rY~inutes. Highland Beach Town Commission. Ms.p 1, 1951 A regular monthly meeting. . The meeting eras called to order at 7:x.5 by Mayor Totterdale. Present were Comm. Dubendorff, Smith, Totterdale do Hertwig; Gomm. Heaton was absent. Partial minutes of the preceding meeting were read and approved as shown on motion ofComm. Hertwig, seconded by Gomm. Smith and affirm- ative votes of all four commissioners present. Letter was read from I~Ir. George S. Kinsey requesting that his name be stricken from the earlier petition to change the Town name. By general agreement it wax decided t© comply with Nir. Kinsey's request. Gomm. Hertwig presented and read a statement signed by 21 residents and taxpayers opposing the proposed change of the 7'ow11 name and re- questing that when Go~am. Heaton resigns2the vacancy thus created be filled by the owner of a private home. The general feeling of the commissioners was that iaa the face of the divided opinions in the Town, the name change project might as well be dropped but no formal action wax taken. Concerning t~an~ Per. ~. of the afore mentioned statement about filling Cc. Heatonts expected vacancy, ~ja,por Totterdale stated that he had never x~c~dut~mti~d claimed he t+ra.s qualified to re- . present the .private home owner~t and that such statement as set forth in said Par. ~. was an untruth. Gomm. Hertwig insisted that the ~~yor did make such a statement at an earlier meeting of the Gommission. Comm. Hertwig presented and read two reports dated April 30, 1951, concerning some difficulties at the water works and stated that he would accept no further responsibility for the water plant unless the inspection services of IY1r. W. H. Kirk were terminated. Comm. Hertwig moved that R~r. Kirks services be ended. `i'he motion failed for lack of a second. `i'he commission decided to recess the meeting (when finished) until one day later in order to discuss the questions involved with Nbr. Kirk before taking action. On motion of Comm.Hertwig, seconded by Comm. Smith and passed by af- firmative votes ~f all four commissioners present, the treasurer was directed to pay Engineer ~3rockway,and t3yrd and Whitley, the ~50p.00 balances due each of then from the `t'own, and also to transfer from the General fund to the Ieres~r and Sinking Fund, the sum of X2,500. which will be required to pay semi.-annual bond interest soon due. By general agreement GomQn Hertwig was requested to consult with Attorney Byrd about making some informal attempts to secure tax payments from those few property owners rho remain delinquent. Smith presented application for building permit for alteration and addition to his Sunny Surt Apartments. Comm. Dubendorff moved that the permit be granted. Comm. Smith took the chair while Mayor Totterdale from the floor ,seconded the motion which was passed by off irmative vot®a of Comm: Dubendorf~ ~ Totterdale and Smith with Comm. Hartwig declining to vot® on th® question. It should be noted that at this meeting the audience consisted of Mr. & Mrs. &obert Flandreaua~, Mr. & lbs. Leroy Chipman, Mr. R. S. Weeks and I~1r.
