1953.04.07_TC_MinutesMinutes--Highland Beach Town Commission--April 7, 1953. A regular monthly meeting, The meeting was called to order at ?:40 p.,m, by Mayor Smith. Also present were Comm. Harmon, Skillman & Hartwig. The audience eon- s is tad of Mrs . Mildred Noble and Mr, 1~1. L. Due. Minutes of the meeting of Burch 3, 1953 were read and approved on motion of Comm. Harmon, seconded by Comm. Skillman and the affirm- ative votes of all Pour commissioners present. The clerk read prepared Resolution #37 proposing that Mildred S. Noble be designated to fill the vacancy which has existed on the Town Commission, ,After the reading of the resolution, Comm. Hartwig moved that it be approved and passed. Comm. Skillman seconded the motion and it was approved b9 the affirmative votes of all four commissioners pres®nt. The resolution appears on the following page of these minutes. With the paggage of Resolution X3'7 Mrs, Mildred Noble became the fifth member of the Town Commission and she subscribed to the oath of office as follows. in accordance with the laws of the Town. I do solemnly swear (or affirm} that I will e~upport, defend and protect the Constitutor and Government of the United States and of the State of Florida against all enemies, domestic or foreign, and that I will bear true faith, loyalty and allegiance to the same, and that I am entitled to hold office under the Constitution of the United States and the Constitution of the State of Florida, and that I will faithfully perform all the duties of the office of Commissioner, on which I am about to enter, so help me God. SubQ~Cribad and sworn to before us this 7th day of April, 1.953 Town C er Mayor The Town Treasurer stated that the Sinking Fund,in the First Feder» al Building & Loan Association of Delray Beach, would soon reach the maximum of X10,000,04 which would be protected by the Federal Government Bank Insurance and requested designation of another de- positary to cover the situation. There was some discussion as to dust how readily funds would b® available, even with Feateral Insury ante, if the above depository became financially involved. Comm, Hartwig moved that the DGayor appoint a committee to inquire into the situation and report to the Commission. The motion was seeon~» ed by Comm. Harmon and passed by affirmative votes of all five com- missioners present. Tha Mayor appointed Comm. Skillman a committee of one to carry out the the purpose of the motion, There was discussion of the arrangement under which property owners. have been acquiring title to the submerged lands. Conan. Hartwig pointed out that he had given much time and effort personally and that Mr. Brockways work had become involved and extended far beyond original expectations. Comm Hartwig stated that the Town had prac- tically no expense on the project,and could sell ~fford_to waive claim to any part of the fees paid by the property owners to George S. Brockway. Comm. Harmon moved that the Town waive claim to any part of said fees.paid to Mr. Brockway. The motion was seconded by Comm. Skillman and approved by affirmative votes of alI five com- missioners present. There was discussion about discoloration in the water supply and it was ge3~erally agreed that the tank should be inspected within a. short time. Hartwig called attention to the devalopament of land in the vicinity of the Town water works from the angle that perhaps it was time that some kind of protective fence should be paced a.- round the building and tank, Town Attorney Byrd has on several occasions stated that he thought such precaution should be taken. Comm. Hartwig moved that a committee bs appointed to look into the matter of cost and de~sirabilty of the improvement. There was some discussions the motion was not seconded, and the matter was dropped. There was some discussion about subscribing to the American Water Works Association so the Commission could be better posted on matters affecting the Water Works. Clerk Hartwig said ha would get further details about cost involved ate., The meeting was adjourned on motion of Comm. Harmon, seconded by Comm.
