The regular monthly meeting was called to order by Mayor Hackman at 7;15 P. M.
Commissioners Hackman, Noble and Johnson were present. Commissioners Bunn and
Jones were absent .
The minutes of the regular monthly meeting of May 3, 1966, and special meetings of
May 4, 1966, May 27, 1966, and June 1 , 1966, were read and approved on the motion
of Commissioner Hackman, seconded by Commissioner Noble and the affirmative vote
of all Commissioners present.
Mayor Hackman reported that the new water plant bonds had been validated; that they
were in the process of being printed and would be ready for signing and delivery
June 17, 1966; that the old outstanding water plant bonds, dated December 1, 1949,
had been redeemed; that the garage building was about demolished and that plans for
the new fire house and water plant were about completed for approval and construction
bids.
Commissioner Johnson advised that the audit for the new fiscal year ending April 30
had been completed and as soon as it was typed would be available to any interested
persons, and that it was planned to include a condensed copy with the next Town
bulletin.
Commissioner Noble stated that spraying and fogging seemed to be on a more regular
and satisfactory basis, and that drainage ditches were still being cleaned and new ones
promised on the Delray White House property. Also, that she was very upset over the
delay in removal of debris from the Kost property following the fire, and the lack of
`cooperation. from the insurance agent and adjuster; that repeated calls had only brought
promises but no action and the property was infested with rats and other vermin and
was a definite health hazard. Town Manager Dailey said he had tried and would
continue to try to hasten this clean up.
Mrs. Betty Roth said the dumping of trash on adjacent properties was still being done,
apparently at night, as she heard car noises at various late hours. It was suggested
that she try to get license numbers for tracing owners of the mystery car or cars.
Town Manager Dailey announced that a meeting had been arranged with Engineer
Charles Anderson and the Architect for Monday, June 13th at 9:00 A. M. to study the
new water plant plans.
Commissioner Johnson read prepared solution #137 rescinding Ordinance #138 passed
on second reading April 5, 1966. Commissioner Noble moved that Resolution #137 be
approved and passed. Commissioner Johnson seconded and all Commissioners present
voted in the affirmative. Resolution #137 is included in these minutes as Page,Z.

R E S O L U T I O N ~ ~~~
.WHEREAS, the Town of Highland Beach, Florida, hereto-
fore passed Ordinance Number 138 on second reading the 5th
day of April, 1966, and,
WHEREAS, Ordinance Number 138 declared the intention
of the Town of Highland Beach, Florida, to change its terri-
torial limits by the annexation of unincorporated tracts of
land lying contiguous thereto and located in Palm Beach
County, Florida, .which tracts of land are more fully described
therein, and,

WHEREAS, the Town of Highland Beach, Florida, con-
templated the accomplishment of such annexation by virtue
of that portion of Florida Statute 171.04(1), Chapter 171,
of the 1965 Florida Statutes which permits annexation without
vote or referendum.
BE IT RESOLVED BY THE TOWN COMMISSION OF THE TOWN OF
HIGHLAND BEACH, FLORIDA:
Section 1. The Town of Highland Beach through its
Town Commission does hereby declare its intention not to
annex to the Town of Highland Beach, Florida, the unincor-
porated tracts of land more particularly described in Ordinance

Number 138 by virtue of that certain procedure as set forth
