1950.06.06_TC_MinutesZ~ZINUTES~~Highland Beach Town Commission~~m3~June o, 1950, Regular monthly meeting. The meeting was called to order at '7:x.0 P M by rY7a.yor Totterdale. Present were Gomm. Dubendorff, Heaton, Smith, Totterdale ~~ Hertwig. ILTinutes of the preceding meeting t,rere read and approved on motion of Comm. Dubendorff , seconded by Comm. Heaton t~rith 5 yes votes. Comm. Hertwig moved and Comm. Smith seconded, that the usual order of business be suspended in order to discuss Water Plant operation with Nir. Kirk who was present. ~~lotion was passed unanimously. A gen- eral discussion followed concerning types of spare fuses to be kept on hand, advisability of a telephone at the t-dater Plant, and .other related questions. The Commissioners instructed I•~r. Kirk that all plant operation during the first month was~.~to be done entirely by the construction contractor or his representatives, as they are re- sponsible for the plant until it's final acceptance by the Town. hIayor Totterdale reported that ItiLr. Wynn, Auditor, advised that the Tov~rn could make an agreement showing IGir. Kirk as a contractor to furnish an inspection and main~nance service on a monthly basis, and that he tirould not have the status of an employee with all the tax ramifications which that would incur. Comm. Hertwig as Tax Assessor reported that the Tax Roll was al- most complete and would be submitted to the Commission in the near future. Comm. Smith moved that the I~ia.yor and Town Clerk be,and they hereby are authorized and directed to issue and post, in accordance ,f~' with the Tom Code, a notice stating that the Commission trould, be- ginning July 5, 1950 meet as a Board of Tax assessment equalizers. The motion was seconded by Comm. Heaton and passed by affirmative votes of Comm. Dubendorff, Heaton, Smith, Totterdale ~~ Hertvrig. On motion of Comm. Smith, seconded by Comm. Dubendorff and passed by affirmative votes of all five comm. present the Collector of Taxes was directed to issue building permit to R. Langlois, for building additions, the fee involved being X30.00. On motion of Comm. Dubendorff, seconded by Comm. Heaton, and passed by affirmative votes of all five commissioners present, the treasurer was authorized and directed to pay f'i~om the Water Bonds Interest & Sinking Fund, the bill x$5.00 from the Chase Nat'l .13ank, this being their charge ~ for handling the payment of interest on the Water Bonds T~rhich was due June 1, 1850. On motion of Comm. Smith, seconded by Comm. Dubendorff, the clerk was directed to purchase at a cost of 20'00 or less, one thousand duplex, carbonized water bills. Also to x arrange for the purchase of envelopes for the Town use. The motion ~,,ras approved by affirmative votes of all-five commissioners present Comm. Hertwig was named a committee of one to prepare resolutions expressing the attitude of the commission concerning the submerged lands between the meander lines. Comm. Totterdale reporting for the committee on zoning, advised that preliminary work had been completed and that the Town Attorney was in process of drawing the ordinance. By motion of Comm. Hertwig, seconded bar Comm. Smith and gassed by affirmative votes of all five commissioners present the, Commission ratified acceptance for the General account of the amount of x..70, being the unexpended balance of the old pest control funds as ?per memorandum of Robert Totterdale under date of April 12, 1950. The clerk reported receipt of the engineers final estimate on the construction of the Water Works. Hertwig as Town Treasurer submitted report giving .the balances • in the Totirm's several accounts. The report is shown on page 3 of these minutes.
