1962.06.05_TC_MinutesMinutes. Highland Beach Town Commission. June 5, 1962. The regular June meeting was called to order at ?:30 p.m. on June 5, 1962 by Mayor Lypel. Also present were Commis Bertash, Jones, Noble and Turner and Town Man. Hertwig. Minutes of the meeting of May 1 and May 2, 1962 were read and ap- proved on motion of Comm. Jones, seconded by Comm. Bertash and the affirmative votes of Commis Bertash, Jones, del, Noble & Turner. Comm. Walker, outlining a proposal to furnish a police service to the Town. There aws a lengthy discussion of the subject from all angles and as an abstract question everyone was of the opinion that some form of police pro- tection would be a great advantage. The discussion indicated that the added cost would require between a. half mill and three quarters of a mill in taxes on the present tax roll. Also discussed were related questions such as creation of a court, appointment of a judges need for a jail and many related inc id end al s . After much discussion, by general agreement, the commissioners de- cided to table the matter until the ne~rt meeting and see if they could come to any definite conclusions on the subject. . The Town Manager reported informally on s project to develops an area of small condominium homes in the Toren. The commissioners were of the opinion that such a project would be an asset to the Town and that it would be wise modify some town zoning requirements to encourage the project if it developer. There was no formal action. of e The Town Manager distributed copies th verification of the Town ac- counts and finances for the fiscal year ending October 31~ 1961 and requested that they be returned to the files after the commissioners had had a chance to study them. By general agreement the commissioners authorized the Town Manager to again pay a basic retainer of X300.00 for the year starting July 1, 1962, to Brockway, Weber & Brockway as Town Engineers. The Town Manager advised it would be in order to extend a gratuitie of X25.00 to a member of a nearby water works department for recent help in locating a water valve and other services. Comm. Turner moved that the disbursement be authorized. The motion was seconded by Comm. Bertash and approved by the affirmative votes of Commis Bertash, ?Eypel, Jones, Noble and Turner. The Mayor brought up the matter of the trash and foliage piled on the west side of Ocean Blvd near the south end of the Town. By gen- eral agreement the Town Manager was requested to take the matter up with the State Road Dept and see if they could bring some pressure to bear on the offending property owners. The Town Manager read Ordinance #122 which was passed on it's first reading at the meeting of May Z, 1962. The Title of Ordinance is as follows; TOWN OF HIGHLAND BTiACH, FLORIDA, ORDINANCE 122 AN ORDINANCE TO 3ET FORTH CERTAIN QUALIFICATIONS RELATING TO THE ISSUANCE. OF LICEN3tiS AND PERMITS. After the reading of the Ordinance #122, in full, Comm. Turner moved that it be passed without change on it's second reading. The motion was seconded by Comm. Jones and approved by the affirmative votes of Commis Bertash,"Eypel, Jones, Noble and Turner. there was no dissent. Upon request of the Town Manager, Comm. Noble moved that the fol«~ lowi disbursements be approved; 960.00 to County Sanitation for quarter ending ?/31/62. 429.00 to City of Delray Beach for water used in March. 59.84 to Rockwell Mfg Co for water meter Voucher #8??. 32.00 to members of election board for services 5/1/62. The motion was seconded by Comm. Turner and approved by the af- firmative votes of Comm is Bertash,"Eypel, Jones, Noble & Turner. The meeting was adjourned on Motion of Comm.
