The meeting was called to order at 9:00 p.m. by Mayor Eypel. Also present were Comm, Hertwig and ~'Jeber and Comm. elect Breckenridge, Comm. Breckenridge, Eypel, Hertwig and V7eber, Comm. Hertwig read letter dated July 20, 1956 from the Trust Company of Georgia of Atlanta, Ga, transmitting their safe-keeping Receipt X5146, covering .25,000.00 U. S. Treasury Bonds, pledged by the Bank of Palm Beach & Trust Company as security for deposits of Town funds in that bank in the excess of the standard insurable amount of ~~10,000.00. By general agreement the letter was ordered to be placed in the Town file. Comm. Hertwig read letter from P. B. County P,Zerchant Patrol (CapFt A. H. 4~lalker), dated July 6, 1956 and relating to a proposed schedule for making a trial patrol of the Town area. It was generally agreed that....... there was no emergency which required such action at this time and in viema of financial limitations of the Town the matter was tabled on motion of Comm. Breckenridge, seconded by Comm. t~eber and the affirma- tive votes of Comm. Ereckenridge, Eypel, Hertwig And 4"deber. There vras r_o dissent and the Town Clerk was requested to advise Capt Walker of this action of the Town Commission, and to express appreciation of his attention to the problem when the. public beach question was active. The Town Clerk presented for consideration bill for legal services from the Town Afi~torneys, Johnston ~:. Lilienthal, in the amount of ,335.88 dated July 25, 1956, which is for special services relating to the re- cent sale of Udater revenue Certificates for the water filtration plants and several other small items. Comm. tfdeber moved that the bill be ap- proved and paid. The motion was seconded by Comm. Ereckenridge and ap- proved by affirmative votes of Comm. He offered it as a Tentative budget. There was considerable discussion of the proposed budget which calls for a debt service millage of 9 and a Town Operating millage of 5. After careful consideration it was generally agreed that the tentative budget was as accurate as could be estimated and Comm. 4~leber moved that it be put into a formal. resolution for passage at the next meeting. Comm. Breckenridge seconded-the motion and it was approved by the af- f irmative votes of Comm. Breckenridge, Eypel, Hertwig and Weber. There was no dissent. The tentative budget as submitted by Mayor Eypel and discussed in this paragraph appears on the following page, page 3 of these minutes. This is a recessed meeting originally called for July 3, 1956 in accord- ance with the following notice and sucessively recessed to July 17, 1956, August 7, 1956, August 14, 1956 and then to this date. The meeting was called to order at ?:30 p.m. by Mayor E~uel. __ EQUALIZATION BOARD ON TAX ASSESSMENTS NOTICE OF MEETING TO BE .HELD JULY 3, 1956. Notice to all property owners & taxpayers of the Town of Highland Beach, Florida; ' YOU WILL PLEASE TAKE NOTICE that the Town Commission of the Town of Highland Beaeh, Florida, will meet at the Town Hall, on the 3rd day of July, A.D.1956, at 2:30 o~clock p.m.,as a BOARD OF EQUALIZERS, for the purpose of hearing complaints and receiving testimony as to the value of any property, real, personal, tangible or mixed, as fixed bar the Town Assessor of Taxes, and/or for perfecting, reviewing and equaliz- ing the assessments of taxes for the year 1956. The Town Commission as a Board of Equalizers, shall have the right to make all inquiries necessary and to take testimony for the purpose of determ3.ning the value of any property withan said Town, in order that the Town Commission may revise and equalize the Town Assessments. Owners and agents of property who des3se may. appear before the Tawas Commission and make their complaints at that time, and the Town. Commission if unable to hear all complaints on that day, will continue in session from day to day for a period of three days or so long as it shall be necessary. This notice is posted on the Town Bulletin Board in the Town Hall in accordance with the Charter Act and the Code of the Town. The Commission reviewed the Tax Roll and the assessed valuations as shown thereon and the Mayor inquired whether there were any property owners, or representatives of same, present who wished to make any protest or ob3ection concerning the /Issessment Roll. No persons questioned or protested the Assessment Roll and the several Commissioners stated that they had no knowledge of any such persons who desired to be heard. After general discussion it was agreed to ree cess the meeting so us to additional opportunity for interested parties to make protest. Comm. Hertwig moved that the. meeting be recessed until 7:30 p.m. on September 4, 1956; that the Town Clerk be instructed to keep regular office hours at the Town Hall on August 22nd, 23rd and 24th, 1956 and to have the Assessment Roll available for inspection of any properly interested parties who might wish to examine or'protest the assess- ments, to present any such protests for the Board+s consideration when it again meets on September 4, 1956 and if there are no such pro- tests to draw up a formal resolution of approval of the Tax Roll for adoption at the next meeting. The motion was seconded by Comm. Weber and approved by affirmative votes of Comm. Breckenridge, Eypel, Hartwig and Weber.
