The meeting was called to order at 7:15 P. h~. by Nja.yor Totterdale.
Present were Comm, Dubendorff, Heaton, Smith, Totterdale & Hertwig.
Minutes of the preceding meeting ~rere .read and approved on motion
of Comm. Dubendorff, seconded by Comm. Smith and affirmative votes
of Comm. Dubendorff, Heaton, Smith, Totterdale and Hertwig.
The commission was pleased to note the presence of Mr Alfred S.
Kinsey in the audience.
Comm. Totterdale for the committee on Building Code and Zoning,
made a verbal report, accompanied by memos and prime matter.
In general he advised that the Town Commission shoul dopt by
reference, the National Electrical Code of the Natio al Board of
Fire Underwriters, As the Town. Electrical Code; also that they
adopt by reference the Plumbing Code of the City of Delray Beach
as the Town Plumbing Code; also that~the Commission consider the
advisability of adopting by reference, the. Uniform Code of the
Pacific Coast Building Official's flonference or that. of the Southern
Building Code Congress. Comm. Heaton moved that the report. be ac-
cepted and tabled for further study and consideration. Comm. Dub-
endorff seconded the motion and it was passed by affirmative votes
of COMM147. Dubendorff, Heaton, Smith, Totterdale and Hertwig.
• Comm. Smithfor the committee on hermits and Fees, made a verbal
report accompanied by memos and printed matter. With the data at
hand as a basis, Comm. Dubendorff moved that the Commission estab-
lish permit fees as follows. Plumbing permit fees to be charged pn
a basis of .1.90 per regular fixture and 2.00 for a septic tank.
Electrical permitsfees to be charged on a basis of X1;50 for ser-
vice and ten outl$ts, plus 10 cents for each outlet over the first
ten; also that letters of notification be sent to persons and firms
operating in the Town, .advising them of the necessity,,to secure
licenses and permits for doing work in the Tovm. Comm. Smith sec-
onded the motion; Comm. Heaton opposed approval of these proced-
ures ti;rithout further opportunity for study; Comm. Hertwig opposed
the sending of letters of notice as being an unnecessary expense.
After a heated exchange of opinions the motion was put to a vote,
and carried icy affirmative votes of Comm. Dubendorff, Smith and
Totterdal8, with Comm. Heaton and Hertt~rig voting against the motion.
Comm. Totterdale advised that on further consideration it seemed
unnecessary to have NTr, Wynn set up detailed accounting methods as
decided at the April 17th meeting, but that an audit be made in six
months and that at that time qualified accountants could install
any additional accounting methods regmired. Comm. Dubendorff moved
that the procedure outlined above be carried out; Comm. Smith sec-
onded the motion and it was carried by affirmative votes of Comm.
Dubendorff, Heaton, Smith, Totterdale and Hertwig.
• Comm. Hertwig as °I'own Treasurer submitted report giving the
balances in the Town's several accounts. The report is shown on
page 2 of these minutes. ~~~
