Turner, loo others were present except Town Manager lSertwig so Por lack of a quorum, Comm. Turner declared the meeting recessed until 7:30 p.m. on ldonday, September 25, 1961. The recessed meeting of September 5, 1961 v-as called to order by Mayor Eypel at 7:30 p.m. on September d5, 1961. Also present were C omm t rs Bertash, Jones and Turner and Town Manager ~iertwig. C Damn. ~toble was absenttbeing out of Town. The minutes oP the meeting of the Equalization Board', held on 4ug- ust 1, 1961 were read. The mirna.tes of the regular monthly meeting of the Town Commission, held on August 1, 1961 were read. The minutes of both meetings were approved as read, on motion of Comm.. Turner, sec- onded by Comm. Jones and the affirmative votes of Commtrs Bertash, Eype1, Jones and Turner. There was no dissent. 2'Yie Town Manager read Letter from the Resources Development B©ard of P.B.. County, requesting that we name a director to fill the upcoming expiration of the term of William Mackie. After some discussion it was decided to re-nominate Mr. Mackie for another term. Comm. Jones moved that =illiam l[ac]tic be reappointed t© succeed himself as a dir• actor of the 8esonrces Board, representing the Town.. The motion was seconded by Coanm. Turner and- approved' by the affirmative votes of Comm~rs Bertash, Eypel, Jones and Turner, without dissent. The ?own Manage~equested' approval of payment of the quarterly sum of $960. due September 15, 1981 to the County SanAtation Company for refuse removal; also the sum of X330. to B.B.Boldt Inc. for road work per estimate of 8/15/61. The two payments were appr©ved on mo- tion of Comm. Turner, sea®nded by Comae. Jones and the affirmative votes of Commis Bertash, Eypel, Jones and Turner,. without dissent. The Town Manager submitted a report in the matter of securing an improved location for the Town water wells. The report follows on the following page, page 2 of these minutes, (minutes continued on page 2) i ~'' l ..~ li (page 2, minutes) Tiighland Beach Town Commission,. 9/25/61. ~ ~ Report on WESTWARD location for ~1EW WELL SITE. RRr. Bruce Darrell, the broker who has been working on securing an im- proved location for the Town water wells, has advised me that he has succeeded' in establishing contact with the owner of the tract in which we are most interested, and that an asking price of X2'7,500. has been quoted'. The piece is about 82 acres. The owner says he has turned down. an offer of X17,000. so it would ap- pear that we should be able to acquire this piece for a cost of not more than ~3,E30©. an acre. The tract in question is.ialw without question the one which is best suited for our purposes. It has every advantage we seek therefore the rest of this report will be conf fined to a summary of the problems in- volved in making use of the land. The land is in Boca Raton. When i talked with Desser & Garfield last year their plans galled for a street and they:had allow- ed enough land to donate .their part of the street south of the section line. We will have to give 25 feet north of the section line. It may tags some maneuvering to establish the street between the railroad and II S #1. If not we might have to secure a right of way. I do not think any real problems are involved as this location is on a Township line in addition to the section line and for years the maps have shaven a street at this point. There will be some technical questions to be solved when we place equipment on this area which has to be co-ordinated with mechanical operations at the present treatment plant as the two locations are about 1300 feet apart. The projected site is bounded on the north by an asphalt plant of The Rubin Asphalt Co. Boca stopped the operation of this plant be cause of dust and smell. However there is electric power to the as- phalt plant so we know that it is available to our proposed site. And as there is a road to the asphalt plant that road will also afford access to the tract we are considering. The tract is peculiarly well suited for our purposes. The question of securing the proposed new well site was discussed in ~! detail and the members of the commission were in accord that it would be in the best interests of the Town to secure the land iP that could be done at a reasonable figure. Comm. ~.rner moved that in the ffiatter of the proposed new well site, a counter offer to purchase be made by the Town, in. the amount of ~18l844.; that the Mayor, the Vice Hagor and the town Kanager constitute a committee to continue negotiations to secure the land at the lowest possible cost not to ~ac~ed X3,000. per acr®. Comm. Jones seconded the motion and it was approved bg the affirmative •otes of Comm~rs Bertash, Eypel, Jones and Turner. There was no dissent. There was discussion about the budget for the new fiscal gear ataf~ting November 1, 1961, for which the ?[agor had submitted tentative figures at the meeting of August 1, 1981. 1[agor Egpel stated that he had no changes to suggest and that he would offer the same figures for a final budget for the coming gear.
