1961.07.25_TC_MinutesMinutes. Highland Beach Town Commission. July 4, 1961. July 25, 1961. The regular monthly meeting was called to or~r by Vice Mayor Turner at 7:30 p.m. on July 4, 1961. Ao mthers were present except Town, Manager Hartwig as it had been agreed ttaat,because cif the hmliday, the meeting would be deferred. Vice Mayor Turner therefore declared that for lack of a qu©rum he would recess the meeting until 7:30 p.m. on July 25, 1961. The recessed meeting of July 4, 1961 was called to mrder by Mayor Eypel at x:30 p.m. on July 25, 1961. Als® present were Commis Bertash, Jones, Noble and Turner and Toarn Manager Hartwig. Minutes ®f the meetings of J~C June 6, 1961 and June 20, 1961 were read and approved an motion of Ccamm. Turner, seconded by Comm. Jones and the affirmative votes Af Commis Bertash, Eypel, Jones, Noble and Turner. There was nm dissent. The Town Manager presented bill of Brockway, Weber & Brockway for the amount of X200.00 for work en the map based an the 1960 aerial survey. He also advised that the Br®ckway firm were willing to continue as Engineers to the Tern for the same basic retainer as formerly, which is X300.00 per year. Comm. Turner moved. that. payment of these tw® amounts, totalling X500.00 be made to Brockway. Tke motion was sec- onded by Comm. Junes and approved by the affirmative votes of Cc~mm'rs Bertash, Eypel, Jones, Noble and Turner, without dissent. The motion described in the foregoing paragraph also embraced ap- proval ®f payment to Howard Lee Gresner, Inc. of their invoice dated June 27, 1961 for the. sum of 31.60 for water line repairs. There was discussion of the new town map based on the aerial survey and of the general revision mf the Town Zoning laws which has been in progress for the past year. It was generally agreed that the August meeting should be held on schedule and that special attention be given tm tt~e zoning matter. The meeting was adjourned on motion of Comm. (Yiighland Beach Town Cc^~isaimn) Assessment +~ The Tax Assessor presented the Tax/Roll of Real Property wit~.in the Town of FIighland Beach, for the year 1961 and the said Tax Assessment R011 shows the follwwing valuati®ns; 1961 Tax Roll, Town of ~Iighland Beack, Florida. Total value of all Taxable Real Property X5,480,120. Valu® mf Exemptions 98,000. Gress total assessed value of all real property 5,5'78,120.. Tie Commissioners reviewed the Tax Roll and the assessed valuations as shown thereon and the Mayor inquired whether there were any pro- perty owners, or representatives of same, present who wished to make any protest or objection concerning the Tax Roll. No persons questioned or protested the Assessment Roll and the several commissioners stated that they knew of no persons who desired to be heard. After further analysis of the assessments, it was agreed to recess the meeting to allow additional opportunity for interested parties to make protest if they so wished. Comm. Noble moved that the meeting be recessed to 7:30 p.m. on August 1, 1961; that the Tax Assessor be directed to keep regular office hours at the Town Hall on July 26, 27 and 28, 1961, and to have the 1961 Tax Assessment Roll available for inspection by any properly interested parties who might wish to examine or protest the assess- ments; to present such protests, if any, for the Boards consideration when it again meets on August 1, 1961, and if there are no such pro- tests to draw up the usual form of resolution of approttal of the Tax Roll, for adoption at such meeting. The motion was seconded by Comm. Jones and approved bg the off irmative votes 0f Comm~rs Bertash, Eypel, Jones, Noble and Turner. Tom Manager Hartwig presente8 a report stating that the Tax Roll could nmt be ce~mpieted until late July er early August. Under the circumstances and in view of the Fact that no pr®perty owners or their representatives were present to inquire intm the tax assessments, Vice Mayor Turner declared that for lacg ®f a quorum he would recess the meeting until 7:30 p.~. mn July 25, 1961. Vice Mayor Turner requested that the Town Manager's report as men- tioned above in the first paragraph, be placed 3.n the record of this recessed meeting. Report to Town Commission of the Town of Highland Beach. Subject--Tax Roll for 1961. It will not be feasible to present a completed Tax Roll as is required to be done at the scheduled meeting of the Equal- ization Board on July 4~ 1961. The reason far this is that the Tax Assessor of Palm Beach. County is occupied in another commplete re-assessment program in which many county valuations will be changed and as a result the county tax roll is still inc®mplete. Although we have full po1-er t® set our ~-n assessments it has al- ways been Town policy to follow the general seal® ®f values as set by the County Assessors Office and of course we cannot do this until their roll is completed. I therefore request that the c mnmission approve the necessary de- lay in considering the Zaa Roll for pure®ses of equalization. Frmm present indications it should be complete by late July or the early part of August.
