Meeting was called to order at 7sy.5 by Magog Totterdale.
Present were Comm: Dubendorff, Smithy Totterdale & Hertw3.g.
Comm: Heaton was absent.
This meting was held .for the express purpose of discussing frith P+~:"
W. H. Kirk the maters set forth in two reports,on the hater works.,
submitted by Comm.' Hartwig under date of A pril ~ 30, 1951 ~ 1l~te Kirk was
present and the reports were read to him. Cow. Dubendorff then ques-
tioned Air. Kirk as follc~+rs;
1. (Q )V~That date did l~r. Hartwig take over the plant?
(Ans.) Between March lath and 7th.
2. {Q)Haa that chlorinator been work3.ng since then?
(Ans.) No air.
3. (Q)H~ve the maiaa been flushed since that time?
(Ans.) Not to ffiy knowledge.
~.. (Q )When teas the pump motor put .back on the well?
(Ans.) April 14th. But it has been back about 22 days but is not
isa operation.
5. (Q)Is it true that in order to fltash the mains the north pomp must be
• in operation .n eon~tanction with the gas engine so as to not cause
overload and higher electric. rate?
(Ans.) Yee.
6. (Q)Is it your opinion that as the chlorinator is not and has not been
working and the maisas not flushed because of grass negligence in
the me.nagemeut of the plant, by Mr Hartwig, and our water might
become contaminated and our tons people have to bray drinking ;-
ter and wait weeks or possibly months before again using the mater,
not to sap anything of the possibility of disease?
(Ans.) My answer will have to be qualified; the ~lhlorinator has not
been operating. The m~.tter of negligence or disease etc of that
question is not within mp province and will have to ~ie determined
by the Town Commission.
7. (Q )And is it alga true that a xater leak broke loose around the ptuap
packing and you notifi®d Mr Hartwig of the fact and he ignored
this notice until after Totterdale, Smith & Dubendorff were over
to the plant to fired Drat 3ust how much of a mesa things w®re in?
(Ans.) Mr Hartwig was notified ors the 19th of Apa~il at about 6 otclock
that water was coming out of that packing shaft and it was not
fixed until the three co~.ssoners had visited the plant.
$. (Q) Is it also title that the t+rater gauge was set up by ~ Hertt~i.g and
1~ Cromer sad that yon were not notified, thus me.kng it appear
to you as tho something was wrong with operation of the plant?
(Ans.) That is right.

9. Q) Do you know who is responsible for the tops being left oi'Pthe pumps?
Ans.) Yes, I~~r, Hertwig.

Ans.) No. Thep stop any objects Pram falling in, but .not dust.
11. (Q) Is it your opinion that they should be left og at all tames.
(Ans.) Yes.

(Ana.) Since that time, abon~i two months.
C. (Q) by Mr. H. ttl~ Seth is it a fact that previously the .water mains
nwere allc~ed to gc two months without being flushed ?n
ANSWER by Mr.-Smith; "Approximately yes."

Com®. Hertwig stated for the record ,that on the whole Mr Kirk had
made his replies in a creditable manner and withdrew his objections
to Nr Kicks operation of the water works. He stated that it
was plainly evident and. that the record would clearly shag that the
camrsti.ssior~ers were mare at fault than Mr. Kirk and that the reports
when completed would speak far themselves.
0n motion oP Comm: Dubendorff,seconded by Comm. Smith and passed by
affirmative votes of all four commissioners present the meeting was
