The regular monthly meeting of May 1~ 1962, was called to order by dice Mayor Turner at 8:00 p. m. following the election on May 1, 1962. No others were present except Town Manager Hartwig so,f or lack of a quorum, Vice Mayor Turner declared the meeting recessed to 12 noon on May 2~ 1962. The recessed meeting of May 1, 1962 was called to order at 1:OOp.m. on May 2, 1962 by Vice Mayor Turner. No others were present except Town Manager Hartwig and so for lack of a Quorum, Vice Mayor Turner declared the meeting recessed until 7:30 p.m, on the same day, that is, May 2, 1962. The recessed meeting of 1:00 pm. May 2, 1962 was called to order by Mayor Eypel at 7:30 p.m, on May 2, 1962. Also present were Commis Jones, Noble and Turner and Town Manager Hartwig. Comm. Bertsash was absent, The .Clerk of the £leetion Board, presented the certification of the results of the election held May 1, 1962,which were as follows; A total of 18 ballots were voted. For Mayor Commissioner, Arthur Eypel received.......... 18 votes. For Vice Mayor Commissioner, James D. Turner received.. 18 votes. For Town Clerk Commissioner, Matthe*-Bertash received.. 18 votes. For Town Commissioner, G. Arthur Jones received........ 18 votes. For Town Commissioner, Mildred S. Noble received....... 18 votes. The following papers accompanied the Election Board's Certifi- cation of the results of the election; Signature list of those who voted in the election. Specimen copy of the Official Ballot. IIpon examination, the Election Board's Certification and the accom- panying papers were found to be in order and correct and the mem- bers of the Town Commission found them to be so; Thereupon Commissioner Noble moved for adoption of Resolution 106 ~'` declaring the off icial results of the election. The motion was seconded by-Comm. Jones and adopted by the affirmative votes of Commis Eypel, Jones, Noble and Turner. There was no dissent. BE IT RESOLVED by the Tt>wn Commission of the Town of Highland Beach, Florida, that the certification of the Election Officials as to the results of the General Election bald- in the Town of Highland Beach, Florida, on May 1, 1962 is, and it hereby is found to be, true and correct. EE IT FURTHER RESOLVED that the Town Commission has carefully canvassed said election results and finds them as follows; A total of 18 ballots were eotsd in the election; For Mayor Commissioner, Arthur Eypel rsceived...........18 votes. This completes that part of the minutes of the meeting of 5/2,,62 which applies to the Elee tion formalities. The matting proceeded as follows. There was discussion about the verbal request of Mr. E. J. Aylward that a double line be installed to create a "no passi " zone on State Road AlA at the rise in the road near the southown limits. By general agreement the Town Manager was requested to make such a recommendation to the proper division of the State Road Dept. Minutes of the meeting of April 3, 1962 were read and approved on mot ion of Comm. Nob1 e, seconded by Comm. Turner and the aff irma~- tive votes of Comm~rs Eypel, Jones, Noble and Turner. There was discussion about the unfinished improvements in the Highland Beach Isles sub-•division. The Town Manager advised that a preliminary estimate indicated that the improvements could be completed at a cost not to exceed the amount of the guaranty de- posit, X12,000.00. To further explore the matter the Town Manager offered proposed Resolution #108 which was then read. After the reading of the Resolution #108, Comm. Turner moved that it be adop ted. The motion was seconded by Comm. Noble and approved by the af~» firmative votes of Comm~rs Eypel, Jones, Noble and Turner; there was no dissent. Resolution # 108 appears following. TOYPN OF HIGHLAND EEACH, FLORIDA. RESOLIITION #108. CALLING FOR AN EXAMINATION OF THE FEStSIBILITY OF CONTRACTING FOR COMPLETION OF THE IxPROVE~ MENTS ZN HIGHLAND BEACH ISLES.. Vi1HEREA3 the Town of Highland Beach holds the sum of 12000.00 as a guaranty for completion of street, water and drainage itn~ provements in the subdivision known as Highland Beach Isles; AND VrFiEREAS it appears likely that the remainder of the said im~» provements could be contracted for and completed within the the sum of the aforementioned guaranty deposit of X12,000.00; • NEB THEREFORE BE IT RESOLVED by the Tov-n Commission of the Town of Highland Beach, that the Town Manager be directed to investi« gate all aspects of the matter and advise the Commission as to the feasibility of having the Town contract for the completion of the aforementioned improvements. He stated that after careful thought he believed that the person in charge should have special knowledge and training on the subject. He said he had discussed the matter with Mr. Ralph Knutsen, who is in charge of Civil Defence in the Delray area, and that Mr. Rnutsen indicated his willingness to serve as our Director of Civil Defence if we wish_ ed him to do so. After some discussion Comm. Jones moved that Resol«~ ution #107 be adopted. Comm. Turner seconded the motion which was approved by the affirmative votes of Comm~rs Eypel~ Jones' Noble wind Turnery without dissent. Naming Mr. RALPH KNiTTSEN as DIRECTOR of CIVIL DEFENCE. V~REAS it is the consensus of the members of the Town Commission that spacialized knowledge and training is advisable on the part of those charged with the duties and responsibilities related to the office of the Director of Civil Defence; AND WF~REAS Mayor Eypel, after discussing the sub3eet with Mr. Ralph Knutson, has advised the Town Commission that 'the said Ralph Knutson has had special training in the matter and is the off icial Director of Civil Defence for the City of Delray Beach; AND Yi~Ft'EAB in their discussions the said Ralph Knutson expressed his willingness to serve also as Director of Civil Defence for the. Town of Highland Beach, if the Commission of the said Town so wish- . ed ; N6X THEREFORE BE IT RESOLVED by the Town Commission of the Town of Highland Beach, that the said-Ralph Krautsen bey and h® hereby ia, requested and appointed to serve as the Director of Civil Defence for the Town of Highland Beach. AND F~ IT FURTHER RESOLVED that the members of the Town Commission of the Town of Highland Beach are hereby appointed as a Committee . to function in matters of Cilil Defence as and when the said Ralph Knutson may require their action and cooperation on their part. AND BE IT FURTHER RESOLVED that the Town Commission of the Town of Highland Beach will defray the reasonable costs incurred by the said Ralph Knutson in carrying out his function as Director of Civil ~ Defence for the Town of Highland Beach. May 2, 1962. The Town Manager presented for consideration an ordinance intended to improve the position of the Town in the matter of issuing licenses and permits. The title of the proposed ordinance follows. TO~IfN OF HIQHLAND BEACH, FLORIDA. ORDINANCE #122. AN ORDINANCE TO SET FORTH CERTAIN QIIALIFICATIONS RELATING TO THE ISSUANCE OF LICENSES AND PERMITS. Proposed Ordinance #122 was read in full and discussed by the several commissioners. Comm. Turner moved that Ordinance #122 be approved as read. The motion was s®eonded by Comm. Jones and by the affirmative votes ofGomm'rs Eypel, Jones, Noble and Turner, Ordinance #122 was approved on its first reading. The Town Manager asked payment approval on a number of non routine expenditures as follows ; 6,830.to Chase Manhattan Bank for Bonds & Interest due 6/1/62 100.00to Atlantic Ins, Agency for Town Managers bond. 3'J.50 to Boswell Aerial Survey for. inv. 4/30/62. 23.30 to Permutit Co. for flow charts per inv. 4/30/62. 24004 Baca Raton Paint Co. for March 8a April paint bills. 9.00 to Hager Secretarial. Service for Election printing. Payment of these six items was approved on motion of Comm. Jones, seconded by Comm.
