1963.12.10_TC_Minutes~~ Minutes. Highland Beach Town Commission. December 10, 1963. December 3, 1963.. The December meeting was called to order at 7:30 p.m. on December 3, 1963 by Comm. Turner. No others were present e~€cept Town Man- ager Hertwig so for lack of a quorum Comm. Turner declared the meeting recessed until 7:30 p.m. on December 10, 1963. The recessed meeting of Dec. 3, 1963 was called to order by Mayor Eypel at 7:30 p.m. on December 10, 1963. Also present were Commtrs Beekman, Jones, Noble and Turner and Town Manager Hertwig. P.,inutes of the meeting of October 1, 1963 were read and approved on motion of Comm. Turner, seconded by Comm. Jones and the affirmative votes of Commirs Beekman, Eypel, Jones, Noble And Turner. The Town R~anager read letter dated 11/1/63 from Mr. L.A. Wingle of Boxwood Terrace relative to the matter of vehicular speeding through. the Town. In discussing the matter the commissioners were of the general opinion that most traffic was travelling at more reasonable speed than was the case before the limit was reduced from 65 miles to the present ~.5 mile limit. Admitting that there were always a few flagrant violators, especially at night, the c©mmission felt that the taxpayers were mot yet ready for the millage increase that would be necessary to set up police, court. and attendant details. By general agreement the letter from Per. 1~lingle was tabled and the Town Manager was requested to discuss the matter with him. The Town Manager reported a current question he had from a broker whose prospective client would wish to display. his attorney sign at a motel property. It was generally believed that zoning provisions would prevent such a use and the Town P:Zanager was requested to take up the question with the Town Attorney. Concerning zoning matters the Town Manager advised that he had dis- cussed the matter of a proposed Nursing Home with a recent taxpayer of the Town who is also a doctor and a director of a Nursing Home. It was his opinion that such an installation vrould be objectionable in a strictly residential area. lifter some discussion it was the consensus of the commission that our passage of Ordinance #123 was too hasty and that it should be revised to eliminate Nursing Homes. The Town Maa alter advised that X13,000. of 1963 taxes wBee collected in November out of a collectible total of X18,000. The meeting was a.~~aaaot adjourned on motion of C©mm.
