1954.03.02_TC_MinutesMinutes. Highland Beach Town Commission. March 2, 1954. The Meeting rues called to order at 7:30 p.m. by Mayor Smith. Also present were Comm, Harmon, Noble, Skillman & Hartwig. Feb, Minutesbof the meeting of l~t+~rs~is 2, 1954,were read and approved on motion of Comm. Noble, seconded by Comm, Harmon and the affirmative votes of all five commissioners present, On motion of Comm. Skillman, seconded by Comm. Harmon and approved by the affirmative votes of all five commissioners present, the Town Clerk was authorized and directed to issue, for the nominal fee of One Dollar, a temporary permit for a period of six months, for the placing of a temporary construction shanty, by Mr. Leslie L. Hussey, for construction purposes, on the S. 200 feet of the N. 500 feet of Gov. lots 4 & 5, Sect, 4- T~W~P 47- Range 43. On motion of Comm. Hartwig, seconded by Comm. Harmon and approved by affirmative votes of all five commissioners present, the clerk was requested to refer to Mr. Howard Cromer a letter From Ocean Terrace, inquiring about ob3ectionable odors from their hot water. The clerk read a letter from James E. Bowers Jr re uestin the a s q g Commission to "take action against fire hazard s.nd detraction" resulting from a trailer located on the premises of Mr D. Tart. There was general discussion of the matter after which Comm. Hartwig moved that Comm. Skillman be appointed a committee of one to investigate the matter completely and recommend what action he considers proper at the neat meeting of the eommission. The motion rues seconded by Comm. Harmon and approved by affirmative vote of all five commissioners present. On motion of Comm„ Harmon, seconded by Comm. Noble and approved by affirmative votes of all five commissioners present, the Mayor and Town Clerk were authorized and directed to issue and post the nee- essary notices for the eoming Town elections and to make whatever arrangements are required to properly carry out said elections, and also to send an informal letter to residents calling their attention to the said coming elections. Town Treasurer Hartwig referred to paragraph 2, minutes of 2/2/54 concerning an interest earning depository for a portion of the funds of the General Account which have bean in the First National Bank of Delray Beach. The Treasurer reported that on the advice of Town Attorney Byrd he had temporarily placed Ten Thousand Dollars in the First Federal Savings & Loan Ass~N of Delray Beach, in an account n timbered 1768 and designated "`TOWN OF HIGHLAND ' "BEACH, GENERAL ACCOIINT". Treasurer Hartwig requested approval of this action because it constitutes a deviation from the action contemplated originally in the minutes of 2/2/54. Comm. Harmon moved that the above mentioned action of the Town Treasurer be approved as appropriate and proper. The motion was seconded by Comm. Highland Beach Town Commissioned. 3/2/54 Comm. Hartwig reported that the present experimental operation of the Water works, by Howard L. Cromer was being done on a contractual basis between Mr. Cromer and the Town, under which Mr, Cromers compensation would be his cost plus 20~. The approval of the Commission was requested and Comm. Noble moved that the requested approval be granted. The motion was seconded by Gomm. Skillman and passed by affirmative votes of all five commissioners. Mayor aDr~an~ Smith brought up the matter of a recent brush fire in the area around the water works and informed the commissioners that the Firc Dept of Boca Raton had been very co-operative on that occasion. Comm. Hartwig moved that the Mayor be authorized and requested to send ~. letter of appreciation to the Boca Raton Fire Dept and to send contribution of $10,00 to the Boca Raton Firemens Benevolent Assn or other appropriate group. The motion was seconded by Gomm. Noble and approved by the affirmative votes of all five commissioners present. There being no other urgent business, the muting was adjourned on motion of Comm.
