April 10, 1950 Resumption of regular monthly meeting ~ recessed from April ~,, 1950 The meeting was called to order at ~:~5 by Mayor Totterdale. Present were Comm: Dubendorff, Heaton, Smith, Totterdale &Hertwig. Minutes, of theepeecedng meeting were read and approved on motion of Comma Dubendorff, seconded bar Conmm..Smith and the affirmative votes of Goman, Dubendorff, Heaton,. Smith, Totterdale '& Hertwig,. Clerk Hertwig reported receipt 8fom Engineer Brockway. of Estimu~te 3 for work on the Water system., the amount of suchestimate being. 11,113.36. After consideration and discussion, Comm. Heaton moved that the Town Treasurer be directed to pay the amount of X11 113.36 to the contractor Howard L. Cromer. The motion was seconded ~iy comm.. Dubend©rff and passed by the affirmative votes of all' five Comm. present: i.e. Dubendorff, Heaton, Smithy.. T©tterdale &Hertwig, . Comm. Heaton moved that the Tawn Treasurer be directed to pay°to Engineer Brockway the sum ©F X666.$0 as per :bill. for engineering , ~ fees on he aforementioned Estimate.-3. The .:motion was seconded by Comm. Hertwig and passed by .affirmative votes of Comm. Heaton; I' Dubendorff~ 3mths_Totterdale and Hertwig: Mayor Totterdale reported that he and Comm« Hertwig had met with Attorney Byrd and discussed the matter Qf zoning. $e reported that a map: of the Town 'and an .:ordinance is no~,r being prepared for.: the consideration of the Commission,and residents of the Town. .,~ Mayor. Totterdale also reported that he and Comm. Hertwig had asked ~~ ~ ~ Attorney Bird about the matter of unpaid:`water connections ~ ~ and water bill deposits. He stated .that Mr. Byrd's opinion was that t~ had the right in these eases to disconnect the water and remove a connection and that-it not only had the power to do this but that it was its clear cut duty to do so. There-upon '~~ Comm. Heaton moved that the Mayor be directed to send letters to Mr, E. A. Bobbins and 1~. S C. Both, stating the position of ,the Town, and notifying them that unless payment of-the delinquent amounts be made w.~.thin ten_days the. Town would proceed to remove the water connections to their propertigs. The motion was seconded by Comm. Dubendorff and passed by affirmative votes of Comm. Heaton moved that Comm. Smith be designated as Commissioner of Public Works and Water and that he be directed to exercise gen- eral supervision over matters pertaining to new or proposed new construction; also that he be and he hereby is authorized to exam- ~~~ ine plans and specifications and that upon his approval the Collector of Taxes shall issue Building Permits. The motion was seconded by Comm. Dubendorff and passed by affirmative votes of Comm; Dubendorff, Heaton, Smith, Totterdale and Hertwig. Robert Totterdale filed application for an occupationaa' license as a general contractor. The Clerk was directed to'issue the license in accordance with the Town Code. Motion to authorize issuance of license was made by Comma pubendarff, seconded by Comm; Smith and passed by affirmative votes.. of Coman.' Dubendarff, Heaton; Smith, Totterdale_& Hartwig.. ,. her. Totterdale also presented a letter stating his intention to apply for a liquox' license 3n connection. with a proposed-new cabana club. Comm. Smith moved.'that the Town Treasurer be directed to open a checking account at The First 1Vational Bank of Delray Beach, to be used for receipts and-disbursements of the General Fund of the Town of Highland Beach;..dsbursement~ to be made only after specif~.c authorization by The Tawn Commission in proper'meetng, uponsignature of the Town Treasurer and counter-signature of- one other member of the Town Commission.
