being a resumption of the regular monthly meeting

The meeting was called to order by Mayor Totterdale at 745 P M
Present were Comm. Dubendorff, Heaton, Smith, Totterdale & Hertwig.
Minutes. of the preceding meeting ~rere read and approved on motion
of Comm. Heaton, seconded by Comma Smith and affirmative votes of
Comm.' Dubendorff, Heaton, Smith, Totterdale & Hertwig.
~Tr. Wynn was present by invitation of several of the Commissioners,
for the purpose of discussing the matter of setting up a detailed
accounting s stem for the Town. He stated his charges would be at
the rate of 35,00 per dap or X5.00 per hour in addition to the cost
of the necessary books. He estimated that his charges could be kept
within X100,00. The several Commissioners were in favor of having
IU1r. Wynn proceed with the_ work. Comm. Hertwig voiced the opinion
that the simple records required at this time, would not justify
such an expenditure. Comm. Dubendorff moved that the Town engage
TZr. Wynn to do the work at a cost of 5.00 per hour plus the_cost
of the books, but that fir, ~ntynnt s fees shod. not exceed X100.00.
Comm. Smith seconded the motion and it was passed by affirmative
votes of Comm. Dubendorff, Heaton, Smith and Totterdale, with
Comm, Hertwig voting against the motion.
Comm. Smith moved that a committee be appointed to investigate
the methods of issuing licenses and permits in Delray Beach with
a view of deciding on a fair policy for the Town to follow. The
motion was seconded by Comm. Dubendorff and passed by the affirm-
ative votes of Comm. Dubendorff, Heaton, Smith, Totterdale & Hertwig.
The l~Sayor named Comm. Smith and Totterdale as the committee.
Comm. Hertwig reported advice from Howard Cromer, that the water
pumps were being installed but that he feared the power company
might not get the power lines installed in time to avoid delay.
Comm. Heaton moved that Comm. Hertwig and Totterdale serve as a,,
committee to see the F. P. & L. Co. and try to expedite matters.
The motion was seconded by Comm. Smith and passed by affirmative
votes Of Comm. Dubendorff, Heaton, Smith, Totterdale ~ Hertwig.
Comm. Dubendorff reported that the franchise of the Florida Power
& Light Co. would soon be in effect.
rv~layor Totterdale showed a map made in relation to the pending
matter of a zoning ordinance, and was requested to continue along
the lines discussed.

Comm. Hertwig /that Howard Cromer Had telephoned about two cases
of water connections and meters which remained unpaid; Cromer
having stated that unless the Town would accept responsibility
• for the bills of S. C. Roth and E. A. Ro'obins, he would have to
place liens for his protection. The Commission discussed the matter
and directed Comm. Hertwig to advise Tyr. Cromer as follows:
(1) The ToVm could not accept responsibility for the bills;
(2} the Town would assist 1~Ir. Cromer inthe matter by disconnection
of the vrater service if that became necessary but,

(3) The Town would prefer that Mr Cromer avoid if possible the
placing of any liens which might cause legal difficulties for
the property owners involved.
Comm. Dubendorff and Totterdale reported progress on the matter
of issuing occupational licenses. On motion of Comm. I~ertwig,svG-
seconded by Comm. Smith and passed by affirmative votes of Comm.
Dubendorff, Heaton, Smith, Totterdale and Hertwig, occupational
licenses were approved as follows and the Collector of Taxes is
hereby directed to issue the same;

With Vice-Mayor Heaton presiding, the Commission recei ved from
Robert Totterdale an application for a liquor license in connec-
tion with a cabana club to be erected on the ocean front at the
South end of the Town. After full discussion Comm. Smith moved
that Ptilr. Totterda~.e be advised that the Commission hereby approves
his application,*provided that all provisions of the Town. Code
and other applicable laws be complied with. Comm. Dubendorff
seconded the motion and it was passed by affirmative votes of
Comm. Dubendorff, Heaton, Smith and Hertwig, with Comm. Totterdale
not voting.
Comm. Smith moved that the meeting recess until 7:30 P M on
Monday, April 2~., 1950. The motion to recess was seconded
by Comm. Dubendorff and carried by affirmative votes of Comm. Du-
bendorff, Heaton, Sloth, Totterdale and Hertwig.
