Minutes. Highland Beach Town Commission. August 1, 1961. A regular monthly meeting. 8:15 The meeting was called to order by Mayor Eypel, at ~ p.m. on August 1, 1961. A7.so present were Commis Bertash, Jones and Turner and Town Manager ~tertwig. Comm. Noble was absent. Minutes of the meetings of July 4 and July 25, 1951 were read and ap- proved on motion of Cc~nm. Jones, seconded by Comm. Turner and the af- firmative rotes of Commis Bertash, Eypel, Jones and Turner. There was no dissent. The Town Manager reported an informal inquiry from Dr. Gunnar Ramstrum, a dentist, 403 David Whitney Building, Detroit 26, Michigan, who wddhed to know if our zoning would permit a dental office in the Hotel Zone. There was discussion about the question which has recurred several times in our meetings, and by general agreement it was decided to give the matter consideration in the pending zoning revision. Mayor Eypel submitted an estimate of expected income and expense for tine fiscal year starting November 1, 1961 and requested consideration of same as a 'tentative Budget for that period. The commissioners reviewed the estimate and were substantially in accord with the figures shown. By general agreement it was decided to accept the estimate as a tenta- tive budget, for final consideration at a later meeting. The Tentative Budget is shown on a Poll owing-page, page 2 of these minutes. (any) Town Manager Hartwig requested passage of Resolution.#104 which auth- orizes and directs the Tax Assessor to eliminate ith[t assessment on personal property from the recently completed tax roll for 1961. The Resolution #100 was read in full and Comm. Turner moved that it be approved. Comm. Jones seconded the motion and it was adapted by the affirmative votes of Commis Bertash, Eypel, Jones and Turner. There was no dissent. RLSOLtTTION 100. _ Authorizing and directing the Tax Assessor to eliminate all assessments on Personal Property in making up the 1961 Tax Roil. Whereas the members of the Town Commission have studied the matter. of assessing and collecting taxes on the assessment of Personal Property; And whereas the amount of said ~eraonal Property taxes which were assessed sad collected in the past, is so small as to be deemed insignificant; Now therefore be it resolved by the Town Coaunission of the Town of Highland Beach, Florida, that the Tax Assessor be, and he hereby is, authorized and directed to eliminate Prom the 1961 Tax Roll, any and all assessments on Personal Property. To meet this request Resolution #142 was read and approved on motion of Comm. Turner, seconded by Comm. Bertash and the affirmative votes of Commis Bt~rtash, Eypel, Jones and Turner, without dissent. Whereas it hael been found and determined by ,the Town 'Commission of the Town of Highland Peach, Florida, that public ~rtelfare and necessityr demand that a local organization for ci~ril defense be formed; and Whereas, Chapter 26875, General Laws of Florida, Acts of 1951, authorizes the governing bodies of municipalities in the State of Florida to constitute themselves as a local civ31 defense council; Now therefore be it resolved by the Town Ca~nmission of the pawn of Highland Peach, Florida: Section 1. Section 2. Minutes. EQIIALIZATION BOARD Oii'PAX A3SE3SM~NTS. August 1, 1961. The recessed meeting of July 25,.1961 was called to order by Mayor Eypel at 7:30 p,m. on August 1, 1961.. Also present were Comm~rs Bertaah, Jones and Tts~ner and Town Manager $ertwig. Comm. 1~loble was absent. The minutes of the Equalization Board meeting of July 4, 1961 and July 25, 1961 were read and approved oa motion of Comm. Jones, sec- onded by Comm. Turner and the affirmative votes of Ccmmafrs Bertaah, Eypel, Jones and Turner. There was no dissent. Town Manager xertwig as Tax Assessor, reported that as directed by the Commission he had maintained regular office hours at the Town Ball on July 26th, 2~th and 28th, 1961, so that any interested parties could examine the Tax Roll for 1961, or protest same, but that nay per- sons had appeared to do so on those days or on any other day. lie there- fore presented for consideration, Resolution #141, approving the 1961 Tax Roll. ' Resolution #lOl was read and discussed after which Comm. Bertaah moved that it be approved. Comm. Jones seconded the motion and its adoption was approved by the affiraative votes of Comm~rs Bertaah, Eypel, Jones and Turner, without dissent. APPROVING THE 1961 ?AX ROLL. VYhereas they Town Commission, as a Board of Equalizers,. held meetings at the Town gall, on July 4, July 25 and August 1, all 1961, and at said meetings it heard say and all complaints or objections by taz payers, in reference to the assessed valuations placed on the Taz As- sessment Roll for 1961 by the Town Taa Assessor, and it was found that the 'Paso Assessment Roll as prepared by the Tax Assessor is fair, reasonable and just; And whereas the total figures of the Taa Assessment Roll for 1961 are as follow: Total value of all Taxable Real Property X5,480,124. Value of Ezemptions 98,00©. Gross total assessed value, gll Real Property X5,578,120. Nc~ therefore be it resoleec~ by the Town Commission of the Town of gighland Beach, Florida, that said real property Tax Roll for 1961 be, and the same .hereby is, equalized and adjusted as required by lau, and the same is accepted as being Pair, just and equal as to valuations.
