1. CALL TO ORDER
Mayor Hillman called the meeting to order at 1:30 P.M.

3. PLEDGE OF ALLEGIANCE
The Town Commission led the Pledge of Allegiance, followed by a moment of silence
for the United States troops in Afghanistan and the Afghanis trying to leave the area.
4. PUBLIC COMMENTS
Mayor Hillman called for public comments. Town Clerk Gaskins mentioned that there
were no public comments.
Mayor Hillman mentioned that the renderings on the Fire Rescue insignia would be added
to Item J, Fire Rescue.
5. CONTINUED DISCUSSION AND ACCEPTANCE OF THE PROPOSED BUDGETS
FOR FISCAL YEAR 2021-2022 FOR GENERAL FUND DEPARTMENTS
Town Manager Labadie presented this item. He explained that corrections were made
related to personnel costs that were a little overstated for the proposed budget. The
corrections reduced the budget numbers by $137,000 and corresponded with a reduction
in the transfer from the reserves to balance the budget. All of the projected movement of
dollars from the general fund reserves support the Fire Rescue initiatives taken by the
Town Commission.

A. Town Commission
There were no changes to the Town Commission budget.
B. Town Manager
There were no changes or clarification to the Town Manager's budget.
C. Town Clerk
The activity under Personnel Services for the current fiscal year might be slightly
understated by one or two percent on the personnel costs, which will be in a budget
resolution in November, if necessary.
D. Finance Department
There were no changes to the Finance Department budget.
E. Legal Counsel
There were no changes to the Legal Counsel budget.
F. Public Works
There were no changes to the Public Works budget.
G. Post Office
There was a minor change related to a $5,000 downward adjustment of salaries.
H. Other General Gov't (OGG) Non-Departmental Expenses
There were no changes to the Other General Gov't (OGG) Non-Departmental Expenses.
I. Police
There were no changes to the Police Department budget.
J. Fire Rescue
There were no changes to the Fire Rescue budget.
Mayor Hillman presented on PowerPoint presentation of the Fire Rescue
insignias. Following the presentation, Town Commission discussed the options related
to the red or white background for the Fire Rescue insignia. The majority of the Town
Commission agreed with the white background with the words "Fire Rescue" in red.
Town Manager Labadie introduced Mr. Samuel Ferreri, Principal with PGAL Architects
He talked about his company and professional experiences with Fire Services.

K. Solid Waste
There were no changes to the Solid Waste budget.
L. Library
There were no changes to the library budget.
There were discussions about communication equipment for the library. Assistant to
Town Manager Terisha Cuebas indicated that she had not received the quote from the
vendor. Once the quote is received, Town staff will present the information to the Town
Commission at a future meeting.
M. General Funds Revenues
Town Manager Labadie explained a reduction in the amount of funds transferred in from
the reserves. He also mentioned that the amount might increase as the Town hire new
personnel.
N. Transfers and Contingency Reserves
6. CONTINUED DISCUSSION AND ACCEPTANCE OF THE PROPOSED BUDGETS
FOR FISCAL YEAR 2021-2022 FOR OTHER FUNDS
A. Discretionary Sales Surtax Special Revenue Fund
There were no changes to the Discretionary Sales Surtax Special Revenue Fund.
B. Building Department Special Revenue Fund
There was an upward adjustment on the salaries and wages because the Town
Commission was comfortable with adding part-time administrative staff to help with
processing permits.
C. Water Enterprise Fund
There were no changes to the Water Enterprise Fund.
D. Sewer Enterprise Fund
There were no changes to the Sewer Enterprise Fund.

7. Fund Balance Research
A. Continued discussion on the Fund Balance Research presented by Vice Mayor
Natasha Moore
Vice Mayor Moore presented an updated PowerPoint presentation on the Fund Balance
Research on the comparison of reserves as a percent of annual expenditures for
municipalities such as the City of Lighthouse Point, the Town of Ocean Ridge, the Town
of Indian River Shores, and the Town of Juno Beach.
Following the presentation, Town Commission had a comprehensive discussion which
included a conversation about the cost to hold the reserves, learning more about
coverage, looking into setting up lines of credit, how to access funds in the event of an
emergency, and inviting the Insurance Broker to a future Town Commission meeting.
8. Merit Increase Policy for Non-Union Employees
Mayor Hillman read Resolution No. 2021-026 title into the record.
Town Manager Labadie presented this item.
A. Resolution No. 2021-026
A Resolution of the Town Commission of the Town of Highland Beach, Florida,
adopting a Merit Increase Policy for Non-Union Employees and amending the Town
of Highland Beach Salary Table; and providing an effective date.
MOTION: David/Moore - To accept (approve) Resolution No. 2021-026 as presented.
Resolution No. 2021-026 passed unanimously on a 5 to 0 vote.
9. Healthcare Renewal
A. Approval of the Health Insurance and Other Insurance Programs for Town
Personnel.
Mayor Hillman read the title into the record.
Town Manager Labadie presented this item.
MOTION: David/ Gossett-Seidman — To accept the approval of the Healthcare
Renewal.
The motion passed unanimously on a 5 to 0 vote.

10. TOWN COMMISSION COMMENTS
Commissioner John Shoemaker spoke about a recent sewage issue that occurred at the
Highland Beach Club condominium, the progress made to the Veterans' webpage, and a
meeting that he has scheduled for mid-September. He thanked Public Works Director
Pat Roman and staff for responding to evaluate the issue and their excellent customer
service. Lastly, talked about being approached by people in and outside of Town Hall
concerning the overall effectiveness of the Town Commission and the consistently
positive feedback that he has received.
Commissioner Evalyn David mentioned that the Town Commission could operate the way
it does because of the support of the wonderful Town staff.
Commissioner Peggy Gossett-Seidman thanked Town Manager Labadie for doing a great
job, and she also thanked Vice Mayor Moore for her presentation related to the financials.
Vice Mayor Natasha Moore thanked Town staff for their assistance with gathering the
information, their high professionalism, performance, and thoroughness. She also
thanked the Town for widening the entryway into the Bel Lido subdivision, which helps
with pedestrian safety.
Mayor Douglas Hillman commented that it is a pleasure working with the Town
Commissioners and Town Manager Labadie, which is a team effort.
Assistant to the Town Manager Cuebas provided an update on the Educational Campaign
for the Fire Rescue services related to the deliverables by PACE, such as the email
campaign, the direct mail campaign, the website update, the social media campaign, and
the 90-second video.
11. ADJOURNMENT
Town Manager Labadie confirmed that the upcoming Town Commission meeting dates
are as follows:
September 7, 2021, Town Commission Meeting was canceled due to the holiday.
September 13, 2021, Town Commission First Public Budget Hearing meeting at 5:01 P.M.
September 21, 2021, Town Commission Meeting at 1:30 P.M.
September 21, 2021, Town Commission Second Public Budget Hearing Meeting at 5:01
P.M.
Town Manager Labadie mentioned that he will speak to the insurance broker about
possible changes to the insurance and may call a special meeting regarding this matter.
