept May 25, 2021, Minutes as amended. The Meeting Minutes passed unanimously on a 5 to 0 vote. 12. TOWN COMMISSION COMMENTS Commissioner John Shoemaker spoke about the PACE Marketing firm's commitment to supporting the Town's website and the lack of law enforcement presence on the highways along the east coast. He also addressed the concerns for crime and the issues with struggling small businesses. Commissioner Evalyn David stated that she was pleased with all of the progress being made on all fronts. Commissioner Peggy Gossett-Seidman provided comments about the following: • The Florida League of Cities meeting and her participation on the Transportation and Intergovernmental Relations Committee. • She discussed some of the places where funds may be allocated, such as electronic vehicles infrastructure on public and private property. • Affordable housing. • The continued infrastructure of the roads in the state of Florida • Thirteen towns in Broward County are reviewing their police and fire services. • She also read the letter from Tina Polsky written to FDOT on behalf of the Town of Highland Beach. Vice Mayor Natasha Moore commented about a glitch with the water bills, which has been corrected, the current water rates and new increases, the range in assessable values to determine the tax savings, insurance rates, the worker's comp policies, and deductibles. Mayor Douglas Hillman had nothing to report. 13. TOWN ATTORNEY'S REPORT Town Attorney Torcivia had nothing to report. Town Commission Meeting Minutes Date: July 20, 2021 Page 5 of 5 Mayor Hillman inquired about the not-to-exceed number. Town Attorney Torcivia stated the best way would be to know a precise number. He explained that it was too early in the process to determine the actual number. The Town Commission discussed the possibility of selling bonds and researching the terms of bank loans. Town Attorney Torcivia provided information on potential bond language and referendum language. 14. TOWN MANAGER'S REPORT Town Manager Labadie mentioned healthcare as an upcoming topic. 15.
